FREISTON PARISH COUNCIL

MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY 16th NOVEMBER 2021 at 7.30 pm

The meeting was called to order at 7.28pm

Chairman N Marshall left the meeting at 7.30pm & returned 7.32pm.

Public Forum: No Attendance from the public.

1   Apologies: No apologies received from Councillor M Swift, this being the second month of non-attendance, or received any communication. 

2   Police Matters –Stats & incidents are available to view on the police website. 

Local Crime information website www.streetcheck.co.uk

Crime data missing due to IT systems change at Lincolnshire Police. They are working on it. (Dated 9th November 2021) The clerk checked the website before the meeting & there was no information available for our area.

3   Minutes: The minutes of the parish council meeting held on the 19th October 21 having been previously circulated were approved and signed by the Chairman.

4   Declarations of interest - (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests – Chairman N Marshall stated interest on planning application B/20/0482.

5   Planning update: 

Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council –

Change of Use of greenhouse to storage and the Change of Use of poultry building to half storage half light vehicle repairs at Shore Yard, Shore Road, Freiston, Boston, PE22 0NA 
Chairman N Marshall left the meeting to Vice Chair B Posey, all councillors agreed the original comments remain the same. All objected.

Reference - B/21/0486 - The Cottage, Oak House Lane, Freiston, Boston,
PE22 0PJ - Application for the approval of reserved matters (Access, Appearance, Landscaping, Layout and Scale) following approval B/19/0076 (Outline application with all matters reserved for the erection of a residential dwelling.
Councillors agreed that there should be more environmental (Green) measures in place with new homes, rainwater harvesting, solar panels, heat pumps.
Clerk to advise Boston Borough Council.

Reference - B/21/0466 - Proposed agricultural dwelling and detached garage at Land to the North of 11 Grovefield Lane, Freiston, Boston PE22 0QL.
All councillors agreed that there should be more environmental (green) measures in place with new properties, rainwater harvesting, solar panels, heat pumps.
Clerk to advise Boston Borough Council

Reference - B/21/0457 - Replacement detached garage at Kingstone, Butterwick Road, Freiston, Boston PE22 0LF.
No Objections – Clerk to advise Boston Borough Council.

Reference – B/21/0462 - Outline Application with all matters (Access, Appearance, Landscaping, Layout and Scale) reserved for later approval for erection of 2 dwellings at Kingstone, Butterwick Road, Freiston, Boston, PE22 0LF
All councillors agreed that there should be more environmental (green) measures in place with new properties, rainwater harvesting, solar panels, heat pumps.
There were concerns from the councillors that the parking area could be tight.

Reference – B/21/0338 – Amended Plans & details, Richmond, Shore Rd, PE22 OLN – There was no objection from the last planning back in July / August 21.
Planning has been withdrawn.

Reference – B/21/0492 - Prior Approval under Class Q for the Change of use of an Agricultural Building to a Dwelling house (Class C3) including associated building operations necessary for the conversion at Hardy's Farm, White Loaf Hall Lane, Freiston.

All councillors noted that as long as the build does not affect the listed building & the design element is in keeping with the building, the councillors did not have any further objections. Clerk to advise Boston Borough Council

Reference – B/21/0488 - Demolition of existing agricultural building and erection of 1no. residential dwelling including erection of a detached garage/ workshop and change of use of additional land to residential garden curtilage
at Land to the North of, Boston Long Hedges
All councillors noted an objection to this application.

6   Parish Matters / Matters Arising /Updates 

6.1   War Memorial Site:

The chairman N Marshall spoke with Mrs Barnes with regards to the simplified version, further talks are required. Update December meeting.

Possible QR code linked to website for more information on the war memorial information. More thought & suggestions are needed. Update December meeting.

Memorial bench, this has been placed & secure. This is now resolved.

Kent’s cleaning. The cleaning has been done & invoice paid. This is now resolved.

Commonwealth sign, does this require being placed on a 4ft pole. It was agreed by all councillors that the sign is fine where it is placed. This is now resolved.

Plaque, with information supplied by RAF Cranwell records. This was agreed by all councillors that this will be held for now & look at a later date. 

6.2   Speed Indicating Devices:

Did not receive an update from Keith West. However, received an update after the meeting, to be added to December agenda.

6.3   We’ll Meet Again Museum:

From September 21 meeting, to discuss sponsorship of the museum.

This was discussed & agreed that Chairman N Marshall to speak with the museum, update at December meeting. 

6.4    Parish Magazine:

Update, Parish Magazine has not yet been printed & placed in the post office, it is online only. The magazine should be out later in November. Update December meeting.

6.5   Highways:

Councillor P Skinner updated the parish council with details of the new Highways Engineer, they will arrange a walk through the parish to look at the pot holes etc.

Update December meeting.

The clerk has spoken to Highways with regards to the missing grit bin along Priory Road, Highways to replace the bin. Update when completed.

6.6   Defibrillator:

Due to the global shortage of parts, it was discussed what would happen if the battery expires, would the unit be out of commission. Council P Skinner to advise at next meeting.

Update on the training session for the defibrillator, Councillor J Welbourn to confirm details. Not discussed – To discuss December meeting.

6.7   Councillor M Swift

6.8   Trees

Councillor B Posey, advised trees arriving on the 17th November. Request for helpers to plant the trees on the 18th December 21 (weather depending) at 12.30pm. 

6.9   Photographs 

Councillors are deciding on what photographs to go on the website. Update December meeting.

7   Correspondence:  All sent to relevant councillors by email.

Information added to notice board & Website where necessary.

8   Finance    

8.1   Bank Account Update: 

The clerk reported & showed the chairman, finance for the month of November 2021, this was signed off as necessary. All councillors received the monthly reports including copies of the bank statements & an up-to-date budget report.

8.2   The payments for November 21 were discussed & agreed & signed off by the chairman as necessary.

9   Date of Next Scheduled Meeting – Tuesday 14th December at 7.30pm 

10       ANY FURTHER BUSINESS

10.1   Councillor B Posey stated the Dog Waste in the village & playing field, requires more signage. Update December meeting.

10.2   Councillor B Posey, asked if the Brown Bin collection could be all year round, change this be changed. To discuss further, December meeting.

10.3   Councillor S Pearson, mentioned Stanley Close rubbish bin needs emptying more often. Clerk to contact Boston Borough Council.

There being no further business the meeting closed at 8.50pm
