MINUTES OF THE ZOOM MEETING HELD ON THE 23rd FEBRUARY 2021 AT 7.30pm

1 APOLOGIES/COUNCILLORS
1.1 Apologies received from Councillors N Marshall (Declaration of interest given) and M Swift (working late)
1.2 Co-option of a Further Councillor
It was noted that this was still being advertised, but to date no further enquiries had been made.
2 NO POLICE REPORT
It was noted that there had been a problem with joyriders using the Danny Flear Community Centre Car Park.
3 MINUTES
3.1 The minutes of the meeting held on the 20th October 2020 having been circulated were agreed and formally approved.
3.2 The minutes of the discussions held during November and December 2020 having been circulated were agreed and formally approved.
3.3 The minutes of the discussions held during December 2020 and January 2021 having been circulated were agreed and formally approved.
4 NO MATTERS ARISING
5 DECLATIONS OF INTEREST
Councillor Marshall had declared an interest in 6.3 as he is the applicant.
6 PLANNING
6.1 B/20/0338 - No decision had yet been received for the application for siting 4no. Glamping Pods with associated highways access, car parking and wash block at land adjacent to Olcote, Scrane End North, for Mr & Mr A Drury. Councillor Bedford stated that this was going to Committee on the 9th March 2021, and he had been in touch with the objectors.
6.2 B/21/0046 - No decision had yet been received for the application of a single storey side extension at 5 Rowan Fields, for Mr P Stanney.
6.3 B/21/0050 - The application for erection of an Agricultural Storage Building at Mill House for F W Marshall & Sons was discussed. No objections.
7 PARISH MATTERS
7.1 Highways - It was noted that the potholes in Church Road had been repaired, and some on Dove Lane had been patched. Councillor Pearson stated he would report other issues including, Bakers Lane, Mill Lane/Shore Road area, and the manhole cover on Butterwick Road. It was mentioned that a mini digger had cleared the footpath on the main A52, although the path was not in good condition. Mention was made of a temporary traffic restriction at Freiston Ings, between 15th and 31st March 2021.
7.2 War Memorial Site - Councillor Posey stated she had contacted Simon Pearson, regarding the sign, but this did not seem to be moving forward. It was agreed to invite the Rev A Higginson to the next meeting. Councillor Marshall had reported that he was in touch with Chris Chandler of Highways regarding the kerbing.
7.3 Parish Website - The clerk stated that the old website had now been switched off and the new one was now available, The content was still ongoing.
7.4 Trees in the Community - It was reported that the free trees had been set on land in the Freiston Shore/Butterwick Pullover area, and Councillor Posey confirmed that a further supply from the Woodland Trust would be available in April.
7.5 Danny Flear Centre - Councillor Posey reported that the Car Park had now been completed, together with new Patio Doors and the Main Front Door. It was stated that work on re-surfacing the main hall floor would begin shortly. It was noted that a Clothing Bin was available at the Centre.
8 CORRESPONDENCE
Various emails including those from Boston Borough Council and LALC, had been forwarded to all councillors. It was noted that all householders would be receiving a purple bin (for paper and card) shortly, collection to be alternated with the blue bin.
9 FINANCE
9.1 The Clerk had forwarded the up-to-date accounts, showing £3,804.37 VAT now received and the amounts in hand.

10 DATE OF NEXT MEETING
The next meeting (via Zoom) would be held on either the 16th or the 23rd March, 2021 depending on any planning being received.
11 ANY FURTHER BUSINESS
11.1 It was agreed that the wreaths and boxes could now be removed from the War Memorial.
11.2 Mention was made regarding the amount of fly tipping in the area, probably made worse because of having to book at the tip.
There being no further business the meeting closed at 8.10 pm, with thanks recorded to Councillor Posey for arranging and chairing the meeting.
