May 2021 Minutes Annual Parish Council Meeting

MINUTES OF THE ANNUAL GENERAL MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY, 18th MAY 2021 at 7.00 pm

PRESENT:

Parish Councillors: P Bedford (Boston Borough Councillor), J Godwin, N Marshall, A Pearson,  R Pearson, S Pearson, B Posey, and J Tillson

Mrs J Barnes (Clerk)

Mrs V Austin (Clerk elect)

Councillor Marshall welcomed Councillors Amy and Shaun Pearson to their first meeting after being co-opted onto the Council.

1   APOLOGIES were received from the Police.

2   ELECTION OF CHAIRMAN

Councillor Tillson proposed, and Councillor Posey seconded that Councillor Marshall be re-elected.  Unanimously agreed.   Councillor Marshall accepted the position and stated that this would be his last year as Chairman.

3   DECLARATION OF ACCEPTANCE

Councillor Marshall duly signed the declaration of acceptance for the office of Chairman.

4   ELECTION OF VICE-CHAIRMAN

Councillor Marshall proposed, and Councillor Tillson seconded that Councillor Posey be elected.  Unanimously agreed.  Councillor Posey accepted the position and requested it be noted that she would not accept the elected post of Chairman.

5   MINUTES OF THE ANNUAL GENERAL MEETING held on 21st May 2019 had been approved at the meeting on the 18th June 2019 were adopted and signed by the Chairman.  

6   PARISH COUNCIL ACCOUNTS

The accounts for the financial year 2020/2021 had been approved at the April Parish Council meeting and were presented to the meeting.  These showed a balance of £4,291.21 of receipts over payments with an end of year balance of £51,407.36.  These were proposed by Councillor Godwin, seconded by Councillor Posey, and formally accepted.  

7   APPOINTMENT OF REPRESENTATIVES FOR HIGHWAY MATTERS

Councillor Marshall proposed and Councillor Bedford seconded that Councillor Pearson be re-appointed.  Unanimously agreed.

8   APPOINTMENT OF REPRESENTATIVE FOR DANNY FLEAR COMMUNITY CENTRE

Councillor Bedford proposed and Councillor Godwin seconded that Councillor Marshall be re-appointed.  Unanimously agreed.

9   FREISTON POOR ESTATE ACCOUNTS for the year ending 31st March 2020

It was unanimously agreed that these accounts be formally adopted. Councillor Marshall as Chairman of the Trustees of the Poor Estate gave a report, which would be discussed further at the following Parish Council Meeting. 

10   CHAIRMAN’S REPORT FOR 2019/2021 (as given by Councillor Marshall)

The past year has been like no-other and I feel incredibly stressful for everyone because of the covid situation so I would like to thank every parish council member, borough council member and county council member for their attendance and support over the last 2 years.  As a village it has been good seeing how everyone has come together and supported their neighbours.

Some meetings have had to be by the dreaded zoom, and another thank you for Bridgett for doing all the arrangements of those meetings.  The Danny Flear improvements are well under way with our support, all we need now is to get it fully open and well used.

The Freiston Wood project has commenced with plantings in November and April, thank you again Bridgett for making the arrangements of the free trees from the woodlands trust.

Wreaths were laid at the war memorial for Remembrance Sunday for both years, a thank you to Judith and Alistair for keeping the site clean and tidy, and Roy for the boxes.  Hopefully by this November the updated kerb and fencing will be in place.

I would like to thank Joan for all her hard work with the parish council, poor charity, and auditors, but unfortunately after 20 years, we will be losing her soon.
