MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY 19th OCTOBER 2021 at 7.30 pm

The meeting was called to order at 7.25pm
Public Forum: No Attendance from the public.
1 APOLOGIES
No Apologies received from Councillor M Swift - Not accepted by Councillors, Councillor M Swift has not attended a meeting in the last six months.
The clerk to write & advise that if a meeting is not attended in the next five months it will be an automatic disqualification. (Under the Local Government Act 1972)
Apologises received from Lincolnshire County Councillor P Skinner.
2 POLICE REPORT - The neighbourhood policing team have recently been advised that it is no longer required for them to send a monthly report detailing recorded incidents in our area. Stats & incidents are available to view on the police website.
The clerk was unable to find the relevant information on the website for the area.
3 MINUTES
The minutes of the parish council meeting held on the 21st September 2021 having been previously circulated were approved and signed by the Chairman.
4 NO DECLATIONS OF INTEREST
5 PLANNING - Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council:
Reference B/21/0429. -
Application for the approval of reserved matters (Access, Appearance, Landscaping, Layout and Scale) following approval B/18/0300 (Outline planning application for the construction of two 4 bedroom dwellings including change of use of the existing land from agricultural to residential (Class C3)) at Land to the North of Excessive, Spittal Hill Road, Freiston, Boston PE22 0PA - No Decision was made.
Reference B/21/0455 –
Proposed two storey extension to north east elevation including demolition of shed and interior alterations at The Cottage, Oak House Lane, Freiston, Boston, PE22 0PJ
No Objections – Clerk to advise BCC
6 PARISH MATTERS / UPDATES
6.1 War Memorial Site
A Poppy wreath has been ordered & delivered, with a donation to Royal British Legion of £30.00 previous years was £25.00. All councillors agreed with donation amount of £30.00. Poppy Wreath handed to the Chairman
Chairman N Marshall, (Vicar not in attendance), showed the councillors a mock-up of the board at the war memorial site.
Councillor J Godwin, mentioned the board was too busy & showed the councillors a mock-up of a smaller, simplified version, showing more personal information, than the original board which showed more social history. The simplified version shows
Name, Rank, DOB & a picture. All councillors agreed this was a better version.
It was discussed that the board could be put outside the church gate.
An update required in November meeting.
Councillor J Godwin & Councillor B Posey, propose to produce a booklet with more information that can either be at the Church or in the shop.
Update required in December 21 meeting.
Chairman N Marshall to speak to Joan Barnes who produced the larger version of the information for the board, that all ok with the simplified version. Update November meeting.
The Chairman confirmed the bench from Marmax, has been received.
Update on placing the bench in November meeting.
The Chairman confirmed that Kent’s are to attend on Thursday 20th October 21 to clean the war graves. Update in November meeting.
The Commonwealth War sign has been installed on the fencing by the War Memorial site. The sign can be placed on a 4ft pole if required.

Councillor B Posey, suggested a plaque, information can be supplied by RAF Cranwell. To review at next meeting.
6.2 Speed Indicating Devices
Update from Keith West. There are two new volunteers & Keith is liaising with them for the necessary training. – Update on training in next meeting.
6.3 We’ll Meet Again Museum
From September 21 meeting, to discuss sponsorship of the museum.
It was agreed by all councillors to review again in November meeting.
6.4 Parish Magazine
Councillor J Welbourn is setting up with Dale from Guardian Press a village magazine for Freiston, Butterwick, Leverton & Benington Parishes.
The first published magazine should be in the village Post Offices on the 1st week of November 21. The magazine will produce 50 copies in the first instance & link for Facebook & the parish website. The magazine will be more news than adverts.
The Vicar Andrew Higginson will still contribute a message for the parishes.
Councillor J Welbourn is no longer involved in this.
The clerk to email Dale at Guardian press asking for the link to go on the website.

6.5 Highways: British Legion Training for Road Closures.
Yvonne & Mike Knowles are both in training for Road Closures for the Remembrance Day Parade in November 21.
6.6 Highways:
From the September meeting, Councillor P Skinner was dealing with potholes.
It was reported that the potholes are wider & deeper than before, some have been repaired. As Councillor P Skinner was not at the meeting, further updates required in November meeting.
7 CORRESPONDENCES
7.1 Various emails including those from Boston Borough Council and LALC, had been forwarded to all councillors by email, information added to notice board where necessary.
8 FINANCES
8.1 The clerk reported and showed the Chairman N Marshall, finance for the month of October 2021, this was signed off as necessary.
All Councillors received the monthly reports, including copies of the Bank Statements & an up to date Precept.
8.2 The payments for October 21 were discussed & agreed & signed off by the chairman.
9 DATE OF NEXT MEETING
The next meeting would be held on the 16th November 19th 2021, commencing at 7.30 pm at the Danny Flear Community Centre.
10 ANY FURTHER BUSINESS
10.1 Councillor B Posey, advised that the trees will be delivered between the 6th – 13th November 2021, Councillor B Posey will confirm when they are arriving for planting down by the shore. Volunteers required for a 9am start.

10.2 Chairman N Marshall, advised that he took Robyn (a relative) around the village on Sunday afternoon taking pictures of the area & people (who agreed to be photographed) for the homepage on the website. Update required.
10.3 Chairman N Marshall, suggested a Date of Time project showing pictures of the village & surrounding areas, including residents, outside of their homes.
Something for the councillors to think about, Maybe a future project.
10.4 Chairman N Marshall, asked the clerk to order a new battery & pads for the defibrillator. Update on next meeting.
10.5 It was discussed about a training session for the defibrillator, Councillor J Welbourn mentioned a joint session with Leverton, this was agreed by all councillors.
Councillor J Welbourn knows someone who can do the training free of charge.
