MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY 14th DECEMBER 2021 at 7.30 pm

The meeting was called to order at 7.25pm
Public Forum: No Attendance from the public.
1 Apologies: No apologies received from Councillor M Swift, this being the third month of non-attendance, or received any communication.
Cllr J Godwin, Cllr P Bedford sent apologises due to sickness. Cllr B Posey sent apologises.
2 Police Matters –Stats & incidents are available to view on the police website.
Local Crime information website www.streetcheck.co.uk Crime data for Freiston was supplied on a separate spreadsheet for September & October 21.
3 Minutes: The minutes of the parish council meeting held on the 16th November 21 having been previously circulated. To resolve as a correct record & to authorise. The Chairman signed the official minutes.
4 Declarations of interest - (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests. Cllr J Tilson stated an interest on application: B/21/0535 Family member.
5. BUDGET
To discuss & set budgets for the precept amount for 2022/2023 (The clerk has been advised this is required this month.)
It was agreed by all councillors that the budget be reduced for the Danny Flear Community Centre. All councillors agreed that the precept be the same as last year.
6 Planning update:
Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council – As at the 6th December 2021 the clerk had not received any planning applications. Planning arrived after issuing the agenda for the following.
i. Application B/21/0532 – Shore Road PE22 0LN – Proposed replacement 2.5 storey residential dwelling.
No Objections
ii. Application B/21/0535 – Fernlea, Brand End Road, PE22 0JD – Outline application for one dwelling.
No Objections
7 Parish Matters / Matters Arising /Updates
7.1 War Memorial Site:
To discuss the War Memorial Board, the simplified version.
It was agreed to leave this item until full council present, in January 2022
7.2 Speed Indicating Devices:
Update from Keith West, Email received 19th November 21, they now have 6 fully trained volunteers. 3 volunteers went out on 19th November 21, on Priory Road, 2 vehicles were recorded breaking 40 mph limit. A total of 158 vehicles went through this location during the time of 9.45 – 11am.
No further information received.
7.3 We’ll Meet Again Museum:
From September 21 meeting, to discuss sponsorship of the museum.
It was agreed to leave this item until full council present, in January 2022.
7.4 Parish Magazine:
Update: Not seen any printed magazines in the post office / shop.
Update: Magazine is now in Freiston & Butterwick Post Office /Shop. Next magazine due in February 2022. Insertions needed January 2022 at latest.
7.5 Highways:
From the November meeting, Update required from Councill P Skinner.
Cllr P Skinner not present at meeting, update required in January 2022 meeting.
Cllr R Pearson, mentioned very large pot hole along Church Road, Freiston,
Cllr S Pearson to report on Fix my Street.
Chair reported the Grit Salt bags will be arriving in January 2022.
The clerk reported the Grit bins have been replaced in Priory Rd.
7.6 Defibrillator:
Update required on the training session for the defibrillator.
It was agreed by all councillors to hold this item. Update when more information is available.
7.7 Trees:
Update required, is the 18th December 21, still planting day? This dependant on the weather.
Cllr B Posey has trees to plant along Drove Road, Freiston.
Update January 2022 meeting.
7.8 Photographs:
Update required, a decision to be made on the photos for the website.

7.9 Scribe Accounts
To discuss: The clerk had a zoom training / meeting session with Scribe accounts, to see the benefits. Scribe have waived the setup fee, & quoted £288.00 plus VAT for one year. Scribe is an accounts package with full accounting support, purpose built for Town & Parish Councils, designed to make it easy to produce compliant council accounts. It was agreed by all councillors for the clerk to purchase this package.
8.0 Bull & Dog Parking:
To discuss, corner / parking problems. Possible widening of the road opposite the post office. Possible Yellow lines to prevent parking.
Chair N Marshall to talk to the Bull & Dog with regards to a visible car parking sign directly the customers to their carpark.
To monitor the situation further. Update January 2022 meeting.
8.1 Freiston Poor Charity Notice Board:
This has been repaired by Anthony Beech Conservation Ltd, Invoice has been paid by Freiston Parish Council with a payment of the net amount from Freiston Poor Charity. Total cost £2640.00. (Inc VAT) less £2200.00 payment received.
Chair N Marshall to find out if the board is in perfect condition since the repair, & is now fit to be returned to the church. Update at January 2022 meeting.
8.2 Projector for meetings:
To discuss purchasing a projector for meetings to show necessary documents to all councillors. Prices start from £70.00 at Amazon.
The clerk to look into this further, a room sized projector would be required.

8.3 Enquires - Updates
The clerk contacted Boston Borough Council with regards to Stanley Close Rubbish collection – Waiting on a response
Dog Fouling stickers – Waiting for a response – The clerk ordered labels online, waiting for delivery.
Speed signs 30 / 40 – (on 3rd December 21), Chairman N Marshall & The Assistant Highways officer, at Lincolnshire County Council, went through what was required, advised Freiston required traffic regulation orders.
Clerk to find out if this has been submitted. – Waiting for further information.
Calcoo – Exercise equipment Freiston Playing Field, yearly service & maintenance required, emailed awaiting a response.
8. Correspondence: All sent to relevant councillors by email.
Information added to notice board & Website where necessary.
9 Finance
9.1 Bank Account Update:
The clerk reported & showed the chairman, finance for the month of December 2021,
9.2 The payments for December 21 were discussed & agreed & this was signed off by two signatories including the chairman.
