MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY, 21st September 2021 at 7.30 pm

PRESENT

Councillors: N Marshall (In the chair), J Godwin, R Pearson, S Pearson, J Tillson, Boston Borough Councillor J Welbourn & Lincolnshire County Councillor P Skinner also Mrs V Austin (Clerk)

Members of the Public: Mr T Walmesley, on behalf of We’ll Meet Again Museum. 

The meeting was called to order at 7.25pm

Public Forum: Mr Walmesley requested that We’ll Meet Again Museum be added to the website. The Clerk to action.

1    APOLOGIES

Apologies received from Councillors A Pearson, B Posey, M Swift & from the police.

2    POLICE REPORT – Received from PCSO H Baker – 1st July to 19th Sept 2021

Suspicious Activity at Croppers Lane 

Freiston Nature Reserve, Cow walking on Pathway.               
     
3    MINUTES

3.1    The minutes of the parish council meeting held on the 17th August 2021 having been previously circulated were approved and signed by the Chairman.

4    MATTERS ARISING - Other Matters see section 7

The mock-up of the War Memorial Board was shown to all Councillors.

To be added to Parish Matters for October 21 meeting, for further updates.

5    NO DECLATIONS OF INTEREST
    
6    PLANNING

6.1    B/21/0417: Lings Barn, Grovefield Lane, Freiston. Proposed first floor extension to form additional bedrooms including raising of the roof & porch.

No Objections, Boston Borough Council have been informed.
    
7    PARISH MATTERS / UPDATES

7.1    Highways – British Legion Training for Road Closures – Chairman N Marshall passed the information to Yvonne, Chairman to chase this up. To be added to next meeting, 19th October 2021.

7.2    Highways – Lincolnshire County Councillor P Skinner will deal with the reported pot holes.

7.3    War Memorial Site:  The clerk has ordered the bench from Marmax, but has not received a delivery date. It is possible that the bench could be delivered after Remembrance Day.   A plaque has also been ordered with wording for the bench.

7.4    Speed Indicating Device: Keith West, asked for help with volunteers for the SID.

The clerk suggested putting on Facebook, this was added but unfortunately due to negative comments was removed the same day.  

7.5    Meal for Joan Barnes, at the Barley Mow.

With the exceptions of Councillor M Swift who will not be attending, the date & time of the meal was moved to 23rd September 21 at 7 -7.30pm

7.6    Parish Magazine – Chairman N Marshall will speak to the Vicar Andrew Higginson.

Update at next meeting. 19th October 2021 – Also see comments on Any other business.

7.7    The resident at Scrane End, is happy with the arrangements for the grass cutting on the piece of land by their property. Chairman N Marshall spoke to the farmer 

Mr D Woodward about the grass cuttings being put on his land. No further action required.

7.8    Cleaning of the headstones by Kents to be further discussed at the next meeting.

8    CORRESPONDENCES

8.1    Various emails including those from Boston Borough Council and LALC, had been forwarded to all councillors by email, information added to notice board where necessary.

9    FINANCES

9.1    The clerk reported and showed Chairman N Marshall, finance for the month of August 2021, this was signed off as necessary.

9.2    The payments for September 21 were discussed and agreed & signed off by the chairman.    
    
10    DATE OF NEXT MEETING

The next meeting would be held on the 19th October 2021, commencing at 7.30 pm at the Danny Flear Community Centre.

11    ANY FURTHER BUSINESS
    
11.1    Boston Borough Councillor J Welbourn, suggested a village magazine with four other neighbouring villages, not including Butterwick. Freiston Parish Council happy to go ahead with the plan. To be updated at next meeting.

11.2    The Freiston Bowling Club have asked Chairman N Marshall if the Parish Council could sponsor them for the purchase of new badges, emblems etc. 

Councillor P Bedford said he will deal with this. 

11.3    Chairman N Marshall, has been asked if Freiston Parish Council will sponsor the We’ll Meet Again Museum.  To be added to October’s Agenda, to give members a chance to think about the decision.
