MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY, 8th JUNE 2021 at 7.30 pm

1    APOLOGIES

Apologies received from Councillors J Godwin and B Posey and from the police.

2    POLICE REPORT

PCSO H Baker had reported on the following incidents:  anti-social behaviour, shouting and swearing on Church View’ suspicious circumstances in Forge Close and on Double Bank, Freiston Ings; anti-social behaviour shouting and sweating at Freiston Ings; suspicious circumstance on the Hobhole Drain; anti-social behaviour, vehicle nuisance on Butterwick Road and two suspicious circumstances on Croppers Lane.

3    MINUTES

3.1    The minutes of the annual general meeting held on the 18th May 2021 having been previously circulated were approved and signed by the Chairman.

4    MATTERS ARISING 

4.1    Planting of a Tree in recognition of the Queens up-coming anniversary and the placement of an Owl Box was left until the next meeting in the absence of Councillor Posey.

4.2    Church Grass Cutting  -  Councillor Marshall handed out copies of the quote (£1296 plus VAT) received from T A Blackamore’s, and stated he had spoken with Revd Andrew Higginson.  It was unanimously agreed that this be accepted, and the invoice when received would be deducted from the Freiston PCC reserve.  Councillor Marshall to confirm with Blackamore’s.
    
5    NO DECLATIONS OF INTEREST
    
6    PLANNING

6.1    B/21/0095  - The application for proposed extension to form additional accommodation at 11 Homers Lane for Mr S Griffiths had been granted.

6.2    B/21/0068  -  The application for conversion of barn into residential dwelling (C3) to include an increase in height and the erection of a single storey rear extension and installation of new access and private driveway at barn on the north side of Boston Long Hedges, Freiston Ings for Mr Richard Wright had been granted.

6.3        B/21/0137  -  The application for two storey side extension and front extension following demolition of existing conservatory, rendering of existing dwelling, replacement windows and installation of a wildlife pond at Bank House Farm, Hobhole Bank, for Mr T Ayton had been granted.

7    PARISH MATTERS

7.1    Highways  -  Concern was still expressed regarding Weirs Lane, and the lack of the 30mph sign on Butterwick Road.

Councillor Skinner reported that he had requested for both the speed limit on Shore Road and on Church Road to be investigated.

7.2    War Memorial Site  -  Councillor Marshall stated that the kerbing work had commenced.  It was also noted that following a meeting of Freiston PCC the paperwork for the CWGC sign was in progress.

7.3    Speed Indicating Device  -  Details of Zoom Training meetings had been forwarded to Peter Rackham at the Post Office.

7.4    Charity Board  -  The official order for the conservation work and a lite clean had now been sent.

8    CORRESPONDENCE

8.1    Various emails including those from Boston Borough Council and LALC, had been forwarded to all councillors.  

9    FINANCE

9.1    The clerk reported that the Internal Auditor had now completed her internal audit of the Annual Governance and Accountability Return (AGAR) for the year ending 31st March 2021 and was pleased to report that there had been no issues in the Clerks completion.  It was noted however, that an over claim of VAT had been made amounting to £1500.80, which would be deducted from the next claim.

The clerk stated that to comply with regulations, the unaudited accounts would now go on the website and forwarded to the External Auditors and publishing the said documents for the 30-working day period for public rights.

9.2    The clerk presented the up-to-date accounts and evidence of the bank balance together with the precept spending to date.

10    DATE OF NEXT MEETING

The next meeting would be held on the 6th July 2021 commencing at 7.30 pm at the Danny Flear Community Centre.

11    ANY FURTHER BUSINESS

11.1    Thanks were recorded to the outgoing Clerk, Mrs Joan Barnes for her work over the previous 20 years.

There being no further business the meeting closed at 7.55 pm.
