MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY, 17th AUGUST 2021 at 7.30 pm

3 MINUTES
3.1 The minutes of the parish council meeting held on the 8th July 2021 having been previously circulated were approved and signed by the Chairman.
4 MATTERS ARISING
4.1 Planting of a Tree in recognition of the Queens up-coming anniversary.
Councillor B Posey, has ordered 200 trees for the forest & 15 tress for the field.
4.2 Owl / Kestrel Box – Owls & Kestrels require established trees for boxes, as Freiston do not have these, this matter is being put on hold & removed from the matters arising.
4.3 Recycled Bench for War Memorial: Chairman Nigel Marshall to order dark brown Witten bench, this is to be fixed in, inside the fence area.
4.4 Parish Magazine: Freiston, Butterwick, Leverton & Benington, Parish Magazine, Planned to go ahead to cover x2 months September & October 2021. Also discussed the possibility of combining Old Leake News with the parish magazines, Chairman N Marshall to speak to the Vicar & to arrange a meeting with Old Leake News. This is a work in progress.

6 PLANNING
6.1 B/21/0354: 3 Glamping Pods at Scrane End North - No Objections
B/21/0338: 2 storey replacement dwelling at Richmond, Shore Rd – No Objections
B/21/0373: Modular Building & Compound at Northsea Camp – No Objections.
7 PARISH MATTERS
7.1 Highways: British Legion Training for Road Closures.
It was suggested that Lee Bowden, Alistair, Yvonne, be asked.
Item to be added to other matters for the next meeting.
7.2 War Memorial Site: It is planned to have 9 commonwealth war graves information & directions on a board by the site. The information from Mrs Joan Barnes with regards to the war veterans was circulated amongst the councillors, for information, the veteran information was on A4 sheets, this was felt that the A4 was too large, and need something smaller.
The fence around the war memorial, should the finials be painted?
Councillor Tillson advised that you cannot paint on hammerite for one year.
Also should be professionally painted.
The lettering on the war graves is poor, to get a price for this to be professionally cleaned? It was agreed that Councillor J Godwin & Alistair to clean where necessary.
Also agreed to purchase a plaque to fix in, cost approx. £83.60, Councillor B Posey dealing with.
7.3 Speed Indicating Device: Keith West, asked for help with volunteers for the SID.
To forward to the next meeting.
Freiston Parish Council received ELAN City speeding devices magazine, decided no action at present but to keep for future use.
7.4 Charity Board: No further update, forward to next meeting.
7.5 Proposed meal for Joan Barnes, at the Barley Mow.
With the exceptions of Councillor S Pearson & The Clerk Mrs Austin, Councillor B Posey, is unsure if she will be able to attend, the Chairman Nigel Marshall will speak with Mrs Barnes, to confirm the date & booking.
7.6 Butterwick Parish Council meetings v Freiston Parish Council.
It was agreed that Freiston Parish Council have their meetings on the 3rd Tuesday of the month, dates for 2022 meetings to follow on separate email.
8 CORRESPONDENCE
8.1 Various emails including those from Boston Borough Council and LALC, had been forwarded to all councillors by email, information added to notice board where necessary.
9 FINANCE
9.1 The clerk reported and showed Chairman N Marshall, finance for the month of July & August 2021, this was signed off as necessary.
9.2 The following payments were discussed and agreed & signed off by the chairman.

10 DATE OF NEXT MEETING
The next meeting would be held on the 21st September 2021, commencing at 7.30 pm at the Danny Flear Community Centre.
Councillor B Posey, unable to attend next meeting.
11 ANY FURTHER BUSINESS
Councillor S Pearson expressed concern with regards to Fix my Street.
As no repairs have happened from when the fault was added.
The Clerk Mrs V Austin, has spoken to the Highways department on another matter and asked the question with regards to Fix my street, was advised to email
CSHighways@lincolnshire.gov.uk with the enquiry reference number given by Fix my Street, & they will be able to chase / look this up.
The Clerk Mrs V Austin, happy to chase up on behalf of the councillors, with the reference numbers.
Councillor B Posey, advised that the gentleman that does the strimming does not want to continue with this and therefore Chairman N Marshall will speak to Blackamore’s with regards to adding this to their work in the village.
Also to chase the next invoice from Blackamore’s as not received.
It was also noted that there is garden waste in the children’s play area by the slide.
