MINUTES OF THE PARISH COUNCIL MEETING
 HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON 
Thursday 19th September 2024, at 7:30pm
Minutes taken by The Clerk: Mrs Val Austin 
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)

PRESENT
Councillors: Cllr Nigel Marshall (Chair), Cllr Bridgett Posey (Vice Chair), Cllr Peter Bedford, Cllr Judith Godwin, 
Cllr Shaun Pearson, Cllr Amy Marshall (arrived 19:33pm) Cllr Tony Wheeler and The Clerk Val Austin.

Also Present: County Councillor, Paul Skinner

The meeting was called to order at 19:28pm 

1.    Chairman to open the meeting: Good evening and welcome to you all.

2.    Apologises:  To receive and accept apologises where a valid reason for the absence has been given to the clerk prior to the meeting.
•    Cllr Simon Pearson – Prior Commitment (x3 months absent) 

3.    Public Forum: No members of the public were present

4.    Police Matters: Stats and incidents are available to view on the police website. Local Crime information website www.streetcheck.co.uk.

5.    Minutes: To approve the minutes of the Parish Council meeting held on the 15th August 2024. 
To resolve as a correct record and to authorise the Chairman to sign the official minutes
•    All councillors resolved for the chairman Cllr Nigel Marshall to sign the minutes.

6.    Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
•    None received.


7.    Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council. 
•    B/24/0330 – Freiston Shore Nature Reserve – No objections to this planning application.

8.    Updates / Discuss and resolve the following items
8.1.    Highway & Roads – Update 
•    County Councillor Paul Skinner mentioned that Freiston has received 98 pieces of work, including potholes, surface dressing and signage repairs. 
•    Cllr Peter Bedford, mentioned the boards on the A52 have now been removed. 
•    Cllr Nigel Marshall, mentioned having 30 mph on the tarmac, Cllr Paul Skinner will look into and update.
•    Cllr Bridgett Posey mentioned the white lines should be straighter and in the original place, Cllr Paul Skinner to look into and update.
•    Cllr Peter Bedford mentioned the hedge along Church Road has not been cut, and the clerk to write a letter to the proprietor about this. 
    
8.2.    Churchyard – Nettles / Rubbish in Churchyard Grounds. – Cllr Nigel Marshall – Update 
•    Cllr Nigel Marshall spoke with T A Blackamore’s for a quote for the work on the churchyard with the nettles and was quoted £550.00. 
•    Work has already been completed and the councillors have said that it is a great improvement. 
•    Cllr Nigel Marshall to speak to the wardens of the church, regarding the parish council maintaining the area regularly. Update at next meeting.
•    Cllr Judith Godwin has offered for the rubbish to be removed by Fred Grant Co.
•    Councillors have suggested finding out the price for a large general waste bin to be situated by the church.  The clerk to find out the prices.
•    Cllr Judith Godwin and Alister Godwin will be making a start on the grass verge.
•    The clerk to contact Bates asking for a donation towards the cost, as previously agreed they would help with the re-seeding. 
8.3    Interactive Speed Signs for Village 
•    The clerk sent out to all councillors the report from the Lincolnshire Road Safety partnership with the suggested locations of the speed signs. 
•    Cllr Roy Pearson does not agree to the position of the Butterwick Road sign.
•    The clerk to contact LRSP asking for a suggestion of another location on Butterwick Road.
•    After discussions all councillors resolved in favour of getting quotes for the speed signs. 
•    The clerk to contact the companies for solar panel speed signs. 

8.4    Best Kept Village Sign – Cllr Shaun Pearson
•    All councillors agreed to the position of the Best Kept Village Sign as installed by Cllr Shaun Pearson. 

9.    Finance:

9.1        Bank Account: Statement of accounts as at 19th September 2024
•    Treasurers Account Balance - £5,810.14
•    Business Bank Instant Balance - £37,348.79
•    Fixed Term deposit account - £40,000.00 – Mature date December 2024
9.2    To approve the accounts for payments
•    Payments due September 2024 - £835.60
•    Payments made in between meetings - £1,060.10
•    Receipts received September 2024 - £17,730.00 – This includes the 2nd instalment of the precept. 
9.3:    To Note: The AGAR: The External Audit report for the year 2023 – 2024, has been approved, stating in accordance with proper practices and no other matters being of concern, and with the correct legislation and regulations requirements have approved the external audit for the year.
•    The clerk showed the councillors the signed off form from the external auditors
•    The signed off AGAR is now showing on Freiston Parish Council official website.

10.    Date of next parish council meeting: Thursday 17th October 2024 


11.    Any other business to go forward to the October 17th 2024 – Agenda. / Note for information. 

With no other business to go forward to the October 2024 meeting, the parish council meeting closed at 20:09pm
