FREISTON PARISH COUNCIL
MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON Thursday 18th July 2024, at 7:30pm

PRESENT
Councillors: Cllr Nigel Marshall (Chair), Cllr Bridgett Posey (Vice Chair), Cllr Peter Bedford, Cllr Judith Godwin, Cllr Shaun Pearson, Cllr Tony Wheeler, Cllr Amy Marshall and Wilber the Cockapoo, and The Clerk Val Austin.
Also Present: County Councillor, Paul Skinner
Borough Councillor, Dale Broughton
One member of the public was also present
The meeting was called to order at 19:28pm
1. Chairman to open the meeting: Welcome to you all and welcome to the public.
2. Apologises: To receive and accept apologises where a valid reason for the absence has been given to the clerk prior to the meeting.
• Cllr Simon Pearson – Absent No reason received.
3. Public Forum: one member of the public was present.
• The public forum opened at 19:18pm and closed at 19:36pm
• The member of the public spoke about the planning application submitted
• Also spoke about the condition of the fields, with standing water as there is not a dyke for the water to go into. After discussions, the councillors advised the resident that the clerk would write to the farmer Staples.
• Councillor Paul Skinner will speak to the highways engineer and come back to the parish council when more information is available.
4. Police Matters: Stats and incidents are available to view on the police website. Local Crime information website www.streetcheck.co.uk. Figures for March 2024 – May 2024 crimes, nothing to report.
5. Minutes: To approve the minutes of the Parish Council meeting held on the 16th May 2024. To resolve as a correct record and to authorise the Chairman to sign the official minutes
• All councillors resolved for the chairman Cllr Nigel Marshall to sign the minutes.
6. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
• None received.
7. Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council. –
• B/24/0233 – Swandyke Farm PE22 0NZ – No Objections
• B/24/0238 – The Cottage, Oak House Lane PE22 0PJ – No Objections
8. Updates / Discuss and resolve the following items
8.1 Highway & Roads – Update
• Cllr Paul Skinner, advised the council that there are 35 potholes to be repaired in Freiston
• Cllr Nigel Marshall, advised that a property has an overgrown hedge and needs a letter sending to the resident, the clerk to deal.
8.2 Newsletter
Ideas for the next newsletter
• After discussions, the Clerk has more information on what to go in the newsletter for September
8.3 Churchyard Rubbish – Update only
• Councillors advised that even though the rubbish has been moved, it is still very messy.
• The bench in the churchyard is overgrown by a hedge and needs to cut.
8.4 Love Your Neighbourhood – Update only – The clerk entered the competition, and now waiting to find out the results.
• Cllr Dale Broughton advised the results will be out on the 29th July 2024
8.5 Pavements – Church Road – Cllr Nigel Marshall
• This item was discussed within 8:1 Highway and Roads
• Cllr’s Nigel Marshall and Shaun Pearson, advised the council that the tarmac has blown into the kerb and is rock hard, Cllr Paul Skinner advised he will speak to Highways and report back once he has more information.
• Cllr Nigel Marshall advised about a pot hole along Mill Lane, according to Fix my street, this has been resolved, however it is still a pot hole. Cllr Paul Skinner advised that this should be reported to Fix my street again.
8.6 Churchyard – Nettles – Cllr Bridgett Posey
The churchyard is a mess with all the nettles, to hire a contractor to clear the nettles?
• Cllr Nigel Marshall will speak with T A Blackamore’s for a quote.
8.7 Bowls Club Donation – Cllr Nigel Marshall
The bowls club would like to purchase a visually impaired device for the bowls club and request a donation towards the cost.
• All councillors have agreed not to do a donation; however, Cllr Dale Broughton will sort out a grant from Boston Borough Council.
8.8 Interactive Speed Signs for Village
A resident has complained regarding the speeding along Lowfields Lane, they have been in contact with Highways who advised the resident to contact the parish council.
• Cllr Peter Bedford, mentioned Swineshead Parish council have recently purchased radar speed signs, which have had a great impact on their village. Cllr Peter Bedford has requested the parish council purchase five signs, to be located at the following sites.
• Church Road / Priory Road / Shore Road (both entrances) and Butterwick Road from the school.
• The clerk to get a quote on five units
• The clerk to contact the Road Safety Partnership to find out where the units can be sited.
• The old device Speed Indicator radar gun, to find out what model it is and find a price and to possibly sell the gun. The clerk to deal.
9. Finance:
9.1 Bank Account: Statement of accounts as at 18th July 2024
• Treasurers Account Balance - £3,440.77
• Business Bank Instant Balance - £26,302.20
• Fixed Term deposit account - £40,000.00 – Mature date December 2024
9.2 To approve the accounts for payments
• Payments due July 2024 - £883.58
• Payments made in between meetings - £3,711.01
• Receipts received July 24 £3979.64
10. Date of next parish council meeting: Thursday 15th August 2024
11. Any other business to go forward to the August 15th 2024 – Agenda. / Note for information.
• Cllr Bridgett Posey, mentioned the D Day Flag and that it would be a shame for the flag to be thrown away as it was a one-time use.
• Cllr Shaun Pearson will see if he can hang the flag in the community centre.
With no other business to go forward to the August meeting, the parish council meeting closed at 20:16pm
