FREISTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON Thursday 15th February 2024, at 7:30pm

PRESENT

Councillors: Cllr Nigel Marshall (Chair), Cllr Bridgett Posey, Cllr Peter Bedford, Cllr Roy Pearson, Cllr Amy Marshall, Cllr Judith Godwin, Cllr Shaun Pearson, Cllr Simon Pearson, Cllr Tony Wheeler and The Clerk Val Austin.

Also Present:

Lincolnshire County Councillor: Paul Skinner 

Boston Borough Councillor: Dale Broughton

The meeting was called to order at 19:25pm 

1.   Chairman to open the meeting: Welcome to you all

2.   Apologises:  To receive and accept apologises where a valid reason for the absence has been given to the clerk prior to the meeting.

•   All councillors present

3.   Public Forum: No members of the public were present 

4.   Police Matters: Stats and incidents are available to view on the police website. Local Crime information website www.streetcheck.co.uk. October 23 and November 23 – To be presented at the meeting

•   December 2023 - Anti Social Behaviour within half a mile. On or near Shore Road
•   Anti-Social Behaviour within half a mile. On or near Sports/ recreation ground
•   Violence & sexual offences within half a mile. On or near Sports/recreation ground – Under investigation. 

5.   Minutes: To approve the minutes of the Parish Council meeting held on the 18th January 202. To resolve as a correct record and to authorise the Chairman to sign the official minutes

•   All councillors resolved for the chairman Cllr Nigel Marshall to sign the minutes.

6.   Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests

•   Cllr Judith Godwin declared an interest in the planning update.

7.   Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council. – 

•   B/24/0044 – Coupledyke Hall, Church End Road - No objections

Updates /Notes / Discuss and resolve the following items.

8.1.      Street Lights – Ongoing. – No further information to report – To be removed from future agenda’s unless something to report. 

8.2.   To Note:  - Signage on the A52 for Post Office and Butchers 

The clerk received an email from highways, which was passed to Cllr Shaun Pearson to give the relevant information to the post office and the butchers. 

•   Cllr Shaun Pearson, mentioned that the post office has decided against having a sign.

8.3.   Highway & Roads – Update from January 2024 meeting.

•   Cllr Paul Skinner advised that he had a walk around with Cllr Roy Pearson 
•   Cllr Paul Skinner has a meeting with highways officer at the end of February and will report back to parish council in March meeting.

8.4.   Play Equipment purchase – Update

The clerk has been in contact with the Wicksteed and the order has been placed for the play equipment. Waiting for installation date. No further update.

8.5.   Horses in residents garden – Update

The clerk has been in touch with RSPCA, unfortunately, they cannot help, as the horses are not in immediate danger. No further update at this time. 

8.6.   Parking along Church View – Update

LCC Cllr Paul Skinner to update on who owns the piece of land, no further update

•   Cllr Bridgett Posey asked about the lorry parking along Church View, making the grass verge a muddy mess. 
•   Cllr Bridgett Posey to take a picture of the lorry, the clerk to write to the company
•   Update at March meeting.

8.7.   March 2024 Newsletter – Update –

•   All councillors agreed to the final newsletter.
•   The clerk to send the newsletter to the printers
•   Distribution to be arranged by councillors

9.   Finance:

9.1   Bank Account: Statement of accounts as at 15th February 2024

•   Treasurers Account Balance - £2,351.75
•   Business Bank Instant Balance - £45,531.23
•   Fixed Term Deposit Account Balance - £30,000.00

9.2   To approve the accounts for payments

•   Payments due February 2024 - £765.00
•   Payments made January 2024 - £112.00
•   Receipts received February 2024 - £56.99

10.   Date of next parish council meeting: Thursday 21st March 2024 at 7:30pm

11.   Any other business to go forward to the March 21st 2024 Agenda / Information to note

•   Cllr Bridgett Posey reported that The Danny Flear community centre has gained Slimming World every Monday, a big boost for the community centre.
•   Cllr Simon Pearson mentioned the speeding traffic along Church View. Cllr Paul Skinner mentioned taking the number plates and reporting to the police on 101
•   Cllr Peter Bedford to get the equipment needed for Spring Litter pick on 17th March 2024
•   Cllr Roy Pearson has removed the poppy box from the war memorial and has it stored.

With no other business to go forward to the February meeting, the parish council meeting closed at 19:45pm
