MINUTES OF THE PARISH COUNCIL MEETING
HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON
Thursday 20th March 2025, at 7:30pm

PRESENT
Councillors: Cllr Nigel Marshall (Chair), Cllr Bridgett Posey (Vice Chair), Cllr Peter Bedford, Cllr Roy Pearson, Cllr Amy Marshall, Cllr Judith Godwin, Cllr Shaun Pearson, Cllr Tony Wheeler and The Locum Clerk Laura Forman.

The meeting was called to order at 19:30pm

2. Apologises: To receive and accept apologises where a valid reason for the absence has been given to the clerk prior to the meeting.

5. Minutes: To approve the minutes of the Parish Council meeting held on the 20th February 2025. To resolve as a correct record and to authorise the Chairman to sign the official minutes
• All councillors resolved for the chairman Cllr Nigel Marshall to sign the minutes.
6. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
• No declarations received
7. Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council.
B/25/00101 – Former Freiston Village Hall, Priory Road, Freiston – Approval of reserved matters (Access, Appearance, Landscaping, Layout and Scale) following outline approval B/23/0354.
The Clerk contacted the Councillors by email for their comments. – No objections received.
8. Updates / Discuss and resolve the following items
8.1. Highway & Roads – Update
- Cllr Nigel Marshall confirmed that the tarmacking works at Church End had been completed.
8.2 Aspiration House – Parking Issues. – Update
Cllr Nigel Marshall confirmed that the issue will continue to be monitored by Cllr Dale Broughton and the Parish Council but in the interim the staff and visitors of Aspiration House are currently using the Castle Pub carpark whilst the building works are being completed at the school.
8.3 Spring Newsletter – Increase the number of pages of the Village newsletter.
-Cllr Nigel Marshall confirmed that the Spring Newsletter had now been delivered.
- All Councillors resolved to increase the size of the Village newsletter from 8 pages to 12 pages at an additional cost of £20.00 per print run.
8.4 The Beonna at All Saints – Advertising in the newsletter.
All Councillors discussed whether The Beonna at All Saints should be permitted to advertise
within the newsletter to promote their music events, community events and Café.
All Councillors resolved for the Beonna at All Saints to be allowed to advertise in the Village
newsletter as long as the advertisement only promotes events being held and not the hire of the
venue itself.
8.5 Spring Litter Pick – Cllr Judith Godwin.
Cllr Judith Godwin suggested a change of approach to the organisation of a litter picking event;
suggesting that it may not be wise to arrange a single date, as inclement weather could force the
event to be abandoned or poorly attended. Cllr Judith Godwin suggested holding the event over
an extended period of time (i.e. a weekend or week).
Cllr Bridgett Posey suggested installing signs around the village to discourage littering.
Following discussion - All Councillors resolved for the litter picking event to be held alongside the
Boston Borough Council event on Sunday 6th April 2025 for a period of a week; allowing all
volunteers to collect equipment, obtain suggested areas to cover and carrying out litter picking
duties at their own leisure. The Clerk is to advertise the extended litter picking event on social
media and to source ‘Do not Litter’ signs.
8.6 Meeting with Richard Tice MP.
The Clerk received confirmation that Mr Tice would not be attending the meeting arranged for
Friday 21st February 2025 and was further advised that it may be possible for Mr Tice to attend
this Parish Council meeting of Thursday 20th March 2025. No further communication has been
received.
-Richard Tice MP is not present at this meeting.
9. Finance:
9.1 Bank Account: Statement of accounts as at 20th March 2025
• Treasurers Account Balance - £5,486.81
• Business Bank Instant Balance - £3,198.17
• Fixed Term deposit account - £40,000.00 – Mature date July 2025
9.2 To approve the accounts for payments
• Payments due February 2025 - £888.15
• Payments made in between meetings - £988.95
10. Date of next parish council meeting:
The next meeting is to be held on: Thursday 17th April 2025
11. Any other business to go forward to the March 20th 2025 Agenda / Note for information.
- Cllr Judith Godwin mentioned that another builder’s bag has been left at the Churchyard. This will be removed.
- Cllr Judith Godwin queried the removal of a section of the fencing at the Churchyard following T. A. Blackamore cutting the grass. Cllr Nigel Marshall that the fencing is still to be removed and that T. A. Blackmore has offered to dismantle the fence, but the Church have not yet taken them up on the offer.
- Cllr Roy Pearson stated that there are some posts at the Churchyard which could be repurposed to replace the existing posts to prevent parking on the roadside to the front of the church. Cllr Judith Godwin agreed that the posts could be repurposed.
- Cllr Roy Pearson stated that the Church warden does not wish for the grass to be cut from Church End to Priory Road as they wish to have sheep.
- Cllr Paul Skinner advised of recent changes made to speed limits:
1) The speed limit at Priory Road will soon be decreased to 40mph.
2) The signage along Church Road is to be extended but not as far as Haltoft End.
3) Freiston shore – Cllr Paul Skinner has submitted a fifth request for a speed review but is being advised that policy would not allow changes.
- Cllr Paul Skinner advised that a lot of progress has been made with regards to
speed limits and highways in the last year but some of the requests submitted
had been blocked by policy. On 27th March 2025, Cllr Paul Skinner will be meeting with a
Highways Safety Officer and will review Freiston shore area and Haltoft End.
- Cllr Shaun Pearson asked whether any progress had been made in obtaining the correct
fixings for the installation of the Speed signs. Cllr Nigel Marshall confirmed that the clamps
and fixings had been delivered but it is thought that a teleporter may be required to install
the signs. Cllr Peter Bedford stated that he had been asked by residents for an installation
date.
- Cllr Nigel Marshall advised the Clerk that following inspection, the Defibrillator at The Castle
Pub required a replacement battery. The battery life is below 50%. The Clerk to order a
replacement battery.
- Cllr Nigel Marshall proposed the purchase of a further Defibrillator to be sited at Freiston
Shore; either at the RSPB site or the We’ll Meet Again Museum. The Clerk to contact the RSPB
and We’ll Meet Again Museum regarding this.
With no other business to go forward to the April 2025 meeting, the parish council meeting closed at 20.03pm
