MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON Thursday 15th August 2024, at 7:30pm

PRESENT
Councillors: Cllr Nigel Marshall (Chair), Cllr Bridgett Posey (Vice Chair), Cllr Peter Bedford, Cllr Judith Godwin, Cllr Shaun Pearson, Cllr Amy Marshall and Wilber the Cockapoo, and The Clerk Val Austin.
Also Present: County Councillor, Paul Skinner
The meeting was called to order at 19:29pm
1. Chairman to open the meeting: Good evening and welcome to you all.
2. Apologises: To receive and accept apologises where a valid reason for the absence has been given to the clerk prior to the meeting.

3. Public Forum: No members of the public were present
4. Police Matters: Stats and incidents are available to view on the police website. Local Crime information website www.streetcheck.co.uk.

5. Minutes: To approve the minutes of the Parish Council meeting held on the 18th July 2024. To resolve as a correct record and to authorise the Chairman to sign the official minutes
• All councillors resolved for the chairman Cllr Nigel Marshall to sign the minutes.
6. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
• None received.
7. Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council. –
• B/24/0316 – Grimsby to Walpole - No Objections
• B/24/0305 – Eastern Green Link - No Objections
8. Updates / Discuss and resolve the following items
8.1 Highway & Roads – Update
• Cllr Roy Pearson reported potholes.
• Cllr Paul Skinner advised the number of potholes filled in the last month throughout Lincolnshire was 8 thousand.
• Cllr Nigel Marshall, thanked whoever cleared the Priory Bridge.
• The clerk mentioned that they wrote to the owner of the overgrown bushes along Church Road, but had not received any response. Cllr Shaun Pearson mentioned that he had spoken to the previous owner and that the land has changed hands. Cllr Shaun Pearson will speak to the new owners regarding the overgrown bushes.
• Cllr Peter Bedford mentioned that the road sweeper on Priory Road on Thursday 15th August 2024, had its dust cover down, which created a large dust cloud.
8.2 Newsletter
• Cllr Bridgett Posey, proofread the newsletter. The clerk will make the final adjustments before approval from the councillors prior to sending to the printers.
8.3 Love Your Neighbourhood – Update only
Freiston won the prize of Best Kept Village 2024.
8.7 – This item was discussed within 8.3
• Cllr Judith Godwin suggested placing the winner’s plaque by the memorial, facing the road, where more passersby can see the sign.
• All councillors resolved for Cllr Shaun Pearson, with the help of Cllr Nigel Marshall, will install the plaque.
• After discussions, all the councillors resolved to place the framed certificate in the Danny Flear entrance, Cllr Shaun Pearson to arrange.
• Cllr Shaun Pearson mentioned the D-Day flag installation in the Danny Flear, suggested attaching a pole to the flag to make it look like it is flying.
8.4 Churchyard – Nettles – Cllr Nigel Marshall
• Cllr Nigel Marshall had spoken to T A Blackamore’s for a quote on the work, £535 plus VAT
• All councillors resolved to the costs of the work.
• Cllr Nigel Marshall to speak to the vicar.
8.5 Interactive Speed Signs for Village
The clerk has been in contact with The Road Safety Partnership and is arranging a meeting for Cllr Nigel Marshall and Cllr Peter Bedford. Waiting for a date to be confirmed for all concerned.
• Date Confirmed 16th August 2024. Update at next meeting.
• Cllr Nigel Marshall mentioned that Mr West is unable to continue with the speed watch and has given all the equipment back.
• The clerk knows a parish council that are looking for speed watch equipment. The clerk to get a price of the equipment.
8.6 Defibrillator – The Castle Pub – Cllr Shaun Pearson
As the pub has now closed down, should the defibrillator be moved back into the village, possibly back to the King’s Arms?
• All councillors agreed to see what happens and to leave the defibrillator where it is situated.
8.7 Best Kept Village Sign – Cllr Shaun Pearson
This item was discussed at item 8.3.
9. Finance:
9.1 Bank Account: Statement of accounts as at 15th August 2024
• Treasurers Account Balance - £950.64
• Business Bank Instant Balance - £26,328.21
• Fixed Term deposit account - £40,000.00 – Mature date December 2024
9.2 To approve the accounts for payments
• Payments due August 2024 - £835.60
• Payments made in between meetings - £1,611.55
• Receipts received August 2024 - £31.01
10. Date of next parish council meeting: Thursday 19th September 2024
11. Any other business to go forward to the September 19th 2024 – Agenda. / Note for information.
• Cllr Roy Pearson mentioned Haltoft End for potholes, Cllr Paul Skinner advised this was on the list.
With no other business to go forward to the September 2024 meeting, the parish council meeting closed at 20:02pm
