FREISTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON Thursday 18th April 2024, at 7:30pm

(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)

PRESENT

Councillors: Cllr Nigel Marshall (Chair), Cllr Bridgett Posey (Vice Chair), Cllr Peter Bedford, Cllr Roy Pearson, Cllr Amy Marshall, Cllr Judith Godwin, Cllr Shaun Pearson, Cllr Tony Wheeler and The Clerk Val Austin.

Also Present: County Councillor Paul Skinner

The meeting was called to order at 19:25pm 

1.   Chairman to open the meeting: Welcome to you all. 

2.   Apologises:  To receive and accept apologises where a valid reason for the absence has been given to the clerk prior to the meeting.

•   Cllr Simon Pearson – Absent 

3.   Public Forum: Four members of the public were present. As new residents they were present to observe a meeting and meet the councillors. 

4.   Police Matters: Stats and incidents are available to view on the police website. Local Crime information website www.streetcheck.co.uk.  Figures for March 2024 – The website not updated for March 2024 crimes, nothing to report. 

5.   Minutes: To approve the minutes of the Parish Council meeting held on the 21st March 2024. To resolve as a correct record and to authorise the Chairman to sign the official minutes

•   All councillors resolved for the chairman Cllr Nigel Marshall to sign the minutes.

6.   Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests

•   None received.

7.   Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council. – 

•   TPO 24/0002 – Ground of St James Church, Church View
•   TPO 24/0003 – The Priory Barns, Church End Road 
•   TPO 24/0004 – Ground of St James Priory Church End Road

Cllr Peter Bedford mentioned that he will speak to the planning department to ensure that the trees are still there, before the new Tree preservation order is issued. 

•   B/24/0077 – Croppers Lodge – This planning application arrived after the agenda was issued. 

No objections. 

8.   Updates /Notes / Discuss and resolve the following items

8.1.   Highway & Roads – Update 

•   Cllr Roy Pearson reported still many pot holes around Freiston, and to keep reporting to Fixmystreet.
•   Cllr Shaun Pearson, reported pot holes around Freiston, some are repaired and others not. 
•   LCC Cllr Paul Skinner reported the change of speed along Church Road to 30mph, this is in process, but will take some time to complete. Update when more information is received.    

8.2.   Parking along Church View – Update 

•   Cllr Paul Skinner reported that LCC have granted permission for the parish council to put planters on the grass verge. 
•   After discussions, Cllr Paul Skinner will enquire to see if anything other than planters can be installed along the verge. 
•   Cllr Paul Skinner to email the clerk the permission received from LCC. 
•   Cllr Bridgett Posey mentioned that Bates Environmental have not re-seeded the grass area as promised, the clerk to email Bates. 

8.3.   Horses Butterwick Road – Update 

•   Nothing new to report on the horses. To be removed from future agendas, or until further information received. 

8.4   Letter of Thanks – To Note - The clerk sent a letter of thanks to Fred Grant Company by post. – Noted.
   
8.5.   Play Equipment purchase – Update 

•   Cllr Nigel Marshall, mentioned that the work has been completed and the new equipment looks good. Will need to seed over some of the area, Cllr Judith Godwin mentioned that this is in hand.
•   Cllr Bridgett Posey, said it would be a good idea to put the matting around the climbing area. 

8.6.    Letter to TH Clements – Regarding Plastic Waste – To Note

The clerk sent a letter in the post to the MD, yet to receive a reply. – Noted 

8.7.   Freiston Bowls Club, donation 

•   All councillors resolved to the funds of £1000.00 to the bowls club.

9.   Finance:

9.1   Bank Account: Statement of accounts as at 18th April 2024

•   Treasurers Account Balance - £3,572.21
•   Business Bank Instant Balance - £50,640.14
•   Fixed Term deposit account - £30,000.00

9.2   To approve the accounts for payments

•   Payments due April 2024 - £25,407.23
•   Payments made in between meetings 2024 - £351.23
•   Receipts received April 2024 - £54.03

10.   Date of next parish council meeting: Thursday 16th May 2024 at 7:00pm – To Include the Annual Parish Council meeting. 

11.   Any other business to go forward to the May 16th 2024 Agenda. / Note for information. 

•   Cllr Bridgett Posey, mentioned getting a George Cross Flag for St Georges Day, the clerk to deal. 
•   Cllr Nigel Marshall, showed all the councillors the Kings Portrait received, Cllr Shaun Pearson will put the portrait up in the Danny Flear Community Centre. 
•   Councillors mentioned items to go in the upcoming newsletter. 
•   Cllr Nigel Marshall, mentioned the liaison meeting that he attended on the 17th April 2024 at Boston Borough Council, and shared the Love your Neighbour leaflet. The clerk to put on Facebook and the website. 

With no other business to go forward to the May meeting, the parish council meeting closed at 20:07pm
