FREISTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY 15th November at 7.30pm
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)

The meeting was called to order at 19.28pm

Public Forum:   No residents attended meeting.

1.   Chairman to open the meeting – Good Evening to everyone.

2.   Apologies: To receive & accept apologises where valid reasons for absence have been given to the Clerk prior to the meeting: 

•   All Parish Councillors present.

3.   Police Matters: Stats & incidents are available to view on the police website. Local Crime information website www.streetcheck.co.uk    

Crime data – The clerk showed the councillors the spreadsheet, showing Crimes in the area. 

•   Data updated September 2022, no crimes in area.

4.   Minutes: To approve the minutes of the Parish Council meeting held on the 18th October 2022.  To resolve as a correct record & to authorise the Chairman to sign the official minutes, with no objections. Agreed by all councillors to sign the minutes. 

5.   Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests. 

•   None Declared 

6.   Planning update: 

Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council:

•   No Planning matters to discuss.

7.   Parish Matters / Matters Arising /Updates 

a.   North Sea Camp Prison: Update: Councillors discussed & agreed on 19th December 22 at 2pm. The clerk to contact The Governor to confirm the date. 

b.   Speed Indicating Devices: – Speed limit sign, Councillor Paul Skinner, advised that the 30 sign will be moved, but do not know the exact date of when this will happen. The clerk to advise Keith West.
           
c.   Parish Magazine: Update – The clerk received notification from Benington Parish Council, the councillors agreed to wait until they heard back from Butterwick & Leverton. Update December meeting.

d.   Highways & Roads – Update: Nothing to report.

e.   Defibrillator: Update: Kings Head Defibrillator: Councillor Nigel Marshall has received a letter from the previous owner, giving Freiston Parish Council ownership

Cllr Nigel Marshall to contact the previous owner for access to the online site where the defibrillator is registered to make the necessary changes to ownership.

To also speak to The Castle Public House, to see if they are interested on having the defibrillator on their premises.

The clerk to put a note on the unit to advise Out of Action.

Update December meeting.

f.   Freiston Poor Charity Notice Board: Update: The board is with Councillor Nigel Marshall.

g.   Entry Signs to Village: Update: The chairman Thanked the helpers for the  installation of the entry signs. A picture of the signs went onto Facebook.

h.   Blue Plaque – Pishey Thompson: Update: The clerk contacted Fydell House, they are dealing with the request & will contact the clerk when completed. No further details.

i.   Footway Lighting: - To discuss & resolve: The councillors asked if the lights can be turned off, to save on electricity, The clerk to contact BBC to find out. Cllr Nigel Marshall, has a listing of where all the lights are situated in the village. The clerk to find the cost of the installation of the new LED light by the Kings Head. Update December meeting.

j.   Projector Screen: To discuss & resolve: – From Annex A, the councillors liked the mounted screens, The clerk to look into more mounted screens & advise. 

k.   Tree Planting – To discuss – The councillors agreed to 7th January 2023 at 11am, the more the merrier! 

8.   Correspondence:  Sent to relevant councillors by email. (For information)

25-10-22 – The Rural Bulletin / 1-11-22 – 1st November edition of The Rural Bulletin / 4-11-22 - Lincolnshire Crime & Policing Policy Survey 2022 / 8-11-22 – Police & Crime Annual survey. / 8-11-222 – 8 November edition of The Rural Bulletin.
      
9.   Finance 

9.1   :Bank Account – Statement of accounts as at 15th November 2022

•   Business Bank Interest Account Balance £72,246.34 
•   Treasurers Account Balance £8,194.60

9.2:To approve Accounts for payment:

•   Payments paid in between meetings - £122.27
•   Payments due in November - £680.20

9.3:Draft budget 2022-2023 – The clerk emailed the draft budget to all councillors before the meeting. The chairman suggested that all councillors have a look through & to discuss at the next meeting. 

10.Date of Next Scheduled Meeting – Tuesday 20th December 2022 at 7.30pm  

11.Any Other Business by leave of the Chairman:

•   Cllr Peter Bedford mentioned a resident had enquired about Poppies on Lamp posts around the village, to go onto next month’s agenda for discussion.
•   Cllr Nigel Marshall mentioned The Outer Dowsing Offshore Wind Farm, no final decision has been made.
•   Cllr Nigel Marshall mentioned prices for disabled swings / play equipment at the playing field. Further discussion required to add to December agenda, with more prices from other companies.

With no other business, the meeting closed at 20.46pm.
