FREISTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY 19th APRIL 2022 at 7.30 pm
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)

The meeting was called to order at 7.28pm 

Public Forum:   No residents attended meeting.

1   Apologies: The clerk has put the received notice up on the website & in the notice board in the village. The vacancy notice was for 14 days & has now expired. The clerk to send details to the chairman on the procedure to co-opt new councillors.

To receive & accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting:  Cllr J Tilson absent due to sickness.

2   Police Matters –Stats & incidents are available to view on the police website.

Crime data – No update available.

3   Minutes: To approve the minutes of the Parish Council meeting held on the 15th March 2022.  To resolve as a correct record of the meeting & authorise the Chairman to sign the official minutes, with no objections. Agreed by all councillors.

4   Declarations of interest - (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests – None received

5.   Planning update: 

Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council.

i.    B/22/0146 – Richmond Shore Road -Proposed replacement residential dwelling.

No Objections – The clerk to advise Boston Borough Council Planning department.   

6.   Parish Matters / Matters Arising /Updates 

a.   Speed Indicating Devices: - Update

Keith West advised via Email that they will be starting up again in the next couple of weeks, Keith West will update the clerk.

b.   Parish Magazine:    Update, is there an updated March 2022 edition.

Cllr J Welbourn, will look into producing a magazine, as the Vicar A Higginson is swamped with work. Cllr J Welbourn will update the parish at the next meeting. 

c.   Highways & Roads - Traffic regulations orders   

Many potholes have been repaired, there are still many that require repair.

Continue to report the potholes on FIXMYSTREET.

d.   Defibrillator:    Update: The clerk has chased The Circuit on numerous occasions with regards to the unit, still in contact, have been advised that due to privacy laws they are unable to pass on the details of the guardian of the unit. Cllr B Posey will speak with Mr Posey on the management committee to ask if they were ever guardians of the unit. The clerk will chase up The Circuit again to see where they are at with this problem. 

The Clerk has chased Lives for the batteries & pads, & they still advise that the pads & batteries are still in short supply & are waiting for a delivery. 

Cllr N Marshall has checked the unit & it is still showing two lights.

e.   Photographs: Update: Some pictures have been put on the website, however some of them were too big in size to be posted to the site.

The clerk to advise Cllr N Marshall the sizes required for the website.

f.   Freiston Poor Charity Notice Board: Update, No further update.

g.   Pole Light at Church Road Freiston – Update: The clerk contacted Nigel Hall, & has advised that position C was to the right of the bus shelter & has confirmed the work to be completed. Update when the work is underway. No further update.

h.   Queens Jubilee – Update & Discuss:

i.   Five bar picket style entry signs. The clerk has spoken to Glasdon with regards to the signs, waiting for a quote. Once a quote is received 

The clerk will send the details to the councillors.

ii.   Plaques for noticeboards, commemorating the jubilee, prices for existing noticeboards are £250.00. – Refer to Email sent on 23rd March.

Decision at the next meeting.

iii.   RBL, Veteran plaque for the jubilee. A5 = £144.99 A4 = £154.99 with stakes, without stakes £119.99 & 129.99. Refer to email dated 23rd March 22.    

Hold for now, to decide at the next meeting.

iv.   RBL, Celebratory signage & bunting, the collection includes Platinum Jubilee Lamp Post Signs / Platinum Jubilee Bunting /Platinum Jubilee Large Flags

Refer to Email dated 12th April 

No bunting is required, to be removed from the agenda

v.   Councillor Grant Scheme – Update, funds of £1k received in to our bank. Thank you to Cllr B Posey for your help.

Due to the costs of the village entry signs which will be more expensive than the grant received, Cllr B Posey has suggested a flag pole & union jack flag, situated by the memorial bench. 

The clerk to find out the prices of a flag pole & flag.

Also, to find out if planning permission is required.

I.   Flyswat Team / Wombles – Update: The Clerk contacted BBC, waiting to hear back from the person that deals with this for more details. The clerk has been in contact with BBC, but have not received a response, the clerk to chase BBC up again for details on what is required. 

j.   New Litterbin at Clampgate Bridge – Update: Cllr P Bedford requested a quote from BBC for a litterbin by email on 16th March, waiting for a response.

Cllr P Bedford will chase BBC up. Update at next meeting.

k.   Street Light Repair, Church Rd, - Update: Cllr P Bedford contacted BBC for repair for street light at 9 Church Road. Waiting for a response.

Cllr P Bedford advised that this was completed. To be removed from the agenda.

7.   Correspondence:  All sent to relevant councillors by email.

8.   Finance

a.   Bank Account – Statement of accounts as at 19th April 2022

Shown to all councillors & signed off by the chairman.

b.   To approve Accounts for payment 

Clerk & Litter Picker April 2022 payments

9.   Date of Next Scheduled Meeting – Tuesday 17th May 2022 at 7pm. This meeting includes the Annual meeting of the parish council.

10.   Any Other Business by leave of the Chairman.

a.   Cllr S Pearson, mentioned the salt bins, where rubbish has been dumped in them, while the lids have remained open, they are not closing & locking.

Cllr N Marshall, will have a look at the bins & put a pin in to hold the lids down,

b.   Cllr N Marshall, mentioned the author Pishey Thompson. who was born in Freiston, & travelled sailed to Washington USA. 

The councillors suggested a Blue Plaque, The clerk to look into this & the costs involved.    

There being no further business the meeting closed at 8.11pm
