FREISTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON Tuesday 20th December at 6.30pm
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)

PRESENT

Councillors: Nigel Marshall (Chairman), Cllr B Posy, Cllr Judith Godwin, Cllr Peter Bedford, Cllr Shaun Pearson, Cllr Amy Pearson, Cllr Shaun Pearson, Cllr Amy Marshall

The minutes were taken by Cllr Amy Marshall in the absence of the Clerk.

The meeting was called to order at 6.27pm

Public Forum:   No residents attended meeting.

1.   Chairman to open the meeting: Welcome to all.

2.   Apologies: To receive & accept apologises where valid reasons for absence have been given to the Clerk prior to the meeting: 
   
•   The clerk Val Austin, absent due to illness
•   Cllr Roy Pearson absent due to illness.

3.   Minutes: To approve the minutes of the Parish Council meeting held on the 15th November 2022. To resolve as a correct record & to authorise the Chairman to sign the official minutes, with no objections. Agreed by all councillors to sign the minutes.

4.   Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests:

•   Cllr N Marshall & Cllr A Marshall declared an interest in the planning application, B/22/0518 – Mill Lane, Freiston. – This item was not discussed at the meeting, approval of planning application via email from councillors.          

5.   Parish Matters / Matters Arising /Updates 

5.1 – Street Lights – To discuss & Resolve:

•   The councillors resolved that the street lights be changed from old style to new LED, Part Night lights, funds to come from the reserves. The clerk to contact Boston Borough Council with details.
•   Wythes Lane, Fishtoft, has been charged to Freiston, The clerk to advise Boston Borough Council, & request backdated refund. 
•   The 2 lights at North Sea Camp – The clerk has contacted NSC, but has not received a response. To chase up NSC, Freiston Councillors wish to turn these lights off as they are on NSC land.

5.2 – North Sea Camp – Visit 19th December 2022 – (This item was not on the agenda)   

•   The councillors that attended North Sea Camp, say they enjoyed the visit, & were impressed with the site, there is an invitation to visit the site anytime. 
•   Chairman Nigel Marshall, has requested that the councillors that did not attend on this occasion to arrange to attend in the summer. 

5.3 – Projector Screen - (This item was not on the agenda)

•   No agreement on what projector screen has been made as yet, the screen will need to be less than 2 metres.
•   Maybe look at the cost of a new projector, not all councillors convinced a new screen will solve the issues. 

6:   Finance    

6.1:    Bank Account – Statement of accounts as at 20th December 2022.

•   Due to clerk being absent due to illness, figures were not shown.

6.2:    To approve Accounts for payment.

•   Due to clerk being absent due to illness, figures were not shown.

6.3:    Draft budget 2023-2024

•   All councillors agreed the 2023 – 2024 budget.   

6.4:   Agree the precept amount for 2023 – 2024.

•   All councillors agreed the precept at £32.500.      

7:   Date of Next Scheduled Meeting – Thursday 19th January 2023 at 7.30pm
