FREISTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY 19th July at 7.30 pm
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)

PRESENT

Councillors: N Marshall (Chairman), Cllr B Posey (Vice Chair) Cllr J Godwin, Cllr P Bedford, Cllr R Pearson, Cllr S Pearson, Cllr J Welbourn 

Mrs V Austin (Clerk/RFO)

The meeting was called to order at 7.29pm 

Public Forum:   No residents attended meeting.

1.   Chairman to open the meeting – Good Evening to everyone.

2.   Apologies: To receive & accept apologises where valid reasons for absence have been given to the Clerk prior to the meeting: 

•   Cllr Shaun Pearson sends his apologises due to family commitments.
•   Cllr Amy Pearson sends her apologises, due to family commitments.
•   Cllr J Tillson – Absent without apologises.

3.   Police Matters: Stats & incidents are available to view on the police website. Local Crime information website www.streetcheck.co.uk Crime data – Clerk to check the street check website. – No change from the June 2022 meeting.

4   Minutes: To approve the minutes of the Parish Council meeting held on the 21st June 2022.  To resolve as a correct record of the meeting & authorise the Chairman to sign the    official minutes, with no objections. Agreed by all councillors.

5:   Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on    Members’ Register of Interests.

•   Cllr R Pearson, declared an interest in the planning application B/22/0256 

6.   Planning update: 

Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council

i.   Planning Application no B/22/0256 – Spittal Hill Road Freiston, Boston PE22 0PA - Single storey rear to exsiting bungalow.

Have advised planning that there is no objections from the councillors, as observations was for 13th July 22 before the Parish meeting. 

7.   Parish Matters / Matters Arising /Updates 

a.   Speed Indicating Devices: - Update.

The clerk received an email dated 18th July 22, from Mr West stating due to work commitments they have not been out with the device. Update next meeting.
      
b.   Parish Magazine:    Update. 

Cllr J Godwin & Cllr J Welbourn will both contact suppliers asking for prices to produce a village magazine for the four villages. Further details at the next meeting.

c.   Highways & Roads – Update.

Cllr N Marshall mentioned the weeds on the Priory Road Bridge, The clerk to report to Fix my street.   
       
d.   Defibrillator:    Update: The Clerk received a reply via email dated 11th July 22, regarding the ongoing delay for pads & batteries. The clerk contacted other suppliers & the response is the same.

Cllr N Marshall advised that the defibrillator has one bar left on the device. 

With the old battery it maybe able to be recharged, Cllr N Marshall will look into.

e.   Freiston Poor Charity Notice Board: No Further update.

f.   Councillor Grant scheme for Entry signs – Update 

Councillor Shaun Pearson is ordering the agreed oak panels & signs. 

Further update when received.
            
g:    Flyswat Team / Wombles – Update: 

Cllr P Bedford arrived at the meeting with H&S equipment needed for BBC Litter Champions. The clerk has the necessary forms to be completed before starting litter picking. Cllr N Marshall has the necessary equipment.

The clerk to amend the poster & will be added to the post office, noticeboard & the Freiston Parish Council Facebook page      

h.   Blue Plaque – Pishey Thompson: Update: 

Councillors thought the wording was too long.

The clerk to contact Fydell House, asking for a proof of the plaque with all the wording.   
      
i.   North Sea Camp Prison: Update: The clerk to email MP Matt Warman again, & also to write again to the Governor at North Sea Camp.
      
j.   Noticeboard. Update: The clerk placed an order with Metrosigns, there is a delay on Perspex, delivery to be sent to Cllr N Marshall at his home address.

k.   Flag Pole: Discuss The clerk to order the flag pole & flag, delivery to be sent to Cllr N Marshall at his home address.         

l.   Facebook Page: Update:    More likes of the page are required & more posts.

m.   Outer Dowsing Offshore Wind project – This item was discussed, ongoing project.

8   Correspondence:  Sent to relevant councillors by email.

9.   Finance    

9.1:    Bank Account – Statement of accounts as at 19th July 2022 – Totalling £63,095.04p
   
9.2:    To approve Accounts for payment – Total payments for July 22 approved £621.65

Total payments made up to 19th July 2022 - £2287.77.
      
10.   Date of Next Scheduled Meeting – Tuesday 16th August 2022 at 7.30pm  

11.   Any Other Business by leave of the Chairman   

•   Cllr B Posey – mentioned having a projector screen instead of the cloth screen at meetings. Cllr N Marshall mentioned there being a screen in the storeroom. 
•   Cllr B Posey – mentioned the trees arriving in November 2022
•   Cllr J Godwin – asked if the poppy wreaths should be removed, all councillors agreed to remove them.
•   Cllr N Marshall – mentioned the Covid signs, these are to be left up for now.
•   Cllr N Marshall – With the succuss of the tractor run, Freiston should consider a function after the event to bring the community together. Work in progress.

With no other business, the meeting closed at 20.16pm.
