FREISTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY 16th August at 7pm

(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)

The meeting was called to order at 18.58pm

Public Forum: Councillor Matt Warman

1.   Chairman to open the meeting – Good Evening to everyone & Welcome to Cllr Matt Warman, who is here to speak about the issues at North Sea Camp prison.

I have met with the Prison Governor, the Chair and Chief Executive of the Parole Board following the abscondment in February to discuss improvements to the current Parole Board system and was assured that the system had been changed to tighten up which prisoners were moved to open conditions.

Following the most recent escape I have spoken to ministers, the Parole Board and others on how this latest failure has now occurred. I’m pleased that there will be reforms to limit who goes to prisons like North Sea Camp in the first place; there is a place for open prisons in our penal system but we must ensure that they do not present an unacceptable risk to local residents.

I’m keen to have a good relationship with North Sea Camp, and I will contact the Governor of North Sea Camp, to arrange a visit to have a talk.

2.   Apologies: To receive & accept apologises where valid reasons for absence have been given to the Clerk prior to the meeting:

•   Cllr Simon Pearson, (via Cllr B Posey) on holiday.

3.   Police Matters: Stats & incidents are available to view on the police website. Local Crime information website www.streetcheck.co.uk    

Crime data – The clerk showed the councillors the spreadsheet, showing Crimes in the area. Data updated to June 22: 

Anti-Social Behaviour in the following post codes: 

PE22 0LD / OLA / 0LH / 0LE – All by Bull Pastures.

4:   Minutes: To approve the minutes of the Parish Council meeting held on the 19th July 2022. To resolve as a correct record of the meeting & authorise the Chairman to sign the official minutes, with no objections. Agreed by all councillors to sign the minutes.

5:   Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests. – None Declared.

6:   Planning update: 

Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council

B/22/0212 – Huskisson, Bank House, Farm Lane, PE22 0PX – Agricultural Clause.

All councillors agreed that the Parish Council cannot help with this clause on this    property. 

B/22/0314 – Bryher Farm, Church End Road, PE22 0LL – Extension for workshop, Erection of carport/ carriage house –

All councillors agreed No objections on this application.

B/22/0311 – Hardy’s Farm, White Loaf Lane, PE22 0ND – 1 Residential Dwelling Construction.

All councillors have objections to this planning. 

B/22/0329 - Proposed agricultural dwelling and detached garage at Land to the North of,    11, Grovefield Lane, Freiston, Boston, PE22 9QL.

All councillors have objections to this planning.

7.   Parish Matters / Matters Arising /Updates 

a.   North Sea Camp Prison: Update: The clerk has contacted North Sea Camp by email & letter but yet to receive a response. Refer to the opening of the meeting at 7pm with MP Matt Warman.

b.   Speed Indicating Devices: - Update – Information.

The clerk emailed Mr West, no further update. 

c.   Parish Magazine:    Update required from Cllr J Godwin & Cllr J Welborn: 

Both councillors awaiting information, update next meeting.

d.   Highways & Roads - Traffic regulations orders: Update: 

Hobhole Bank, Dove Lane, some of the potholes have been filled in. Some potholes have been marked out for filling, work still required.

e.   Defibrillator:    Update: No further update, still waiting for a delivery date.

f.   Freiston Poor Charity Notice Board: No further update

g.   Councillor Grant scheme for Entry signs – Update: The wooden gate panels have arrived, Cllr Pearson to order the signage for the gates, stating “Freiston, please drive carefully through our village” with the crest in the centre.  Update at next meeting.      

h.   Blue Plaque – Pishey Thompson: Update / Resolve: To confirm the wording on the plaque. – All resolved to go with the wording on plaque no 5

i.   Noticeboard. Update: Chairman Nigel Marshall, thanked Cllr Shaun Pearson for his help with the installation of the new Perspex on the noticeboard.

j.   Flag Pole: Update: Chairman N Marshall has received the flagpole, to arrange for the flagpole to be installed. – The clerk to send the chairman instructions for installation.

k.   Change of meeting day: Discuss & Resolve; Cllr B Posey has asked if the meeting date could change with effect from January 2023, (due to other commitments,) from the third Tuesday of the month to the following: 

Third Monday of the month or the third Thursday of the month. 

Would not be able to change to the first Tuesday or the second Tuesday, due to The Clerks commitments. – All resolved to change the meeting day to the third Thursday in the month, with effect from 1st January 2023. The clerk to issue the yearly dates for the Councillors, Website & noticeboard.

l:   Code of Conduct: To be adopted: All councillors resolved for the Chairman to sign the adopted code of conduct. To be sent to each councillor & to be put on the website for guidance.   

8   Correspondence:  Sent to relevant councillors by email.

9.   Finance    

9.1:   Bank Account – Statement of accounts as at 16th August 2022 – Totalling £62.752.42, shown to all councillors, & signed off by the Chairman.

9.2:    To approve Accounts for payment – Total Payments for August 22 – Approved amount -  £720.78 & signed off by the Chairman.

10.   Date of Next Scheduled Meeting – Tuesday 18th October 2022 at 7.30pm  

There being no meeting in September 2022.

11.   Any Other Business by leave of the Chairman:

Councillor John Tillson, informed the Chairman & Councillors that this was his last meeting (16th Aug 22). Cllr John Tillson has resigned from Freiston Parish Council, due to leaving the area, Thank you & goodbye. 

The chairman thanked Cllr John Tillson for his service on the council for the 20+ years, he has served as a councillor.   

With no other business, the meeting closed at 20.40pm.
