FREISTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY 15th MARCH 2022 at 7.30 pm
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)

The meeting was called to order at 7.23pm 

Public Forum:   No residents attended meeting.

1   Apologies:  No apologies received from Councillor M Swift, this being the sixth month of non-attendance, or received any communication. Councillor Swift is now disqualified with effect from 15th March 2022, The clerk has emailed Cllr Swift to advise. 

The clerk to contact Boston Borough Council to advise of situation, & to ask for them to issue the vacancy notice.

To receive & accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting:  None received.

2   Police Matters –Stats & incidents are available to view on the police website.

Crime data – No update available.

3   Minutes: To approve the minutes of the Parish Council meeting held on the 15th February 2022.  To resolve as a correct record of the meeting & authorise the Chairman to sign the official minutes, with no objections.

4   Declarations of interest - (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests – None received

5.   Planning update: 

Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council.

A: Application No: B/22/0088  - Proposed rear extension & alterations to form kitchen,dining & living room at Holly Cottage, Church End Road, Freiston,PE22 0LQ. 

All councillors agreed - No Objections – The clerk to contact BBC to inform

B: Application No: B/22/0061 - Demolition of existing agricultural building for the erection of 1no. dwelling with detached garage and use of land from agricultural to residential Barn, on the North Side of Boston Long Hedges, Freiston Ings, Boston.

All councillors had objections, stating not a conversion but a total new built, not original planning. The clerk to advise Boston Borough Council Planning department.

6.   Parish Matters / Matters Arising /Updates 

6.1   Speed Indicating Devices:

The clerk has contacted Keith West for an update, not received any information. Update for April 2022 meeting.

6.2   We’ll Meet Again Museum: To be removed from agenda?  - To be removed from agenda, but to monitor.

6.3    Parish Magazine:    Update, is there an updated March 2022 edition?

No further update.

6.4   Highways & Roads - Traffic regulations orders   

Potholes have been filled in at Priory Road & Church Road. Any potholes to be reported to Fixmystreet.com   

6.5   Defibrillator:    Waiting to receive the pads & batteries, there is a global shortage.

6.6   Photographs: The clerk to upload pictures to the website 

6.7   Bull & Dog Parking: Update required – To monitor 

6.8   Freiston Poor Charity Notice Board: - No further update.

6.9   Projector for meetings:  The projector was used at Parish meeting for the first time, a few tweaks to get a perfect picture, but overall a success.

7.0   Caloo – Exercise equipment – The clerk sent the report to all councillors before the meeting. No longer required on agenda, to be removed.

7.1   Pole Light at Church Road Freiston – The clerk contacted BBC for a quote on the price of moving or installing a new pole light nearer the bus stop. 

The clerk emailed the quote to the councillors (7th March 2022) 

The clerk to confirm where position C is on the map, all councillors agreed to installing a new pole light, as recommended by Eon & BBC.

7.2   Queens Jubilee – Five bar picket style entry village signs. 

The clerk to find out the prices for 6 Light brown village signs for 

i.   X1 Priory Road

ii.   X2 Main Road

iii.   X1 Church End

iv.   X1 Butterwick Road

v.   X1 Shore Road

Based on 1.5 metres & big enough for the Freiston name to go on them

What will be the delivery. Assembly, Install & costs.

7.3   Flyswat Team / Wombles – The chairman thanked the volunteers for helping out with keeping the roads clear of rubbish / fly tipping.

The clerk to contact BBC for information & to put a poster in the shop & noticeboard for volunteers to womble around the Freiston area.

7.4   Aspiration House – To be removed from the agenda  

7   Correspondence:  All sent to relevant councillors by email.

8   Finance

8.1   Bank Account Update: The clerk reported & showed the chairman & councillors, finance for the month of March 2022.   

8.2   The payments for March 22 were discussed & agreed & this was signed off by two signatories including the chairman.

11   Date of Next Scheduled Meeting – Tuesday 19th April 2022 at 7.30pm  

12   Any Other Business by leave of the Chairman 

12.1 – Cllr B Posey, mentioned Hobhole car parking area needs a dog waste bin, Cllr P Bedford to contact BBC to enquire about prices for the waste bin.

12.2 – Cllr S Pearson, mentioned there is a street light out, was advised to contact  Fixmystreet.com.
