January 2022 Minutes
MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY 18th JANUARY 2022 at 7.30 pm

The meeting was called to order at 7.30pm
Public Forum: No Attendance from the public.
1 Apologies: No apologies received from Councillor M Swift, this being the fourth month of non-attendance, or received any communication.
To receive & accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting: No Apologises (other than stated above)
2 Police Matters –Stats & incidents are available to view on the police website.

Crime data – No further updates.
3 Minutes: To approve the minutes of the Parish Council meeting held on the
14th December 21. To resolve as a correct record & to authorise the Chairman to sign the official minutes, with no objections, all resolved to accept them as a correct record of the meeting & gave permission for the chairman to sign them.
4 Declarations of interest - (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests – None
5. Budget & Precept
To discuss & resolve the budget for the precept amount for 2022/2023 – With no objections, all resolved to approve the figures of £32,500 for the year 2022/23.
6. Planning update:
Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council –
i. Planning Inspectorate Decision for APP/Z2505/W/21/3278083: Shore Yard, PE22. The Appeal has been dismissed.
7. Parish Matters / Matters Arising /Updates
7.1 War Memorial Site:
To discuss the War Memorial Board, the simplified version.
A memorial board could clutter the area.
It was agreed by all councillors to hold for now, to consider in the future.
This Item is to be removed from the next agenda.
7.2 Speed Indicating Devices:
The clerk has asked for an update – Nothing new to report.
7.3 We’ll Meet Again Museum:
From September 21 meeting, to discuss sponsorship of the museum.
Update from the Chairman & Councillors at full meeting.
The museum emailed the parish council with an update on the events, it was agreed that the clerk email back thanking the owners for their update.
7.4 Parish Magazine: Councillor B Posey, had delivered the magazines in December 21 to households in the village. Waiting to see if there will be a further issue printed or just online. Update February meeting.
7.5 Highways & Roads
From the November meeting, Update required from Councillor P Skinner.
Speed signs 30 / 40 – Freiston required traffic regulation orders.
Councillor P Skinner has advised that the TRO’s will take time to action. The following are in process.
1. Church Road – Paperwork in system
2. Priory Road – Ditto
3. Freiston Shore – Awaiting approval
Shore Road East, Post & sign is a county issue, the post to be re-sighted end of the Dyke. Cllr P Skinner will look into, and keep the pressure up.
Cllr P Skinner also mentioned, the Police campaign for speeding through the villages.
Highways £12Million out of reverses, Fix our funding to fix our streets.
7.6 Defibrillator: Still waiting to receive the batteries & pads, as still a global problem with supplies. The battery is now showing two green lights on the unit. The clerk to contact The Circuit part of the British Heart Foundation.
7.7 Trees: Update required, 18th December 21, did this go ahead – Thank you to everyone that attended the planting & helped. This item will be removed from the next agenda.
7.8 Photographs: Update required, a decision to be made on the photos for the website. No further update.
7.9 Bull & Dog Parking: To discuss corner / parking problems: was agreed at last meeting to discuss with full council. Possible yellow lines / parking sign to the pub carpark. To monitor the situation. –
The landlady of the pub, has agreed to put a parking sign at the rear of the property, which is the main problem.
The Danny Flear Community Centre carpark is available for use for events, however to avoid overnight parking at the site, would need a sign. Signs cost approx. £800, to monitor the situation.
8.0 Freiston Poor Charity Notice Board:
Repairs have been completed, Chairman to see if the noticeboard is in good condition to come back to the church. The board has been viewed & is looking good, but work is still ongoing. Further update required.
8.1 Projector for meetings: The clerk has no update at present.
8.2 Dog Fouling Stickers: The Clerk purchased lamppost stickers & gave the stickers to Cllr B Posey. Stickers have been placed in the area; however bigger(A4) stickers are required. The clerk to purchase more stickers.
8.3 Stanley Close Rubbish Collection: The clerk contacted Boston Borough Council, no response, to chase. – The clerk to chase this up.
8.4 Calcoo – Exercise equipment - Freiston Playing Field, yearly service & maintenance required, not received a date for the maintenance, the clerk has chased this up. - The maintenance will be carried out in the first week of February.
9 Correspondence: All sent to relevant councillors by email.
10 Finance
10.1 Bank Account Update: The clerk reported & showed the chairman, finance for the month of January 2022.
10.2 The payments for January 22 were discussed & agreed & this was signed off by two signatories including the chairman.
Clerk & Litter Picker January 22 payments. £493.76
11 Date of Next Scheduled Meeting – Tuesday 15th February 2022 at 7.30pm
12 Any Other Business by leave of the Chairman
1. Advise - Green Bin has been stolen from Danny Flear Community Centre, the community centre is requesting a new bin.
2. Cllr A Pearson has given her apologises for the February council meeting, unable to attend.
3. Cllr S Pearson, asked if anything was happening in the village for the Queens Jubilee Celebrations in June 22. To add to the February / March 2022 Agenda.
4. Cllr J Godwin, has asked about the flysweep team / wombles for the clearing of the Dykes around the village. Cllr P Bedford to contact the Litter champions at Boston Borough Council.
