FREISTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY 21st June at 7.30 pm
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)

The meeting was called to order at 7.28pm 

Public Forum:   No residents attended meeting.

1.   Chairman to open the meeting: Hello & Welcome to all.

2.   Apologies: To receive & accept apologises where valid reasons for absence have been    given to the Clerk prior to the meeting: No absences.

3.   Co-opting

i.   To consider the application for the casual vacancy on the council & co-opt a new councillor: Cllr B Posey proposed & Cllr J Godwin seconded, & all agreed for the appointment via co-opting of Mr Simon Pearson.

ii.   To receive the signed acceptance of office from the newly co-opt councillor.

Cllr Simon Pearson signed the necessary paperwork, in the presence of the proper officer of the council. (The clerk)    

4.   Police Matters: Stats & incidents are available to view on the police website. Local Crime information website www.streetcheck.co.uk Crime data – Clerk to check the street check website. – Update at meeting. –  Details below.

5   Minutes: To approve the minutes of the Parish Council meeting held on the 17th May 2022.  To resolve as a correct record of the meeting & authorise the Chairman to sign the official minutes, with no objections. Agreed by all councillors.

6   Declarations of interest - (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests – None received

7.   Planning update: 

Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council

i.   Planning Application no B/22/0234 - Fort Barn, Scrane End South, Freiston, Boston PE22 0LS - Single storey glazed link extension and garage conversion with additional bedroom to ancillary accommodation

All councillors agreed to no objections on this planning application.

ii.   The clerk contacted the owners via planning regarding the vandislim on the property Richmond, Shore Road, the agent wished to send their thanks to Freiston Parish Council for highlighting the matter & being so proactive.

8.   Parish Matters / Matters Arising /Updates 

a.   Speed Indicating Devices: - Update –

The Community Speed Watch has not been active since the last report which has been mainly due to members other commitments during the past couple of months. Due to work commitments during May & June.

Sessions to be organised & will report accordingly.   

b.   Parish Magazine:    Update. The leaflet is in the post office at Freiston.

To be added to the new Freiston Parish Council Facebook page.

c.   Highways & Roads - Traffic regulations orders: Update:

Cllr Roy Pearson had a drive around & nothing has been repaired from the last time. Continue to report the potholes on FIXMYSTREET.

d.   Defibrillator:    Update: The Clerk contacted Lives to chase up the order of pads & batteries, the clerk to contact another supplier. Update:

The clerk advised that they have emailed Lives regarding the battery shortage, but have not received a reply. 

e.   Freiston Poor Charity Notice Board: Update: Cllr S Pearson visited & was not happy with the results. Due to illness at the repair shop, Cllr S Pearson will arrange another visit in the next few weeks. Update in next meeting.

f.   Councillor Grant scheme for Entry signs – Update & Discuss:

Five bar picket style entry signs,

All councillors agreed to go with the sign from Hutson & two of the oak field gates & extra posts. Also, to purchase a flagpole & flag, the clerk to write to the residents on Church Rd to advise of the installation of the flagpole.   

g:    Flyswat Team / Wombles – Update: 

Cllr J Godwin agreed to become the coordinator.

Cllr N Marshall has the rubbish bags (red bags)

The clerk to create a poster, looking for volunteers for litter picking, the poster to be put in the post office & to go on Facebook.   

Need Hi-Viz Jackets & litter picker grabber & gloves, the clerk to look into & advise at next meeting.   

h.   Blue Plaque – Pishey Thompson: Update:  

The property owner of Peachy House is interested in the plaque being placed on their property. It was agreed that the plaque be placed at the Danny Flear Community centre for all to see.   

The clerk to contact Fydell House to ask how many words / lines they can have & the size of the plaque.   

i.   North Sea Camp Prison: To discuss: the prison with the latest dangerous escaped prisoner, what can be done to avoid this from happening again.

After discussion with all councillors, it was agreed to contact   Matt Warman MP regarding the dangerous absconding /escaping prisoners at an open prison. The clerk to email Matt Warman office.

Also to contact North Sea Camp asking for the governor or representative to attend the next parish meeting to discuss the ongoing problem.

j.   Noticeboard / Graffiti: 

The clerk has spoken to the post office owners & they have not heard anything from the police with regards to the graffiti.

It was resolved by all councillors to order the Perspex for the noticeboard via Metrosigns at a cost of £120.00 including VAT. 

k.   Flag Pole: To discuss: Refer to the minutes on item 8-F.

l.   Facebook Page: Update:    The clerk has set up the Facebook page, and asked councillors who would like to be admin on the page. Cllr Amy Pearson to be added as an admin.  

m.   Personal Email Addresses: To Discuss

LALC have advised that councillors should not be using personal email addresses for council business. This is due to Freedom of information & Data Protection Regulations. Any personal email addresses can be subject to inspection should there be a FOI or data breach, including personal emails. 

Councillors have been informed & advised about the implications on using personal email addresses. The councillors will try to set up new email accounts & advise the clerk of their new councillor email addresses.   

9.   Correspondence:  All sent to relevant councillors by email.

10.   Finance

a.   Bank Account – Statement of accounts as at 21st June 2022

Shown to all councillors & signed off by the chairman.

b.   To approve Accounts for payment 

The payments June 2022 were agreed & was signed off by two signatories including the chairman.

Total payments £2090.19

11.   Date of Next Scheduled Meeting – Tuesday 19th July 2022 at 7.30pm

Councillors Shaun Pearson & Amy Pearson unable to attend due to family commitments. Councillor Simon Pearson not able to attend.

12.   Any other business by leave of the chairman.

a.   Cllr B Posey mentioned the cost of parking at the RSBP at Freiston Shore.

b.   Cllr Shaun Pearson, mentioned the covid signs, can they be taken down?    

Also nettles & bushes to the entrance of the playing field, these are overgrown. Cllr N Marshall will sort out.   

c.   Cllr P Bedford, mentioned that he had been asked about a disabled / specialised swing in the playing field play area.

d.   Cllr N Marshall mentioned that there are four bins in the playing fields, that will need to be emptied, Cllr P Bedford to look into.

e.   Cllr B Posey to order more trees from Woodland Trust, as some of the other trees have not grown.
