MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY, 17th SEPTEMBER 2019 at 7.30pm

1    APOLOGIES received from Parish Councillors A Purkis, M Sheldon and J Tillson  

2    NO POLICE REPORT 

(Report received from PSCO H Baker on 17th September 2019 after the meeting reporting an alarm activated on Church Road; suspicious circumstances on Drove Road; a theft on Freiston Road (Butterwick Road); nuisance neighbours on Acorn Close; criminal damage on Church Road and violence on Shore Road.)

3    MINUTES 

3.1    The minutes of the meeting held on the 20th August 2019 having been previously circulated were agreed and signed by the Chairman.
    
4    NO MATTERS ARISING

5    NO DECLARATIONS OF INTEREST
    
6    PLANNING 

6.1    B/19/0177 – No decision had yet been made on the application for conversion of barn to form an annexe at Rollinson, Butterwick Road for L White.  

6.2    B/19/0358 – The application for change of use of land from equestrian (Class D2) to residential (Class C3) at the Old School, Boston Long Hedges, Freiston Ings for Mr M Olive was discussed. No objections.

7    PARISH MATTERS

7.11    Highways – Notification had been received regarding a temporary road closure on Butterwick Road, between the 28th and the 31st October 2019.  The notice would be displayed accordingly.

7.12    Councillor Skinner reported that the problem with the culvert in Church End Road was being investigated soon.

7.13    Mention was made regarding the severe dip in the road at Poynton Hall corner.  Councillor Skinner stated he would report.

7.2    Freiston Hall School – No further information had been received by the Parish Council

7.3    Speed Indicating Devices – In the absence of Councillor Sheldon no further information was available.

7.4    Parish Allotment – Councillor Marshall had arranged the change of tenancy from J Bland to T H Clements with the increased rent agreed from April 2019.

7.5    Adult Exercise Equipment – Arrangements had been made for the annual inspection by Caloo for the week commencing 30th September 2019.  The quotation had been agreed, the same as the previous year £395 plus VAT.

8    CORRESPONDENCE

8.1    Clerks & Councils Direct – The September issue was handed to Councillor Posey.

8.2    LCC Parish Agreement for Verge Cutting – The clerk reported that the official purchase order had now been received and that she would now invoice LCC for the cutting of the grass as agreed at a total of £275.61.  Councillor Short agreed to cut the grass at the top of Church Road.

8.3    Lincolnshire County Council – An update on the Bus Transport had been received and emailed to all councillors.

8.4    Countryside Access – Information had been received regarding the mowing return on the public paths in our parish.

8.5    lalc news – The latest issue had been emailed to all councillors.

8.6    lalc report – The annual report had been received.

9    FINANCE

9.1    The completion letter and the signed AGAR Part 3 had now been received from the external auditors with nothing to report.   The website had been updated accordingly to comply with regulations with the 2018/2019 audited documents.  The notice of conclusion of audit had now been displayed on the noticeboard and the website.

9.2    The clerk reported on correspondence received from Boston Borough Council regarding Election Costs, stating that charges would be made for the May 2019 election, although no invoice had been received to date.  

9.3    The clerk presented the up-to-date accounts, together with an update of the precept spending to date and evidence of the bank balance.  

It was noted that the Clock at the Church had been struck by lighting and monies would be needed from the amount set aside for Church Restoration.

10    DATE OF NEXT MEETING

10.1    The next Council meeting would be held at the Danny Flear Community Centre on Tuesday, 15th October 2019 at 7.30 pm. 

10.2    The Christmas meal was discussed, and it was agreed to make enquiries.

10.3    The dates for the parish council meetings in 2020 were handed out.

There being no further business the meeting closed at 8.20 pm.
