MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY, 19th FEBRUARY 2019 at 7.30pm

Wayne gave a presentation and demonstration on the HHR (Hand Held Radar) equipment together with the special Hi-Viz jackets and signs which are part of the package.  He explained how a team of volunteers would be trained to use the HHR in daylight hours.  The proposed sites would be itemized during training.  The equipment could be purchased by the Parish Council (or two councils) at a cost of around £274.  Thanks, were recorded to Wayne for his presentation.

1    APOLOGIES received from Councillor Sheldon and the Police.

2    POLICE REPORT 

PCSO A Devenish had reported on concern for safety on Shore Road; hare coursing on Croppers Lane; a road traffic collision on Hobhole Bank and two incidents of violence on Priory Road and Bull Pasture.

3    MINUTES 

The minutes of the meeting held on the 15th January 2019 having been previously circulated were agreed and signed by the Chairman.
    
4    MATTERS ARISING

4.1    Church Road Footpath – All councillors had been sent the comments received regarding the kerbing.

4.2    Highway Issues – The clerk stated that she had reported by letter the issued raised, and whilst these had been acknowledged if was requested that all matters should be reported direct to Customer Service.  A reply regarding the Ings Bridge had been received and Councillor Marshall had now forwarded photographs.

5    NO DECLARATIONS OF INTEREST
    
6    PLANNING 

6.1    B/18/0246 – No decision had yet been made on the application for erection of two storey dormer style residential dwelling following demolition of existing pavilion building at Freiston Sports Club, Park Lane for Freiston Playing Field Association. 

6.2    B/18/0248 – No decision had yet been made on the application for change of use from section of playing field to car park at Danny Flear Community Centre for Freiston Playing Field Association.

6.3    B/18/0522 – No decision had yet been made on the application for a single storey rear extension at Mafalda, Church Road for Mr & Mrs D Wilkinson.

7    PARISH MATTERS

7.1    Highways – Information had been received that Mill Lane (between Shore Road and a point 100 metres south west) would be closed for essential maintenance works by Telec Utilities from the 12th March to 14th Mach 2019.  The notice had been displayed.

7.2    Freiston Hall School – No further information was available.

8    CORRESPONDENCE

8.1    Lincolnshire County Council – Draft Statement of Community Involvement, details of the Consultation received.

8.2    LALC – Details of the annual Training Scheme received.

8.3    CPRE – Lincolnshire Best Kept Village Competition, details received and agreed not to enter this competition.

8.4    Boston Haven Banks – Details of the Improvement Scheme received.

8.5    Boston Alternative Energy Facility – Information received regarding the Public Information Days.

9    FINANCE

9.1    The Lloyds Bank mandate was signed by councillors for the second time, deleting as requested.

9.2    The clerk stated that she had completed the new system for claiming VAT and the second claim this financial year was for £2037.53.  It was noted that claims could only be made every three months and the claiming period must not overlap.  The Financial Regulations would be updated in due course.

9.3    The clerk presented the up-to-date accounts, together with an update of the precept spending to date and evidence of the bank balance.

10    DATE OF NEXT MEETING

10.1    The next Council meeting would be held at the Danny Flear Community Centre on Tuesday, 19th March 2019 at 7.30 pm. 

11    ANY OTHER BUSINESS

11.1    Councillor Godwin mentioned that she had done some planting around the war memorial and it was agreed that the wreaths would be removed at the end of the month.

11.2    Councillor Posey asked if there was any land in the parish where trees would be planted.

11.3    Councillor Tillson stated he would look at the Bus Shelter on Church View which needed attending to.

11.4    Councillor Posey confirmed the date of Party in the Park, as Saturday the 8th June, which the council had already agreed to support.

11.5    Following the presentation regarding the Community Speed Watch it was agreed to discuss again at a further meeting and in the meantime to advertise in the Parish Magazine and on the noticeboard for volunteers.
