MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY, 15th JANUARY 2019 at 7.30pm

(Councillor Short had signed the official declaration and received all the necessary paperwork prior to the meeting)
1 APOLOGIES received from Councillor Posey.
2 NO POLICE REPORT for January had been received for the meeting.
PCSO A Devenish had previously reported on incidents in December including anti-social behaviour on Church Road; criminal damage in Oak House Lane; suspicious circumstances at Scrane End; traffic hazard on Shore Road and two incidents of violence on Church Road.
(PCSO A Devenish sent his apologies and report following the January meeting, including criminal damage in Acorn Close; a stolen vehicle was found in Oak House Lane; Hare Coursing at Freiston Ings; a road traffic collision on the A52; theft on Church End Road and violence in Bull Pasture and Acorn Close).
3 MINUTES
The minutes of the meeting held on the 20th November 2018 having been previously circulated were agreed and signed by the Chairman.
4 MATTERS ARISING
4.1 Church End Road – Councillor Skinner stated that there was still no date regarding the culvert.
4.2 Emergency Team Meeting – It was stated that this had been held and the revised document sent as requested and had been acknowledged.
5 NO DECLARATIONS OF INTEREST
6 PLANNING
6.1 B/18/0246 – No decision had yet been made on the application for erection of two storey dormer style residential dwelling following demolition of existing pavilion building at Freiston Sports Club, Park Lane for Freiston Playing Field Association.
6.2 B/18/0248 – No decision had yet been made on the application for change of use from section of playing field to car park at Danny Flear Community Centre for Freiston Playing Field Association.
6.3 B/18/0418 – The outline application for one dwelling, with all matters reserved for later approval at land adjacent to Fernlea, Spittal Hill for W T Taylor & Sons had been granted.
6.4 B/18/0522 – The application for a single storey rear extension at Mafalda, Church Road for Mr & Mrs D Wilkinson was inspected. No objections.
7 PARISH MATTERS
7.11 Highways – Councillor Pearson had reported the kerbing around the war memorial, and it was anticipated that this would be dealt with in due course. He stated he would report the top end of Spital Hill Road and the pot hole near Butterfields on Church Road.
7.12 Mention was made regarding the footpath and kerbing near the new properties on Church Road and Councillor Bedford stated he would make further enquiries.
7.13 Concern was expressed regarding the uneven area around the culvert at Freiston Ings, the clerk was requested to report. It was also noted that the Freiston Ings Bridge had been badly damaged (brickwork cracked) and this would be reported.
7.14 In view of the new developments on Church Road it was agreed that a request be made for the 30mph sign be reviewed to include the new housing.
7.2 Grit Bins - It was noted that a new grit bin had been installed near the Priory Road Bridge, although to meet the criteria the grit bin had been placed approximately 160m away from the bridge as there is already a grit bin on the Skirbeck side.
7.3 Freiston Hall School – No further information was available.
7.4 Community Speed Watch – It was agreed to invite Wayne Goodwin the Area Co-ordinator to a future meeting, and also invite a councillor(s) from Butterwick Parish Council.
7.5 Planning Consultation – This consultation had now completed.
7.6 War Memorials – The clerk reported that she had done further research to those originally from the parish who were not commemorated on the memorial. She stated that apart from one all were commemorated on other village memorials.
7.7 Parish Litter Picking – One application had been received and it was agreed to offer Guy Barnett the position at £20 per week. Further arrangements were left with Councillor Pearson and the clerk.
8 CORRESPONDENCE
8.1 Clerks & Councils Direct – The January issue was handed to Councillor Godwin.
8.2 LALC News – The recent issue had been circulated to all councillors. The Training Dates had been noted and would be discussed again later in the year.
8.3 Boston Alternative Energy – Further details had been received and these were handed to Councillor Marshall
8.4 Elections 2019 – Forms were made available for those councillors to request a free copy of the Register of Electors.
8.5 Budget Consultation – Councillors had been circulated regarding the annual Budget Consultation.
9 FINANCE
9.1 The Clerk presented the up-to-date accounts, together with an update of the precept spending to date and evidence of the bank balance. It was noted that the annual allotment rent had been received.
9.2 The following payments were discussed and agreed, noting those that were approved for payment in December.

9.3 Precept – A full discussion was held on the proposed expenditure for 2019/2020. Most of the annual expenses would rise with inflation. Donations were looked at in detail with further support for the Danny Flear Community Centre and St James’ Church. £3000 was set aside for the footway lighting, and £1050 precepted for the litter picking. The clerk’s salary was discussed, and it was agreed that it should be increased to £3550.
It was unanimously agreed to have a precept of £24,000 (an increase of £1000), with an estimated amount per household of £74.21 per year.
10 DATE OF NEXT MEETING
10.1 The next Council meeting would be held at the Danny Flear Community Centre on Tuesday, 19th February 2019 at 7.30 pm.
There being no further business the meeting closed at 8.30 pm.
