MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY, 23rd JULY 2019 at 7.30pm

2    NO POLICE REPORT 
    
3    MINUTES 

3.1    The minutes of the meeting held on the 18th June 2019 having been previously circulated were agreed and signed by the Chairman.
    
4    MATTERS ARISING

4.1    Church Road Speed Signs – No further information received, but it was still on the list.

4.2    Church Restoration – Councillor Marshall had been in touch with Rev A Higginson who was well aware of the situation.

4.3    Further Tree Planting – In the absence of Councillor Posey the Clerk stated that she had received the article for the next magazine.

4.4    Empty Houses – Councillor Bedford reported that Boston Borough Council must advertise in accordance with legislation.

4.5    Annual Resilient Communities Conference – It was noted that this had been cancelled in view of the Wainfleet situation.

5    DECLARATIONS OF INTEREST

Councillor Pearson declared an interest in 6.3 as he is known to the applicant.

6    PLANNING 

6.1    B/18/0246 –The application for erection of two storey dormer style residential dwelling following demolition of existing pavilion building at Freiston Sports Club, Park Lane for Freiston Playing Field Association had been granted.

6.2    B/19/0076 –The outline application with all matters reserved for the erection of a residential dwelling at plot at The Cottage, Oak House Lane for Mrs Lindsey had been granted.

6.3    B/19/0177 – The application for conversion of barn to form an annexe at Rollinson, Butterwick Road for Mr L White was discussed.  No objections.

6.4    B/19/0226 – The application for replacement two storey dwelling at Richmond, Shore Road for Mr & Mrs Dawson was discussed.  No objections.

7    PARISH MATTERS

7.1    Highways – Temporary road closures were reported for Barneyfield Road/Shore Road for essential maintenance works by John Henry Group between the 9th and 13th August 2019 and Church End Road for essential maintenance works by Anglian Water between the 20th and the 22nd August 2019.  The notices would be displayed accordingly.

7.2    Freiston Hall School – No further information received.

7.3    Speed Indicating Devices – Councillor Sheldon reported that he had received confirmation of the sites and would forward this to the Clerk.  Further names for training had been put forward and at present Councillor Sheldon would organise accordingly.

7.4    Training Events - The clerk gave dates for the Chairman/Vice Chairman and Parish Liaison meetings and noted that she would circulate the Agenda accordingly.

The clerk gave a report on the Networking Day that she had attended in Lincoln, covering Devolved Services, Traffic Management, Legal and Insurance matters.  It had been stressed that councillors should fully understand the council workings and communication between meetings is vital, hence the importance of email.

8    CORRESPONDENCE

8.1    Clerks & Councils Direct – The July issue was handed to Councillor Purkis.

8.2    Lincolnshire County Council – Mobile Library Service – An update on their service received.

8.3    Lincolnshire County Council – Call Connect – An update on their summer service received.  The poster will be displayed.

8.4    Boston Borough Council – the latest ‘Visit Boston’ leaflets were handed to councillors.

9    FINANCE

9.1    The clerk presented the up-to-date accounts, together with an update of the precept spending to date and evidence of the bank balance, which showed the receipt of the recent VAT claim.  It was also noted that Butterwick Parish Council had paid half of the costs relating to the Speed Guns.

10    DATE OF NEXT MEETING

The next Council meeting would be held at the Danny Flear Community Centre on Tuesday, 20th August 2019 at 7.30 pm. 

There being no further business the meeting closed at 8.15 pm.
