MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY, 19th NOVEMBER 2019 at 7.30pm

Helen Whittleton updated the council stating that a provisional date for opening was the week commencing 13th January 2020, this being agreed with Ofsted.  In the first instance they would use the annex for 2 children, hopefully increasing to a maximum of 12.  Thanks, were recorded for her report.

1    APOLOGIES received from Parish and Boston Borough Councillor P Bedford, Parish Councillor M Sheldon, Boston Borough Councillor J Welbourn and the Police. 

2    POLICE REPORT 

PCSO H Baker had reported on transport hazards on Church Road and Butterwick Road and a suspicious circumstance on Croppers Lane, with two further suspicious circumstances on Lowfield Lane.  She had also reported criminal damage on Church Road and an anti-social behaviour incident with nuisance neighbours in Acorn Close.

3    MINUTES 

3.1    The minutes of the meeting held on the 15th October 2019 having been previously circulated were agreed and signed by the Chairman.
    
4    NO MATTERS ARISING

5    NO DECLARATIONS OF INTEREST
    
6    PLANNING 

6.1    B/19/0177 – The application for conversion of barn to form an annexe at Rollinson, Butterwick Road for L White had now been granted.

6.2    B/19/0358 –The application for change of use of land from equestrian (Class D2) to residential (Class C3) at the Old School, Boston Long Hedges, Freiston Ings for Mr M Olive had been granted subject to conditions, which had now been applied for.

6.3    B/19/0418 – No decision had yet been made on the application for demolition of existing ground floor link extension and an erection of a single storey side extension at White Loaf Hall Cottage, for Mr & Mrs Hughes.

6.4    B/19/0375 – The application for erection of 4 dwellings and associated access at land at Park Lane for Rick Smith Design was discussed at length.  It was unanimously agreed to send the following objections and comments to Boston Borough Council.

1.    Freiston Parish Council fully object to this development, the original site, which was approved on appeal had 5 properties, this application brings the total to 9.  This is too high a density for the size of the plot and far too near the bungalow on Butterwick Road, with the height of the proposed houses very overbearing.

2.    The councillors wish to mention again (as they commented on B/17/0465) the question of the sewerage, and whether it has been addressed fully.

3.    Has this site a full Management Plan, for who will be responsible for the roadway leading to the properties and should this be wide enough for any overspill Parking from all those properties.  Also, who would be responsible for the grassed area on either side of the roadway.

4.    If this is approved a condition should be put on the planning application that a 2m closed bordered acoustic fence is installed on the Playing Field side of the site.  The Children’s Play Area and Adult Exercise Equipment are very close to the site.

5.    It was also noted that the mature trees on the Playing Field would have some impact on the proposed properties.

6.    Concern was also expressed regarding the speed hump in Park Lane which would be directly opposite the entrance.

7    PARISH MATTERS

7.1    Highways – It was noted that the sign at Spital Hill junction had been dealt with.  Councillor Skinner reported that he had been in the area for the Ward Walk, looking at the Culvert issue, paths and Crazy Lane.  He was asked to request temporary warning sign for the Culvert in Church End Road.

7.2    Freiston Hall School – The update given at the start of the meeting was noted.

7.3    Speed Indicating Devices - Councillor Marshall stated that Peter Rackham had offered his services and arrangements would be made in the future.

7.41    Parish Liaison Meeting - Councillors Marshall and Purkis stated they hoped to attend the meeting on Thursday, 28th November 2019.  The Agenda would be forwarded in due course and it was noted that the Lincolnshire Police and Crime Commissioner, Malc Jones would be attending.

7.42    Clerks Networking Day – The Clerk stated that she had booked for this day event at Cranwell on the 27th November 2019.  This was formally approved.

7.5    War Memorial - Councillor Marshall stated that he had laid the wreath on behalf of the Parish Council.  It was also noted that with the 100th anniversary of the dedication of the war memorial, in the near future it would be a good time to improve the area.  It was agreed to discuss further at a future meeting.

8    CORRESPONDENCE

8.1    Lincolnshire County Council – Details on the Community Engagement had been circulated to all councillors.

8.2    Boston Borough Council – The upcoming events leaflets had been received in November, noting that this had included October events.

8.3    Clerks & Councils Direct – The November issue was handed to Councillor Marshall.

8.4    Forthcoming Election – The clerk stated that the necessary posters would be displayed accordingly.

8.5    Lincolnshire Fire and Rescue – Notification received regarding the Santa run through the parish on the 3rd December.  The notices would be displayed.

9    FINANCE

9.1    The clerk presented the up-to-date accounts, together with an update of the precept spending to date and evidence of the bank balance.  The amount agreed for the Grass Cutting from Lincolnshire County Council had been received.  The clerk stated that she had applied for the Parish Agreement scheme for 2020/21 which had been recorded.

9.22    Approval was also given for the December accounts, including the Litter Picking, Clerk’s Salary and the Kings Head meal.

9.3    It was stated that the next Pension re-declaration would be due after February next year, and the clerk would monitor this.

10    DATE OF NEXT MEETING

10.1    The next Council meeting would be held at the Danny Flear Community Centre on Tuesday, 14th January 2020 at 7.30 pm. 

10.2    The Christmas meal booking had been made at The Kings Head for Tuesday, 17th December 2019, 7.00 for 7.30 pm.

11    ANY FURTHER BUSINESS

11.1    Mention was made that the article regarding the planting of trees in the parish had brought no response, and it was agreed it should be re-printed in the magazine again
