MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY, 20th AUGUST 2019 at 7.30pm

1    APOLOGIES received from Parish Councillors M Sheldon and J Tillson  

2    NO POLICE REPORT 

(Apologies received from PSCO H Baker on the 22nd August, 2019 reporting three incidents of criminal damage on Church Road; violence in Park Lane; concern for safety on Butterwick Road and criminal damage on Shore Road.)

3    MINUTES 

3.1    The minutes of the meeting held on the 23rd July 2019 having been previously circulated were agreed and signed by the Chairman.
    
4    MATTERS ARISING

4.1    Annual Resilient Communities Conference – It was noted that this had been re-arranged for the 21st October 2019.  Details were given to Councillor Pearson and a copy would be provided for Councillor Tillson.

5    NO DECLARATIONS OF INTEREST

Councillor Pearson declared an interest in 6.3 as he is known to the applicant.

6    PLANNING 

6.1    B/19/0177 – No decision had yet been made on the application for conversion of barn to form an annexe at Rollinson, Butterwick Road for L White.  

6.4    B/19/0226 – The application for replacement two storey dwelling at Richmond, Shore Road for Mr & Mrs Dawson had been granted.

7    PARISH MATTERS

7.1    Highways – No further highway matters were reported.

7.2    Freiston Hall School – An update from Helen Whittleton and Sarah Scarbro was given stating that they hoped that staff would start at the end of September.  They hoped to have all parking on-site. 

7.3    Speed Indicating Devices – It was reported that the sites had now been identified and that Councillor Sheldon would make arrangements in due course.

7.4    Parish Allotment – A change of tenancy was taking place and further arrangements were left to Councillor Marshall.

8    CORRESPONDENCE

8.1    Citizens Advice  -  An invitation had been received to a celebration on the 19th September to celebrate 80 years.  Information was given to Councillor Marshall.

9    FINANCE

9.1    The clerk presented the up-to-date accounts, together with an update of the precept spending to date and evidence of the bank balance.

9.2    The following payments were discussed and agreed.

10    DATE OF NEXT MEETING

The next Council meeting would be held at the Danny Flear Community Centre on Tuesday, 17th September 2019 at 7.30 pm. 

11    ANY FURTHER BUSINESS

11.1    Councillor Marshall reported on the Chairman/Vice-Chairman which he had attended along with Councillor Sheldon.  It was noted that parishes may be charged for the emptying of the parish litter bins in the future.  Information had been given out showing the proposed project to regenerate part of the town behind West Street.

11.2    Councillor Skinner stated that a Ward Walk would be taking place in the parish on the 19th November.

11.3    Several incidents were reported including a break-in on Church View and broken windows and damaged cars also on Church View.  The clerk was requested to contact the Police regarding the possibility of having a gun and knife amnesty in the area. 

There being no further business the meeting closed at 8.10 pm.
