MINUTES OF THE PARISH COUNCIL MEETING
HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON
Thursday 15th January 2026, at 7:30pm

(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)
 
PRESENT: Cllr Nigel Marshall (Chair), Cllr Bridgett Posey (Vice Chair), Cllr Roy Pearson, Cllr Amy Marshall, Cllr Shaun Pearson, Cllr Simon Pearson and the Clerk Val Austin.
Also Present:  One member of the public.
 
The meeting was called to order at 19:27pm 
 
1. Chairman to open the meeting: Welcome to you all, and to our MBE councillor, well done Simon from all of us. 
 
2. Apologies:  To receive and accept apologies where a valid reason for the absence has been given to the Clerk prior to the meeting.

• Cllr Peter Bedford – Prior Commitment
 
3. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council.

• The member of the public came to the meeting to see what goes on and to see if they can offer their services for green spaces.
Cllr Nigel Marshall mentioned that the green spaces are already in contract with someone else. 
• Cllr Simon Pearson mentioned that they could advertise in our newsletter.

5: Minutes: To approve the minutes of the Parish Council meeting held on the 20th November 2025. To resolve as a correct record and to authorise the Chairman to sign the official minutes. 
No meeting held in December 2025
• All Councillors resolved for the chairman Cllr Nigel Marshall to sign the minutes.
 
6: Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests - No declarations received
 
7:    Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council. 
The Clerk sent planning applications to all councillors for:
• B/25/0483 – Plummers Hotel – No Objections received 
• B/25/0446 – Freiston Shore Nature Reserve – No Objections received.
 
8: Updates / Discuss and resolve the following items
 
8.1. Highway and Roads 
• Cllr Nigel Marshall read out a report from Cllr Peter Bedford regarding the email received from a resident concerning speeding along Oak House Lane. The resident is not happy with the way the correx signs have been placed.
• Cllr Nigel Marshall has requested another 6, 30mph correx signs to be purchased.
• The clerk to arrange. – Update at next meeting
• Cllr Bridgett Posey mentioned the flooding, due to drain blockages.
• Cllr Shaun Pearson mentioned Park Lane flooded and reported to FIXMYSTREET.
 
8.1.1: Correx Signs – To Note
The clerk received the signs and Cllr Nigel Marshall has the signs and has put them up along Oak House Lane.  Resolved 
 
8.2. Christmas in Freiston 2025 – To Note
• Councillors sent suggestions to the clerk.
• Cllr Nigel Marshall and the Clerk, choose the winning 5 places.
• Cllr Nigel Marshall mentioned that the prizes were spread around, and the winners are:
5th Place  - No 15 - Haltoft End Estate
4th Place -  No 4 - Haltoft End Estate
3rd Place -  Butterwick Road - Pretty tree 
2nd Place - Church Road 
1st Place - No 2 Butterwick Road 
Details of winners will be in the next newsletter.
Special mention to the house at the junction of A52 and Church Road. 
 
• Thank you to T A Blackamore for the donated Christmas Tree, which was housed in the Post office Yard. 
• Thank You to Creations for hosting the Christmas Tree
 
8.3. Radar Data 
The Clerk to send data to the Councillors before the next meeting and to present at the meeting.
Unfortunately, the Clerk was unable to supply the information. Update at next meeting. 
 
8.4. Oak House Lane Speed Reduction – Cllr Peter Bedford
Cllr Peter Bedford to discuss the speed limit along Oak House Lane
This item was discussed at item 8.1.
 
8.5. Brown Bin Extension Letter – To Note
The clerk has written to Boston Borough Council, but has not received a reply. 
• Cllr Shaun Pearson mentioned that brown waste will be 26 collections per year from March 2026.
 
9: Finance:
 
9.1 Bank Account: Statement of accounts as at 15th January 2026
Community Account Balance - £1,279.76
Instant Access Savings Account Balance - £21,304.33
Fixed Term Deposit Account - £40,577.22 – Maturity Date – 11th February 2026
 
9.2 To approve the accounts for payments
Payments due January 2026 - £1,312.72
Payments made in between meetings - £10,718.67
Receipts received December 2025 & January 2026 - £746.37
 
10: Date of next parish council meeting: Thursday 19th February 2026
 
11: Any other business to go forward to the Thursday 19th February 2026 Agenda. / Note for information. 
The clerk mentioned that fixed term deposit account will mature in February 2026, before the next meeting, would the councillors like to reinvest the £40k? 
All councillors agreed for the Clerk to revest the £40k for another 6 months.
