MINUTES OF THE PARISH COUNCIL MEETING
HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON
Thursday 19th February 2026, at 7:30pm
Minutes taken by The Clerk: Mrs. Val Austin
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)
PRESENT: Cllr Nigel Marshall (Chair), Cllr Bridgett Posey (Vice Chair), Cllr Peter Bedford, Cllr Roy Pearson, Cllr Amy Marshall, Cllr Shaun Pearson, Cllr Simon Pearson, Cllr Judith Godwin, Cllr Tony Wheeler and the Clerk Val Austin.
Also Present: No members of the public were present
The meeting was called to order at 19:25pm
1. Chairman to open the meeting: Evening to you.
2. Apologies: To receive and accept apologies where a valid reason for the absence has been given to the Clerk prior to the meeting.
No councillors absent
3. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council.
No members were present
4. Police Matters: Stats and incidents are available to view on the police website. Local Crime information website www.streetcheck.co.uk.

5. Minutes: To approve the minutes of the Parish Council meeting held on the 15th January 2026. To resolve as a correct record and to authorise the Chairman to sign the official minutes:
• All Councillors resolved for the chairman Cllr Nigel Marshall to sign the minutes.
6. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
• No declarations declared
7. Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council. – To include those received between the day of posting this notice and the day of the meeting.
The Clerk sent a planning application to all councillors for:
• B/26/0074 - Burchnall, Hobhole Bank, Freiston Ings, Boston PE22 0PY -
Councillors did not have any objections to this planning application
8. Updates / Discuss and resolve the following items
8.1. Highway and Roads
• Cllr Roy Pearson mentioned how bad the potholes are, but due to the weather conditions, constant rain everywhere is a problem.
• Cllr Judith Godwin asked who looks after the road at Pilgrim Fathers Fishtoft, as the road leading down to the memorial is in a poor condition.
• After discussions it was resolved for the clerk to write to Fishtoft Parish Council requesting if they could write to Lincolnshire County Council with the concerns.
• The Clerk to action.
8.1.1: Correx Signs – To Note
The clerk has contacted LRSP and ordered the signs, waiting to receive an invoice and details of the delivery. Update when further information received.
8.2. Radar Data
The Clerk sent data to the Councillors via Dropbox - Report at the meeting - Butterwick Road and Church Road.
• The clerk showed the councillors only Butterwick Road at the meeting and mentioned the data was showing in the newsletter.
• Cllr Simon Pearson mentioned that a resident believes the solar radar signs along Shore Road are the incorrect way round.
• Cllr Nigel Marshall advised that the radar signs report vehicles coming in and out.
• The clerk to get data for more of the signs at the next meeting.
8.3. Newsletter for March 2026
The clerk to show councilors the finished draft edition and confirm this edition can go to print.
• Cllr Judith Godwin asked if the litter picking item could be changed to say with the help of a few volunteers.
• The clerk to change and to send to the printers.
8.4. Park Lane speed bumps – Cllr Nigel Marshall
Cllr Nigel Marshall to discuss Park Lane
• Cllr Nigel Marshall discussed the speed bumps along Park Lane, and that they have not been replaced since the road had been re-tarmacked.
• The clerk to contact Alistair Arundell.
• Cllr Nigel Marshall also requested a sign for the gate near Park Lane, stating Children’s Play Area sign.
8.5. T A Blackamore – Quotation for 2026 Season
Quotations sent to Councillors via email for the new season, TA Blackamore have kindly kept the prices as 2025 season.
• All Councillors resolved for the 2026 quotation be passed.
• The clerk to contact TA Blackamore and advise.
8.6. Boston Borough Council Liaison meeting. 5th February –
Cllr Shaun Pearson – Update
• Cllr Shaun Pearson mentioned the neighbourhood policing in Lincolnshire. Inspector Ian Cotton was in attendance and explained there was a freeze in recruitment, the team have lost community PC beat officers, which is a temporary measure for the next six months.
Parish Councils will be given a point of contact for each area.
The next meeting is planned for June 2026.

9.1 Bank Account: Statement of accounts as at 19th February 2026
Community Account Balance - £355.92
Instant Access Savings Account Balance - £22,458.28
Fixed Term Deposit Account - £40,000.00 – Maturity Date November 2026
9.2 To approve the accounts for payments
Payments due February 2026 - £7,189.06
Payments made in between meetings - £107.83
Receipts received February 2026 - £1,272.30

• Cllr Judith Godwin mentioned the poppy wreaths and should they be removed, Cllr Roy Pearson to remove the wreaths.
• Cllr Peter Bedford mentioned the email the clerk sent regarding the unregistered strip of land, belonging to Lincolnshire County Council.
• The clerk to inform highways.
