MINUTES OF THE PARISH COUNCIL MEETING
HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON
Thursday 19th June 2025, at 7:30pm

PRESENT
Councillors: Cllr Nigel Marshall (Chair), Cllr Bridgett Posey (Vice Chair), Cllr Judith Godwin, Cllr Simon Pearson, the Parish Clerk Val Austin and the Locum Clerk Laura Forman.
Also Present:
No members of the public present.
The meeting was called to order at 19:24pm

5. Minutes: To approve the minutes of the Parish Council meeting held on the 15th May 2025. To resolve as a correct record and to authorise the Chairman to sign the official minutes
• All councillors resolved for the chairman Cllr Nigel Marshall to sign the minutes.
6. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
• No declarations received
7. Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council.
B/24/0305 – Eastern Green Link 3 and Eastern Green Link 4. – No objections.
B/25/0244 – Grimsby to Statutory Consultation Notice under section 42 of the Planning Act 2008 and the Infrastructure Planning (Applications: Prescribed Forms and Procedures) Regulations 2009 to Boston Borough Council for project EN020036 for the proposed Grimsby to Walpole Project ( the Proposed Development) at Grimsby to Walpole.
8. Updates / Discuss and resolve the following items
8.1. Highway & Roads – Update
- Cllr Roy Pearson stated that there was nothing new to report for Highways and Roads. There have been some further potholes discovered and the road sides have been trimmed again recently.
Cllr Roy Pearson has reported an issue to Cllr Dale Broughton and the Fix my Street App concerning the positioning of bushes along the A52 which is causing difficulties for road users emerging from Oak House Lane.
- Cllr Nigel Marshall mentioned that residents have enquired about having a solar speed sign
installed at Oak House Lane. – Resolved - All agreed for the Clerk to purchase four new 30mph
speed signs which will be installed in attempt to address the issue.
8.2 St James’ Churchyard Update – Grass cutting on the East Side.
Cllr Nigel Marshall discussed the recent community efforts made to remove the fencing at the Churchyard, mentioning that the turn out was beyond what was expected. Some fence posts have been saved with the intention of being repurposed.
Resolved -All agreed that the appearance of the churchyard has greatly improved. Cllr Judith Godwin stated that visitors to the churchyard can now access the graves with ease.
Cllr Bridgett Posey suggested that the nettles be sprayed as they are still a problem.
Following discussion, all Councillors resolved for the issues with the nettles to be monitored and reviewed at a later date.
8.3 Defibrillator – Freiston Shore - Update
Resolved – Following discussion of the recent email received from the RSPB with regard to the proposed defibrillator at Freiston Shore. All agreed that as there is a defibrillator at the We’ll Meet Again Museum which covers the Freiston Shore area, no further action will be taken at this time and that this item will be removed from the agenda. The Clerk to contact the RSPB to advise them of the Parish Council’s decision.
8.4 Additional refuse bin at Haltoft End update as per email dated 21st May 2025 – Cllr Peter
Bedford.
All Agreed that due to Cllr Peter Bedford’s absence that this item will be discussed at the next
meeting.
8.5 Wicksteed and Play park update – Cllr Nigel Marshall.
Cllr Nigel Marshall confirmed that he is still awaiting a quotation from Wicksteed for the
additional items for the Play park. The Clerk to email Wicksteed to chase.
- Further update to be provided when further information is available.
8.6 Lincolnshire Community Foundation (LCF) GRASS roots Grants 2025/2026
Cllr Nigel Marshall has confirmed that an application is to be submitted on behalf of the village
project.
9. Finance:
9.1 Bank Account: Statement of accounts as at 19th June 2025
• Treasurers Account Balance - £13,499.41
• Business Bank Instant Balance - £16,216.92
• Fixed Term deposit account - £40,000.00 – Mature date July 2025
Resolved - All agreed for the Clerk to arrange for a further fixed term of 9 months.
9.2 To approve the accounts for payments
• Payments due June 2025 - £1,277.55
• Payments made in between meetings - £1,104.29
• Receipts received - £11,888.10
10. Date of next parish council meeting:
The next meeting is to be held on: Thursday 17th July 2025 at 7.30pm
11. Any other business to go forward to the July 17th, 2025, Agenda / Note for information.
- Cllr Simon Pearson stated that it is the intention of the Church to begin creating and distributing their own newsletter in addition to the Village newsletter currently published by the Parish Council. Following discussion, it was agreed for the Clerk to contact the Church to enquire about the motivation behind the additional newsletter and to invite the Vicar and members of the Church to attend the next Parish council’s meeting to discuss this further.
- Cllr Nigel Marshall mentioned that the Slimming World group have expressed an interest in advertising in the Village newsletter. Cllr Bridgett Posey to contact the group with further information.
- Cllr Nigel Marshall enquired as to whether any Councillors would like to attend the next Boston Borough Council Parish Liaison meeting on Thursday 26th June 2025. – The Clerk to confirm that no councillors are available on this date to attend.
- All Councillors agreed to enter the Best Kept Village competition 2025.
- Cllr Nigel Marshall thanked the Locum Clerk on behalf of the Parish Council for covering the Parish Clerk during her absence.
With no other business to go forward to the July 2025 meeting, the parish council meeting closed at 19.55pm
