MINUTES OF THE PARISH COUNCIL MEETING
HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON
Thursday 19th March 2026, at 7:30pm
Minutes taken by The Clerk: Mrs. Val Austin
 
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)
PRESENT: Cllr Nigel Marshall (Chair), Cllr Bridgett Posey (Vice Chair), Cllr Peter Bedford, Cllr Roy Pearson, Cllr Amy Marshall, Cllr Shaun Pearson, Cllr Judith Godwin, Cllr Tony Wheeler and the Clerk Val Austin.
Also Present:  No members of the public were present 
 
The meeting was called to order at 19:25pm 
 
1. Chairman to open the meeting: Evening to you.
 
2. Apologies:  To receive and accept apologies where a valid reason for the absence has been given to the Clerk prior to the meeting.
Cllr Simon Pearson – Work Commitment 
 
3. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council.
No members were present

5. Minutes: To approve the minutes of the Parish Council meeting held on the 19th February 2026. To resolve as a correct record and to authorise the Chairman to sign the official minutes:
• All Councillors resolved for the chairman Cllr Nigel Marshall to sign the minutes.
 
6. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
• No declarations declared 
 
7. Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council. – To include those received between the day of posting this notice and the day of the meeting.
The Clerk received a planning application on 18th March 2026. 
B/26/0002 – Dunromin. Oak House Lane, Freiston 
Councillors had no objections to this planning application
 
Updates / Discuss and resolve the following items
 
8.1. Highway and Roads 
 
8.1.1: Correx Signs – To Note
The invoice has been paid, and the signs were delivered on 18th March. Collection will be made by Cllr Nigel Marshall. 
 
8.2: Church Lane – Footpath – Mud – Cllr Shaun Pearson
From the beginning of Church Lane to the end is caked in mud, is there anything that can be done about this?  
• Councillors resolved to monitor the situation. 
 
8.3: Brand End Road – Holmers Lane – Cllr Nigel Marshall
A resident has complained regarding the speeding 
• Councillors requested that the clerk write to LCC councillor Alistair Arundell, requesting a speed change, from 60 mph to 40 mph.
• The clerk to write to LCC Cllr Alistair Arundell regarding Butterwick Road from the school to Freiston and the speed limit change and if it is still going to be changed. 
• Update when available. 
 
8.4: Plumbers / Freiston Shore – Parking Area – Cllr Nigel Marshall
A resident has complained regarding youths congregating on the carpark by the entrance to the field.  Maybe a barrier can be installed.
• After discussions the councillors decided to monitor the situation.
 
8.5: Radar Data 
The Clerk sent data to the Councillors via email - Church Road and Priory Road.
• Cllr Peter Bedford requested the data be sent to Lincolnshire Road Safety Partnership.
• The clerk to action.
 
8.6: Park Lane speed bumps – To Note
The clerk wrote to Cllr Alistair Ardunell by email and yet to receive a reply.
• The clerk to chase up Cllr Alistair Ardundell regarding the email sent. 
 
8.7: Pilgrim Fathers – Scalp Road 
The clerk emailed Fishtoft Parish Council and Cllr Alistair Arundell regarding the terrible condition of the road leading to Pilgrim Fathers.
• The Clerk received a reply from Fishtoft Parish Council and sent the reply to the councillors (via email 9th March 2026)
• Cllr Peter Bedford mentioned that Cllr Alistair Arundell mentioned at the Fistoft Parish Council meeting that unfortunately at present nothing can be done about the state of the road leading to Pilgrim Fathers memorial.
• Cllr Bridgett Posey suggested that the Clerk write to Cllr Sarah Sharp portfolio for Heritage, Culture and Tourism.
• Update when available
 
8.8: Resident House signs – Newsletter June 2026
The clerk received an email from a resident, forwarded (11th March 2026) regarding creating house signs for funds for the parish council. 
• All councillors resolved for the resident to be featured in the June newsletter. 
 
8.9: Email from Cllr Dale Broughton – Re – Fly tipping – To Note
The clerk received email notification from Cllr Dale Broughton, that fly tipping along Oak House Lane has been removed by the flyswat team. 
Items included building materials.
• Cllr Judith Godwin mentioned Shore Road, Doves Lane bottom ends the dykes at Jail Lane, with fly-tipping.
 
8.10: Email from a speeding group re – Oak House Lane.
The clerk received an email regarding Oak House Lane speeding, email forwarded to councillors on 11th March 2026.
• Cllr Nigel Marshall will put the new speed signs up nearer to Acorn Close area and to check and monitor the situation. 
  
9: Finance:
 
9.1 Bank Account: Statement of accounts as at 19th March 2026
Community Account Balance - £1,953.02
Instant Access Savings Account Balance - £12,464.82
Fixed Term Deposit Account - £40,000.00 – Maturity Date November 2026
 
9.2 To approve the accounts for payments

10: Date of next parish council meeting: Thursday 16th April 2026
 
11: Any other business to go forward to the Thursday 16th April 2026 Agenda. / Note for information. 
• Cllr Bridgett Posey mentioned the new oak tree that has been planted in the playing field and the commemorative plaques. The councillors agreed for the plaques to be paid by the parish council and Cllr Bridgett Posey to deal with the wording and purchasing. 
• Cllr Peter Bedford mentioned that some areas of the churchyard are not being mowed, Cllr Nigel Marshall to speak to the contractor
• Cllr Nigel Marshall mentioned the email that the clerk received from a resident concerning a defibrillator and the triangle of unadopted land. The councillors advised that the village already have 3 defibrillators and do not intend to get another one at this stage.
• The councillors are happy for the resident to keep flowers on the triangle of the unadopted land. 
• The clerk to inform the resident. 
• Cllr Nigel Marshall showed the councillors a photo of a personalised flag of Freiston. All councillors agreed for the clerk to purchase the flag.
