MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON Thursday 21st August 2025, at 7:30pm

PRESENT: Cllr Nigel Marshall (Chair), Cllr Bridgett Posey (Vice Chair), Cllr Judith Godwin, Cllr Simon Pearson, Cllr Roy Pearson, Cllr Amy Marshall, Cllr Peter Bedford, Cllr Shaun Pearson, and the Locum Clerk Laura Forman.
Also Present: No members of the public present.
The meeting was called to order at 19:28pm
1. Chairman to open the meeting: Hello & Welcome to you all.
2. Apologies: To receive and accept apologies where a valid reason for the absence has been given to the Clerk prior to the meeting.
• Cllr Tony Wheeler – No apologies received.
3. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council.
- No members of the public present.

5. Minutes: To approve the minutes of the Parish Council meeting held on the 17th July 2025. To resolve as a correct record and to authorise the Chairman to sign the official minutes
• All Councillors resolved for the chairman Cllr Nigel Marshall to sign the minutes.
6. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
• No declarations received
7. Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council.
No objections to the recent Tree Preservations Orders received.
8. Updates / Discuss and resolve the following items
8.1 Coastal Newsletter Donation Request
Following a discussion of the recent email received from the Committee of the Coastal Newsletter requesting a donation towards their new magazine.
It was agreed and resolved that as the Parish Council produce their own publication, they would not be supporting the new magazine in form of a donation at this time and wish the committee luck with their new magazine.
The council resolved to discuss agenda item 8.5 at this point
8.5 Final Draft of the Newsletter
8.5.1. The Clerk sent all Councillors the final draft of the newsletter for approval.
Resolved – All agreed to approve the final draft of the newsletter for printing and to
to include the additional printing of the Keep Me Information sheets.
Cllr Nigel Marshall requested that the Keep Me Information sheets be posted on the village noticeboards. Clerk to provide laminated copies for both village noticeboards and the noticeboard at the Danny Flear Centre.
8.5.2. The Clerk received an email from a member of the Coastal Magazine committee regarding the publication of the dates of St James’ Church services. The Parish Council to consider including the St James’ Church service
dates, as the new Coastal Magazine committee also intends to publish them.
Following discussion – It was resolved that as the Church service dates had not been received before the deadline, it was not possible for them to be included in this edition of the Parish newsletter. The Clerk to respond to the member of the Coastal Magazine committee to inform them of the Parish Council’s decision.
The Council resolved to discuss agenda item 8.2 at this point.
8.2 Highways & Roads Update.
Cllr Nigel Marshall confirmed that the pothole at Mill Lane had been repaired.
Cllr Roy Pearson stated that there was nothing further to report from last month. Repair Works are being carried out by Anglian Water at Haltoft Lane, temporary traffic lights are in place which is causing long queues of traffic.
8.3 Wicksteed Quote – Crows Nest Update
Cllr Nigel Marshall confirmed that the Clerk has chased Wicksteed regarding the outstanding quotation regarding the Crows Nest and has requested for the quotation to be received ahead of the next Parish Council meeting in September – Ongoing.
8.4 Land at Scrane end – Freiston Parish Council Land.
As mentioned at the end of the previous Parish council meeting, there is some land
at Scrane End currently up for sale. Cllr Nigel Marshall enquired as to whether the
adjacent land currently owned by Freiston Parish Council be put up for sale or
retained?
Resolved – Following discussion, all agreed for the land owned by the Parish Council to be retained.
The Council resolved to discuss agenda item 8.6 at this point.
8.6 Data Analysis for the Solar Speed Units.
The Clerk presented the data analysis from three of the solar speed units to the
Council.
Following review and discussion of the data, it was resolved that the data of all six solar speed units be retrieved by the clerk on a monthly basis. The full PDF documents will be emailed to the Councillors ahead of the meetings. Only the pie charts detailing the speeds of the incoming and outgoing vehicles will be presented at the meeting for comparison. Cllr Amy Marshall suggested that the data could be included in the next village newsletter to show what the speed signs are recording.
Cllr Nigel Marshall wished to thank Mr. Daniel Forman for his assistance with the retrieval of the data from the speed signs.
9. Finance:
9.1 Bank Account: Statement of accounts as at 21st August 2025
• Treasurers Account Balance - £3,357.31
• Business Bank Instant Balance - £22,240.67
• Fixed Term deposit account - £40,577.22 – Mature date 11th February 2025
9.2 To approve the accounts for payments
• Payments due August 2025 - £1,308.05
• Payments made in between meetings - £1204.86
• Receipts received - £14.07
9.3 The Clerk informed all Councillors that the AGAR external audit from PKF Littlejohn has come back with no problems or concerns.
10. Date of next parish council meeting:
The next meeting is to be held on: Thursday 18th September 2025 at 7.30pm
11. Any other business to go forward to the July 17th, 2025, Agenda / Note for information.
- Cllr Judith Godwin asked whether the bunting is still to be removed in September as planned. Cllr Nigel Marshall confirmed that this was still the plan. Cllr Judith Godwin enquired as to whether Cllr Roy Pearson was able to assist with the posts to the front of the church.
- Cllr Roy Pearson stated that he has received several positive reports regarding the tidiness and overall appearance of the churchyard.
- Cllr Simon Pearson informed the council that the Church had consulted with Boston Borough Council regarding their intention to lay sixteen paving slabs beside St James Church to provide a flat surface for the refuse bins to be stored. The Church have been informed that they would need full planning permission to do this and are seeking an alternative measure to solve the issue.
With no other business to go forward to the September 2025 meeting, the parish council meeting closed at 20.14pm
