MINUTES OF THE PARISH COUNCIL MEETING
HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON
Thursday 16th October 2025, at 7:30pm
 
Minutes taken by The Clerk: Mrs. Val Austin
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)
 
PRESENT: Cllr Nigel Marshall (Chair), Cllr Bridgett Posey (Vice Chair), Cllr Judith Godwin, 
Cllr Roy Pearson, Cllr Amy Marshall, Cllr Peter Bedford, Cllr Shaun Pearson, Cllr Tony Wheeler and  the Clerk Val Austin.
Also Present:  Cllr Alistair Arundell, Lincolnshire County Council 
 
The meeting was called to order at 19:25pm 
 
1. Chairman to open the meeting: Evening & Welcome to you all.
 
2. Apologies:  To receive and accept apologies where a valid reason for the absence has been given to the Clerk prior to the meeting.
• Cllr Simon Pearson – No apologies received.
 
3. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council.
- No members of the public present.
 
4. Police Matters: Stats and incidents are available to view on the police website. Local   Crime information website www.streetcheck.co.uk.

5. Minutes: To approve the minutes of the Parish Council meeting held on the 21st August 2025. To resolve as a correct record and to authorise the Chairman to sign the official minutes. Please note no meeting was held in September 2025.
• All Councillors resolved for the chairman Cllr Nigel Marshall to sign the minutes.
 
6. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
• No declarations received
 
7. Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council. 
TR/2172 Freiston – Shore Road – Email sent to all Councillors on the 7th October 2025. Proposed speed reduction. – Cllr Peter Bedford mentioned that the speed limit should be extended past the We’ll meet again museum. However, this was rejected by Lincolnshire County Council, advised that this does not meet the criteria.
Otherwise, there is no objections – The clerk to inform planning. 
 
B/25/0394 – Haltoft House Wainfleet Road – Email sent to all Councillors on 7th October 2025. Proposed change of use.
Cllr Peter Bedford mentioned that Haltoft House should only trade within their premises and not on the footbridge or outside their premises. The clerk to inform the planning department. 
 
8. Updates / Discuss and resolve the following items
 
8.1. Highway and Roads 
Cllr Roy Pearson – Nothing new to report
Cllr Bridgett Posey, asked if the speed bumps were going to be re-installed along Park Lane. Cllr Nigel Marshall confirmed that they are to be re-installed but no set date as yet. 
Cllr Shaun Pearson, mentioned that Park Lane is being treated like a race track at present, due to no speed bumps. 
Cllr Shaun Pearson asked if Butterwick Road speed limit was being changed,  from the school to Butterwick Road. 
Cllr Alistair Arundell, advised that he will look into and report back.
Cllr Alistair Arundell, mentioned the yearly salt / grit bags promotion, would the PC be interested in receiving a bag? Cllr Nigel Marshall requested a bag.  
 
8.1.1: Correx Signs – To Note
The clerk requested correx signs from Lincolnshire Road Safety Partnership, back in July 2025. These have not yet been sent out due to LRSP having a supply problem they were waiting for a delivery. LRSP advised that this should be sorted out by the end of the month – Ongoing
 
8.1.2. Reported Tree Branches – Cllr Shaun Pearson – To Note
Councillor Shaun Pearson reported the tree branches that were falling off the tree along Park Lane.  Councillor Nigel Marshall was aware and has this is in hand.
This has now been resolved and to be removed from future agenda and minutes.
 
8.2. Contact Cllr Alistar Arundell at LCC – To Note
The Clerk has contacted Cllr Alistar Arundell at LCC regarding a meeting with Cllr Nigel Marshall. The clerk has emailed and upon Cllr Alistar’s request has sent text’s messages. Not yet received any reply. 
As Cllr Alistair Arundell was present, a meeting was arranged with Cllr Nigel Marshall, update at the next meeting in November 2025.
 
8.3. Footway lights repair 
The Clerk received an email with regards to S/L 18 Priory Road, corner of Wythes Lane. This column had been hit by a vehicle last year Autumn 2024. EON have stated that if the column is not going to be repaired it will need disconnecting from the underground and permanently removed. The clerk has requested a quote for this work, the quote for the work which the clerk did not receive back in 2024 was for £1450.00 plus VAT. The clerk has requested an updated quote. 
The Councillors advised that S/L 18 Priory Road, belongs to Fishtoft and not Freiston, the Clerk to advise Boston Borough Council.  To be removed from future agenda and minutes. 
 
8.4. Wicksteed Quote – Crow’s Nest
The clerk has contacted Wicksteed, and advised that their quote was no longer needed.
Cllr Judith Godwin, purchased the bark and arranged for the bark to be laid. Thank you.
No further action required.
 
8.5. Resident Complaint regarding overhanging bushes – Scrane End.
A resident has emailed the Parish Council, copying in Councillor Dale Broughton and Councillor Peter Bedford, with a complaint regarding the overhanging trees. The resident had reported the issue to Fixmystreet, but this was not actioned by LCC. Councillor Dale Broughton contacted Cllr Alistar Arundell via email on 28th September 2025. – Ongoing – As Cllr Dale Broughton was not in attendance this item to be carried over to November meeting. 
 
8.6. Love your Neighborhood – To Note
The clerk informed all Councillors that Freiston Parish Council had won the Best Kept Village award for the second year. Cllr’s Nigel Marshall and Peter Bedford collected the award at Boston Borough Council chambers.
Cllr Nigel Marshall asked Cllr Shaun Pearson to add the plaque to the post in the village and Cllr Bridgett Posey to frame the certificate. 
Cllr Alistair Arundell congratulated the parish council on their win. 
 
9. Finance:
 
9.1 Bank Account: Statement of accounts as at 16th October 2025
Community Account Balance - £4,710.59
Instant Access Savings Account Balance - £31,263.27
Fixed Term Deposit Account - £40,577.22
 
9.2 To approve the accounts for payments
Payments due October 2025 - £1,009.30
Payments made in between meetings (including September 25)  - £5,372.37
Receipts received September & October 2025 - £22.60
 
9.3 The 2nd Precept was received on: 23rd September 2025 - £18,000. 
 
10. Date of next parish council meeting: Thursday 20th November 2025
 
11. Any other business to go forward to the Thursday 20th November 2025 Agenda. / Note for information. 
Cllr Alistair Adrunell mentioned Lincolnshire County Council's procurement service is undergoing reforms focused on principles like providing value for money, supporting local businesses. These reforms include a new procurement partnership, with the help of Lincolnshire County Council, 60% of work is out of the county. The Reform party are holding a road show, exhibiting across the county in local libraries. The forms are very hard to complete and they are on hand to help. Spread the news, small local businesses can benefit, let’s keep the money in Lincolnshire. 
 
Cllr Nigel Marshall mentioned a winter litter pick. 
Cllr Judith Godwin suggested doing the same as the spring litter pick, a week-long event, the clerk to post on Facebook the dates 2-9th November 2025, collect litter picking equipment up from the Danny Flear Community Centre at 10am.
 
Cllr Nigel Marshall asked if Cllr’s Shaun Pearson and Tony Wheeler if they would attend the Parish Council Liaison meeting on the 23rd October at Boston Borough Council. Both Councillors agreed to attend. The clerk to send the necessary email for information. Report from the Councillors at the next meeting.
