MINUTES OF THE PARISH COUNCIL MEETING
HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON
Thursday 20th November 2025, at 7:30pm
 
Minutes taken by The Clerk: Mrs. Val Austin
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)
 
PRESENT: Cllr Nigel Marshall (Chair), Cllr Bridgett Posey (Vice Chair), Cllr Roy Pearson, Cllr Amy Marshall, Cllr Peter Bedford, Cllr Shaun Pearson, Cllr Simon Pearson and the Clerk Val Austin.
Also Present:  JP from Freiston L&L Cricket Club
 
The meeting was called to order at 19:25pm 
 
1. Chairman to open the meeting: Evening & Welcome to you all.
 
2. Apologies:  To receive and accept apologies where a valid reason for the absence has been given to the Clerk prior to the meeting.

3. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council.
- Open at: 19: 26pm
- JP from Freiston L&L Cricket Club, asked the parish council for a grant of £10,000 and explained what the grant would be used for on the old pavilion at the playing field in Freiston. 
- Councillors and JP discussed the old pavilion renovation. The Cricket club said they would put up a sign stating that Freiston Parish council contributed (if grant accepted) to the renovations. 
- JP left the meeting at 19:43pm -Public Forum closed at 19:43pm

5: Minutes: To approve the minutes of the Parish Council meeting held on the 16th October 2025. To resolve as a correct record and to authorise the Chairman to sign the official minutes. 
• All Councillors resolved for the chairman Cllr Nigel Marshall to sign the minutes.
 
6: Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
• No declarations received
 
7:    Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council.

8: Updates / Discuss and resolve the following items
 
8.1. Highway and Roads 
Cllr Roy Pearson mentioned that Park Lane and Haltoft End flooded. 
Cllr Bridgett Posey mentioned that Shore Road and Clampgate also really bad. 
Cllr Nigel Marshall asked the clerk to contact Fixmystreet and explain the gulleys are blocked  
 
8.1.1: Correx Signs – To Note
The clerk has finally received an invoice for the signs, and has made payment, waiting for delivery. – Ongoing 
 
8.2. Meeting with Cllr Nigel Marshall & Cllr Alistar Arundell at LCC 
At the last parish council meeting in October, Cllr Nigel Marshall and Cllr Alistair Arundell arranged a meeting, update at the meeting. 
Cllr Nigel Marshall, said that they walked through several streets discussing problems.
The museum should be 30MPH, Cllr Alistar Arundell mentioned that there is nothing he can do to get the speed limit changed. 
Drove Road, has brambles and Crazy Lane was flooded. 
 
8.3. Resident Complaint regarding overhanging bushes – Scrane End.
A resident has emailed the Parish Council, copying in Councillor Dale Broughton and Councillor Peter Bedford, with a complaint regarding the overhanging trees. The resident had reported the issue to Fixmystreet, but this was not actioned by LCC. Councillor Dale Broughton contacted Cllr Alistar Arundell via email on 28th September 2025. 
• Cllr Peter Bedford will monitor the situation.
• To be removed from future agenda’s or until new information comes forward.
 
8.4. Winter Litter Pick – Update – Cllr Judith Godwin & Cllr Nigel Marshall - Update
The clerk advertised on Facebook for a week-long litter pick. Cllr Judith Godwin organised the routes and Cllr Nigel Marshall handed out the equipment on the 2nd November at the community centre.
• Unfortunately, a poor turnout from the residents 
• For the March 2026 newsletter, litter picking to be included.
 
8.5. Parish Council Liaison meeting at Boston Borough Council – To Note
Cllr Nigel Marshall asked Cllr Shaun Pearson and Cllr Tony Wheeler to attend the meeting, however, the clerk received notification from Boston Borough Council that the meeting was cancelled and will be rearranged in the new year.

8.6. Christmas in Freiston 2025
• Councillors to decide on prizes for the winners.
• The clerk to arrange the prizes. 1st, 2nd & 3rd Prize winners
• Date of judging 
• All councillors agreed that week beginning 15th December, judging will start, all councillors to let the clerk know their favorites. 
• Christmas Tree purchase?
• Cllr Nigel Marshall will speak to T A Blackamore 
• To be displayed at The Post Office
• Cllr Nigel Marshall to speak to the owners at the post office.
 
8.7. Newsletter – December edition 2025
Councillors to put forward ideas for the December (winter) edition newsletter. The clerk to send a draft newsletter before the meeting.
• A few changes to be done on the newsletter 
• Councillors happy for the newsletter to go to print, once changes made.
 
8.8. 2026 – 2027 – Budget 
Councillors to discuss the budget for setting the Precept.
• Councillors discussed the item of Freiston Cricket Club, £10,000 grant request, all resolved for the grant to be paid to the cricket club upon receipt of the grant application form. The clerk to deal with the form. 
• Councillors discussed the budget and where happy with the figures put forward.
• Cllr Nigel Marshall mentioned that the Bowls club have not received their funding, and for the clerk to make the necessary payment. 
• All councillors resolved for the budget be set for the 2026-2027 year 
• All councillors resolved that the precept amount for 2026-2027 will be £40,000.00
• The clerk to deal with the precept request to Boston Borough Council.
 
8.9. Radar Data 
The Clerk to send data to the Councillors before the next meeting and to present at the meeting.
• The clerk showed the councillors the report that was issued, unfortunately, the information was not readable. 
 
8.10. Bled Kit for both Defibrillator units
Whilst ordering pads for both units, it was bought to the clerk’s attention that Bled kits are important in conjunction with defibrillator units, these are used to stabilize a casualty with life threating injuries. Prices £35.99 for a basic kit, and £330.00 for a locked unit. 
Links to be emailed to councillors before the meeting.
• All councillors resolved not to go ahead with a bled kit.
• To be removed from future agendas. 
 
8.11. Resident Complaint regarding speeding at Croppers Lane
A resident has made a complaint regarding speeding along Croppers Lane via Councillor Alistair Ardundell and MP Richard Tice’s office.
The resident has been in contact with the prison on many occasions, regarding the speeding which is 60mph. The resident is looking for a speed reduction. 
• The Parish Council are unable to assist in this matter and the clerk to contact Cllr Alistair Ardundell and MP Richard Tice for help in this matter.
• The clerk to reply to the resident

10: Date of next parish council meeting: Thursday 18th December 2025
Councillors agreed that due to low councillor attendance, the December meeting to be cancelled. 
 
11: Any other business to go forward to the Thursday 15th January 2026 Agenda. / Note for information. 
Cllr Bridgett Posey, mentioned the brown bin garden collection in Boston being only 20 times a year compared to other regions Norfolk, St Albans and Huntingdonshire at 26times a year. Councillors agreed for the Clerk to write to Boston Borough Council leader of the council asking for the extension. Update in January meeting.
