MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY, 20th OCTOBER 2020 at 7.30pm

1    APOLOGIES/COUNCILLORS

1.1    Apologies received from the Police. 

1.2    Co-option of a Further Councillor  

No further enquiries had been made.

2    NO POLICE REPORT 

PCSO K Rayment had reported on the following incidents: one suspicious circumstance in Shore Road; one incident of violence on Church Road, two concerns for safety, Priory Road and Church Road and one traffic offence on Croppers Lane.

3    MINUTES 

3.1    The minutes of the meeting held on the 15th September 2020 having been previously circulated were agreed and signed by the Chairman.

4    MATTERS ARISING

4.1    The order had been placed for the Adult Equipment inspection.

4.2    Following correspondence the grass cutting on Millers Row had now been dealt with properly.

5    DECLARATIONS OF INTEREST

Councillor Bedford abstained from planning issues as he is on the Boston Borough Council Planning Committee.
    
6    PLANNING 

6.1    B/20/0338  -  The application for siting 4no. Glamping Pods with associated highways access, car parking and wash block at land adjacent to Olcote, Scrane End North, for Mr & Mr A Drury was discussed in detail.  Several comments had been received from the residents of Scrane End.  It was agreed not to support the application drawing attention to:

The closeness to the neighbour’s property
Flooding and drainage could be an issue
The added provision of all services
Inadequate parking, only 4 spaces on the plan (ie ? cleaning staff and visitors)
Noise would be a huge impact in this rural setting
The effect it would have on local wildlife

6.2    B/20/0343 – The application for the proposed first floor extension at Lings Barn, Grovefield Lane for Mr & Mrs G Kime was discussed.  No objections.

6.3    B/20/365 – The application to vary condition 2 (approved plans) on exiting permission B/19/0226 (Replacement two storey dwelling) at Richmond, Shore Road for Mr & Mrs Dawson was discussed.  No objections.

6.4    B/20/0328 – The application for prior approval for a single storey rear extension at Somerville, Church Road for Mrs Leedle had already been refused.

6.5    B/20/0381 – The prior notification for the proposed change of use from an agricultural barn to residential was noted.

7    PARISH MATTERS

7.11    Highways – Councillor Pearson stated that the 30-mph sign leading to Butterwick had still not been dealt with, Councillor Skinner responded he would make further enquiries.  Councillor Skinner stated that LCC had investigated the culvert area in Church End Road and again no action was being taken.   

7.12    Fly Tipping was reported on the corner of Dotams Lane and Swandyke Lane, Councillor Bedford stated he would report.

7.2    Freiston Hall School (now known as Aspiration House)  – No further report.

7.3    Speed Indicating Devices – This was still ongoing, and it was agreed to request further training possibly in Freiston.  Correspondence had been received for training in Spalding but it was agreed unfair to expect our volunteers to travel there.  

7.4    War Memorial – Revd Andrew Higginson had been invited to the meeting, but unfortunately had not attended.

7.5    Parish Council Website – The clerk reported that some progress was being made, and she would have the new website address at the next meeting.  She also reported on contact made via the old website regarding names on the War Memorial, and subsequently now had a lot more information on John Richard Barnes.  

7.6    Trees in the community – Awaiting receipt.

7.7    Church View Lights  -  After discussion it was agreed that Street Lights Nos1 and 3 should be replaced as per the information received at £650 each.

8    CORRESPONDENCE

8.1    LCC – The Town & Parish Council September update had been forwarded to all councillors.

9    FINANCE

9.1    The Clerk stated that nothing had yet been received regarding the external audit.

9.2    The Clerk presented the up-to-date accounts, together with evidence of the bank balance to date and the precept spending to date.  It was noted that the second half of the precept had been received.  

9.3    The following payment was agreed.

9.4    The clerk stated that she had just received confirmation from Freiston Playing Fields Association to pay the final amount due on the Car Park.

10    DATE OF NEXT MEETING

The next Council meeting would be held at the Danny Flear Community Centre on Tuesday, 17th November 2020 at 7.30 pm.  Proposed dates for 2021 were handed out to all councillors.

11    ANY FURTHER BUSINESS

11.1    Councillor Pearson stated that he had the Emergency Box still in his possession and requested it be placed elsewhere.  It was agreed that contact should be made with the Emergency Group Leader to arrange a meeting in due course as the named contacts for Freiston had now stood down.

11.2     Mention was made that it could be found inconvenient to have to book to take items to the tip.  Councillor Skinner stated that in view of the Covid restrictions it is not fully operational and often is unable to get the waste shifted.

11.3    The wreath for the 2020 Remembrance had been received, although the final arrangements for the Sunday were not yet known.

There being no further business the meeting closed at 8.45 pm.
