MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY, 18th FEBRUARY 2020 at 7.30pm

Helen Whittleton updated the council stating that they were being inspected next Tuesday by Ofsted and would keep the council informed.

1    APOLOGIES/COUNCILLORS

1.1    No apologies 

1.2    Further Councillors  -  Notification had been received that Freiston Parish Council could now co-opt.  Posters had been displayed.

1.3    Vice-Chairman  -  Councillor Godwin proposed, Councillor Pearson seconded and it was agreed that Councillor Posey be appointed.

2    NO POLICE REPORT 

(PCSO H Baker sent her apologies and report following the meeting.  Incidents recorded were a theft in Acorn Close; transport hazards on Spittal Hill Road, Haltoft End Estate and Wainfleet Road; a suspicious incidents in Croppers Lane and Church End Road; fraud om Oak House Lane and a road traffic collision on Clampgate Road)

3    MINUTES 

3.1    The minutes of the meeting held on the 14th January 2020 having been previously circulated were agreed and signed by the Chairman.
    
4    NO MATTERS ARISING

5    NO DECLARATIONS OF INTEREST
    
6    PLANNING 

6.1    B/19/0375 - The application for erection of 4 dwellings and associated access at land at Park Lane for Rick Smith Design had gone to committee.  It was noted that Councillor Marshall and a local resident had raised their objections. The final decision was waiting for certain conditions. 

6.2    B/19/0489 – The application for erection of a single storey domestic workshop at The Cottage, Bankhouse Farm Lane for Mr C Bolland had been granted.

6.4    B/19/0505 – The application to vary condition 2 (approved plans) and discharge condition 10 (external utilities) of approval B/17/0086 (Conversion of Barn to Dwelling House Barn to south of Georgian House, Church Road for Mrs R Pearson/Mrs A Yallop had been granted.

7    PARISH MATTERS

7.1    Highways – Councillor Pearson reported on the bad condition of the Spital Hill/Brand End Road junction.  Councillor Skinner stated he would report.

Councillor Skinner reported that the problem with the culvert on Church Road had been deemed as ‘not bad enough’ and that the change of speed limit on Church Road was still ongoing.

Mention was made regarding the children’s play area entrance in Park Lane, which could do with a crossing and better signage.  Councillor Skinner agreed to make enquiries.

7.2    Freiston Hall School – The update given at the start of the meeting was noted.

7.3    Speed Indicating Devices - Councillor Marshall stated that this was still in hand.

7.4    War Memorial – After discussion it was agreed that a sub-committee would be appointed to look at the surround of the war memorial, together with looking forward to the 100th anniversary of the dedication of the memorial next year.  Councillors Marshall, Godwin, Purkis and Posey would make up the sub-committee which would also include the Revd Andrew Higginson.  Councillor Marshall stated he would arrange a meeting in near future.

7.5    Parish Website – The clerk stated that she was booked on a Training Course for the upgrading of the website.  This was due to be held on 9th Mach 2020 at Boston Borough Council.

7.6    Community Champions – The clerk stated that along with the litter picker she had accepted the invitation to attend on the 5th March 2020 to meet with the Mayor for afternoon tea. 

8    CORRESPONDENCE

8.1    Lincolnshire Police and Crime Commissioner – Details of a vacancy for volunteers to undertake independent custody visits had been received.  The poster would be displayed accordingly.

9    FINANCE

9.1    The Lottery Return in respect of the Christmas Raffle for the Danny Flear Community Centre had been completed and Councillors Marshall and Tillson signed the form which would be forwarded to Boston Borough Council.

9.2    The clerk presented the up-to-date accounts, together with an update of the precept spending to date and evidence of the bank balance.  

9.3    The following payments and donations were discussed and agreed.

9.4    The clerk stated that she had completed and received acknowledgment regarding re-declaration for the Pensions Regulator.

9.5    The clerk stated hat she had now provided the signed copy of the Parish Agreement letter for 2020/21 which had been recorded.

9.6    Copies of the proposed precept for 2020/21 were handed out, showing the amounts in hand for both Freiston Playing Field Association and the Church.  It was noted that the account for the street lighting had been received, which would be deducted from the April precept payment.

10    DATE OF NEXT MEETING

The next Council meeting would be held at the Danny Flear Community Centre on Tuesday, 17th March 2020 at 7.30 pm. 

11    ANY FURTHER BUSINESS

Councillor Pearson reported he would be standing down as a Freiston representative on the local Emergency Plan.  At present no meeting had been arranged.

There being no further business the meeting closed at 8.10 pm.
