MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY, 7th MARCH 2020 at 7.30pm

1 APOLOGIES/COUNCILLORS
1.1 Apologies received from Boston Borough Councillor J Welbourn and the Police.
1.2 Further Councillors - Notification had been received from Angela Purkiss that she was resigning as a Parish Councillor. The clerk would contact Boston Borough accordingly.
1.3 It was stated that despite posters and notification in the magazine no other people had yet come forward, noting that the council now had three vacancies. Advertising to continue.
2 POLICE REPORT
PCSO H Baker had reported on speeding traffic on Croppers Lane.
3 MINUTES
3.1 The minutes of the meeting held on the 18th February 2020 having been previously circulated were agreed and signed by the Chairman.
4 NO MATTERS ARISING
5 NO DECLARATIONS OF INTEREST
6 PLANNING
6.1 B/19/0375 - The application for erection of 4 dwellings and associated access at land at Park Lane for Rick Smith Design had now been granted with several conditions.
6.2 B/20/0020 – The application for erection of a single storey extension to an existing modular health care building to provide additional therapy rooms and group room at North Sea Camp had been received, but because the application contains some sensitive data some documentation had been withheld. It was therefore, agreed that no comment could be made.
7 PARISH MATTERS
7.1 Highways – Councillor Pearson reported on various Potholes, several had been reported with some marked out for repair. It was noted that the one on Church Road now had two cones marking it. The streetlight on the corner of the A52 and Oak House Lane would be reported again.
7.2 Freiston Hall School – No further information had been received.
7.3 Speed Indicating Devices - Councillor Marshall stated that this was still in hand, but more volunteers would be needed. It was agreed that this could be mentioned in the Parish Magazine.
7.4 War Memorial – A meeting had been held at the memorial and Councillor Posey stated that sketches were being made by Debbie Mitchell, and that the Revd A Higginson would be making enquiries whether a faculty would be needed.
7.5 Parish Council Website – The clerk reported that Lincolnshire County now had a new accessible and mobile-friendly website and as a result the current parish councils website would be switched off. As a result of this she had attended a full morning session on the new website, this would be activated in due course. It was noted that none of the documents and information would be transferred over and it would be left with the clerk to publish accordingly.
7.6 Trees in the community – Several enquiries had been made and Councillor Posey reported that she had placed an order for mixed English Trees from the Woodland Trust for planting in the Autumn.
8 CORRESPONDENCE
8.1 Clerks & Councils Direct – The March edition was handed to Councillor Godwin.
8.2 Matt Warman – The poster would be displayed regarding the upcoming Surgery Dates.
8.3 Best Kept Village Competition - It was noted that at present as no funding was available this competition would not be held.
9 FINANCE
9.1 The clerk presented the up-to-date accounts, together with an update of the precept spending to date and evidence of the bank balance.

10 DATE OF NEXT MEETING
The next Council meeting had been booked to be held at the Danny Flear Community Centre on Tuesday, 14th March 2020 at 7.30 pm; but owing to the current coronavirus situation this may be under review.
11 ANY FURTHER BUSINESS
11.1 It was noted that the surfacing had commenced on the Danny Flear Community Centre Car Park, with more work than anticipated. It was hoped that completion would be in the next month.
11.2 It was suggested that a leaflet drop, in view of the coronavirus situation, offering support to vulnerable people could be arranged . This was left with Councillors Tillson, Posey and Godwin.
11.3 It was noted that work had seemed to come at a standstill regarding connecting fibre to Freiston Shore. The clerk was requested to make enquiries.
There being no further business the meeting closed at 8.30 pm.
