MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY, 18th AUGUST 2020 at 7.30pm

The Chairman opened the meeting by welcoming all those present to this face to face meeting since the coronavirus pandemic had started.


1    APOLOGIES/COUNCILLORS

1.1    Apologies received from Councillor J Tillson

1.2    Co-option of a Further Councillor  

Councillor Bedford proposed, Councillor Posey seconded and it was agreed to accept Marina Swift’s application for a Parish Councillor.  Councillor Swift duly signed the Declaration of Acceptance of Office.

It was noted that the council still had two vacancies.

2    POLICE REPORT 

(Apologies received from PSCO K Rayment following the meeting with the following report for the previous month)

One suspicious circumstance at Scrane End; two concern for safety incidents both Church Road; two fraud/ forgery incidents both Church Road; one domestic incident on Church Road; one traffic offence on Shore Road and one road traffic collision on the Main A52.

3    MINUTES 

3.1    The minutes of the meeting held on the 7th March 2020 having been previously circulated were agreed and signed by the Chairman.

3.2    The minutes of the parish council audit minutes held during May 2020 having been previously circulated were agreed and signed by the Chairman.

3.3    The minutes of parish council regarding council planning and finance developments between April and July 2020 (during coronavirus lockdown), having been previously circulated were agreed and signed by the Chairman.
 
4    NO MATTERS ARISING

5    DECLARATIONS OF INTEREST

Councillors Marshall, Godwin and Posey all declared an interest in 9.4 regarding funding to Danny Flear Community Centre.

6    PLANNING 

6.1    B/20/0147  -  No decision had yet been made on the application for the erection of a four bedroom dwelling with detached garage, including boundary fence and access at land adjacent to Laconia, Church Road for Mr M Shaw.

6.2    B/20/0207  -  No decision had yet been made on the application for single storey extension at Almond Walk, Wainfleet Road for Miss Jo Dawson.

Councillor Bedford stated he would make enquiries regarding the delay.

7    PARISH MATTERS

7.1    Highways – Various issues were raised, including the broken 30mph sign on Shore Road that had been broken and now removed but not replaced, the sign on Butterwick Road and a streetlight on all day on Wainfleet Road.  Councillor Pearson stated he would report again.

7.2    Freiston Hall School (now known as Aspiration House)  – Helen had sent in a report which was circulated to all councillors, stating that they are now open with the first young person having moved in on the 22nd July.  Further assessments are now taking place and she would keep the council updated.

7.3    Speed Indicating Devices – No progress had been made during lockdown.

7.4    War Memorial – Councillor Marshall reported that quotes had been received for both new kerbing and fencing, but a faculty had to be obtained, which was the responsibility of the vicar.  Contact had been with the Commonwealth War Graves Signs Project and again it was the responsibility of the Parochial Council to make the application.  Further enquiries would be made.

7.5    Parish Council Website – The clerk reported that she had undergone further training, and like other Parish Clerks had only made extremely limited progress.  She would let councillors know the new website address in due course.

7.6    Trees in the community – Awaiting receipt.

8    CORRESPONDENCE

8.1    Clerks & Councils Direct – October edition was handed to Councillor Swift.

8.2    Quantum Air Fibre Access  -  Correspondence received regarding the Fibre Programme they can offer to residents.  A meeting had been arranged at Leverton on the 14th September 2020 and full details would be forwarded accordingly, with a notice for noticeboard.

9    FINANCE

9.1    The Clerk stated that the 2019/2020 audit documents had now been forwarded to the External Auditors and an acknowledgement had been received.

9.2    The clerk presented the up-to-date accounts, together with an update of the precept spending to date and evidence of the bank balance.   It was noted that a claim for VAT of £6301.32 had been received.

9.3    The following payment was agreed.

9.4    The Clerk stated that the official Purchase Order had been received from Lincolnshire County Council for the urban grass cutting, and that she would be producing the invoice for £283.96.  Councillor Marshall agreed to make arrangements for the cutting.
    
9.5    A report had been received regarding the financial position of the Freiston Playing Fields Association.  It was noted that the balance of the Car Park account from Vere’s was still outstanding, together with quotes had been received for a new entrance door.  After discussion it was proposed by Councillor Bedford, seconded by Councillor Pearson and agreed that a further donation of £15,000 be set aside for FPFA this financial year. 

10    DATE OF NEXT MEETING

The next Council meeting would be held at the Danny Flear Community Centre on Tuesday, 15th September 2020 at 7.30 pm.

11    ANY FURTHER BUSINESS

11.1    Councillor Posey stated that it was a complete waste of money to have social distancing on the Church View path outside the shop.

11.2    It was agreed that a letter of appreciation should be sent to Kath at the Post Office thanking her for her support during this coronavirus pandemic.

11.3    Following comments received it was agreed letters should be sent to both Staples and Clements requesting that they cut their speed through the village especially early in the morning.

There being no further business the meeting closed at 8.15 pm.
