January 2020 Minutes

MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY, 14th JANUARY 2020 at 7.30pm

PRESENT:

Parish Councillors: N Marshall (Chairman), P Bedford, J Godwin, R Pearson, B Posey, and J Tillson

Lincolnshire County Councillor P Skinner (arrived 8.10 pm)

2 members of the public, including Helen Whittleton (Freiston Hall School) Mrs J Barnes (Clerk)

Helen Whittleton updated the council stating that they were still waiting for the official notification from Ofsted for the registration.  It was also noted that the Fire Alarm had gone off accidently. Thanks, were recorded for her report.

1    APOLOGIES received from Parish Councillor A Purkiss and Boston Borough Councillor J Welbourn.

Resignations as a Parish Councillor were received from M Sheldon and T Short. The clerk was requested to contact Boston Borough Council accordingly.

2    NO POLICE REPORT

(Apologies and report received from PCSO H Baker following the meeting.  The incidents recorded were; concern for safety on Shore Road; suspicious circumstance on Priory Road; two incidents of suspicious circumstances on Church Road; violence on Church and nuisance communications on Wainfleet Road.  Also reported that there was eleven traffic incidents on the A52 between Boston to Wrangle)

3    MINUTES

3.1    The minutes of the meeting held on the 19th November 2019 having been previously circulated were agreed and signed by the Chairman.

4    MATTERS ARISING

4.1    War Memorial – The clerk handed out copies of the information she had produced regarding the war memorial and it was agreed to discuss the possibility of setting up a sub-committee for work to be done prior to the 100th anniversary of the dedication in 2021.

5    NO DECLARATIONS OF INTEREST

6    PLANNING

6.1    B/19/0375 – No decision had yet been reached regarding the application for erection of 4 dwellings and associated access at land at Park Lane for Rick Smith Design.  It was noted that this would possibly go to committee.

6.2    B/19/0418 – The application for demolition of existing ground floor link extension and an erection of a single storey side extension at White Loaf Hall Cottage, for Mr & Mrs Hughes had been granted.

6.3    B/19/0489 – The application for erection of a single storey domestic workshop at The Cottage, Bankhouse Farm Lane for Mr C Bolland was discussed.  No objections.

6.4    B/19/0505 – The application to vary condition 2 (approved plans) and discharge condition 10 (external utilities) of approval B/17/0086 (Conversion of Barn to Dwelling House Barn to south of Georgian House, Church Road for Mrs R Pearson/Mrs A Yallop was discussed. No objections.

7    PARISH MATTERS

7.1    Highways – Councillor Marshall reported that he had reported the flooding at Clampgate Corner and the broken sign at Shore Road corner.

7.2    Freiston Hall School – The update given at the start of the meeting was noted.

7.3    Speed Indicating Devices - Councillor Marshall stated that this was still in hand.

7.41    Parish Liaison Meeting - Councillors Marshall and Purkis had attended the meeting on Thursday, 28th November 2019.  Councillor Marshall gave a brief report stating that it had included a presentation by the Lincolnshire Police and Crime Commissioner, Malc Jones and the detailed results of the paper and card collection trial.

7.42    Clerks Networking Day – The Clerk reported on this Networking Day held at Cranwell on the 27th November 2019.  She gave a brief summary stating that it had covered sessions on Mindfulness and Mental Health, together with a discussion of the Lincolnshire County Council’s Corporate Plan for 2020-2030.

8    CORRESPONDENCE

8.1    Clerks & Councils Direct – The January edition was handed to Councillor Tillson.

8.2    Lincolnshire County Council – The latest update on community engagement had been forwarded to all councillors.

8.3    LALC – The new year update had been forwarded to all councillors

9    FINANCE

9.1    The clerk presented the up-to-date accounts, together with an update of the precept spending to date and evidence of the bank balance.

9.3    Precept – A full discussion was held on the proposed expenditure for 2020/2021 with some of the annual expenses rising with inflation.  Donations were looked at in detail with further support for the Danny Flear Community Centre/FPFA and St James’ Church.  Money would again be required for the footway lighting and litter picking.  Money was also precepted for the area of the War Memorial which was being looked at prior to the 100th anniversary of the original dedication.

It was unanimously agreed to have a precept of £30,000 (an increase of £6000) with an estimated amount per household of £91.00 per year.

10    DATE OF NEXT MEETING

10.1    The next Council meeting would be held at the Danny Flear Community Centre on Tuesday, 18th February 2020 at 7.30 pm.

There being no further business the meeting closed at 8.40 pm.
