MINUTES OF THE MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON TUESDAY, 15th SEPTEMBER 2020 at 7.30pm

1    APOLOGIES/COUNCILLORS

1.1    No Apologies received 

1.2    Co-option of a Further Councillor  

No further enquiries had been made.

It was noted that the council still had two vacancies.

2    NO POLICE REPORT 

(Apologies and report received following meeting  -  two incidents of anti-social behaviour on Butterwick Road and Freiston Ings; one suspicious circumstance on Croppers Lane; one road traffic collision on Shore Road; one traffic offence on Church Road and one transport hazard on Spittal Hill Road)

3    MINUTES 

3.1    The minutes of the meeting held on the 18th August 2020 having been previously circulated were agreed and signed by the Chairman.

4    NO MATTERS ARISING

5    NO DECLARATIONS OF INTEREST
    
6    PLANNING 

6.1    B/20/0147  -  The application for the erection of a four bedroom dwelling with detached garage, including boundary fence and access at land adjacent to Laconia, Church Road for Mr M Shaw had been refused.

6.2    B/20/0207  -  The application for single storey extension at Almond Walk, Wainfleet Road for Miss Jo Dawson had been granted.

7    PARISH MATTERS

7.11    Highways – It was noted that the long list of issues forwarded by Councillor Skinner had not included the problem with Church End Road and he stated that nothing had been planned.  It was also noted that several issues had no action taken and were cancelled.

7.12    Fly Tipping was reported down Drove Road and Swandyke Lane, Councillor Bedford stated he would report.

7.13    It was stated that the Street Lights (Nos 1, 2 and 3) were not working on Church View, noting that these are on wooden poles.  Councillor Bedford agreed to report.

7.2    Freiston Hall School (now known as Aspiration House)  – No further report.

7.3    Speed Indicating Devices – This was still ongoing, noting that only three names were now on the Freiston list, but no further training was available at present, but communication had been made with the Community Speed Watch Coordinator and they would be contacted us as soon as possible.  

7.4    War Memorial – Councillor Marshall reported that he had been in touch with Rev. Andrew Higginson but to date nothing had yet been done.  It was agreed to invite Andrew to our next Parish Council Meeting.

7.5    Parish Council Website – The clerk reported that only limited progress had been made, and like other Parish Clerks was finding this a terribly slow process.  

6    Trees in the community – Awaiting receipt.

8    CORRESPONDENCE

8.1    Borough Council – Details had been received regarding the Council tax support scheme survey for anyone interested.

8.2    LALC news and annual report – Details had been forwarded by email to all councillors.

8.3    Clerks & Councils Direct – September edition was handed to Councillor Marshall.

8.4    RSPB Newsletter – This had been forwarded by email to all councillors.

9    FINANCE

9.1    The Clerk stated that nothing had yet been received regarding the external audit.

9.2    The clerk presented the up-to-date accounts, and evidence of the bank balance

9.4    The quotation from Caloo (£395 plus VAT) for the inspection and maintenance of the Adult Equipment had been received.  It was agreed to accept, and the Clerk was requested to make the official order. 

10    DATE OF NEXT MEETING

The next Council meeting would be held at the Danny Flear Community Centre on Tuesday, 20th October 2020 at 7.30 pm.

11    ANY FURTHER BUSINESS

11.1    Councillor Bedford stated that the British Legion were not applying for the road closure, in connection with the Freiston Remembrance Service, and it was agreed that the Clerk would contact Mike Knowles regarding the forms.  It was also agreed to order the wreath.

11.2    Concern had been expressed regarding the grass in front of the Millers Row properties and it was agreed the clerk should contact Lincolnshire Housing Partnership (LHP) as they were responsible for the grass cutting.

There being no further business the meeting closed at 8.00 pm.
