FREISTON PARISH COUNCIL
MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON Thursday 17th August at 7:30pm

PRESENT
Councillors: Cllr Bridgett Posey (Acting Chair), Cllr Peter Bedford, Cllr Shaun Pearson, Cllr Roy Pearson, Cllr Amy Marshall, Cllr Simon Pearson, Cllr Tony Wheeler and The Clerk Val Austin.
Also Present:
Boston Borough Councillor: Dale Broughton
Lincolnshire County Councillor: Paul Skinner
No members of the public were present.
The meeting was called to order at 19:27pm
1. Chairman to open the meeting: Hello & Welcome.
2. Apologises: To receive and accept apologises where a valid reason for the absence has been given to the clerk prior to the meeting.
• Cllr Nigel Marshall (Chair) – Absent due to illness
• Cllr Judith Godwin – Absent due to an early start on Friday morning
3. Police Matters: Stats & incidents are available to view on the police website. Local Crime information website www.streetcheck.co.uk Crime data
• Street check website, updated to June 2023 – No Crimes – Nothing to report.
4. Minutes: To approve the minutes of the Parish Council meeting held on the 15th June 2023. To resolve as a correct record & to authorise the Chairman to sign the official minutes
• All councillors resolved for the chairman Cllr Bridgett Posey to sign the minutes.
5. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
• No declarations received
6. Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council.
No planning applications received
7. Parish Matters / Matters Arising / Updates
7.1 - Street Lights – Ongoing
7.2 - Highway & Roads – To Discuss & Resolve.
• The clerk to find a custom sign for the Danny Flear Community Centre for directions to the defibrillator
• Cllr Shaun Pearson to contact Hutson’s for prices for the sign, ongoing.
• The clerk received a complaint from a resident with regards to careless/dangerous driving in Freiston, especially Bull Pastures and Church Road.
• The councillors advised the clerk to ask the resident to join the community speed watch programme.
• Cllr Simon Pearson advised that the tractors go through the village at speed and are a danger, all councillors agreed for the clerk to write to the local farmers with their concerns.
• The clerk received a complaint about antisocial behaviour at Freiston Shore.
• As the parish council do not have any powers, The clerk to advise the resident to contact the police.
7.3 - Levelling up fund - Playing Field & Bowls Club - Update: The clerk received notification asking that Freiston Parish Council & The Bowls Club to re-submit separate requests for funding. The Clerk dealing. Ongoing.
7.4 Newsletter: Update:
• The price of 500, A5 Newsletters in colour, cost £135.00 – booklet style.
• All councillors agreed to the cost of the 500 newsletters. To discuss items for the
• September Newsletter – All councillors happy with the contents of the September newsletter, the clerk to send the newsletter to the printers.
• The Clerk to send the newsletter to Cllr Simon Pearson to review.
• The Councillors agreed on a 4-page booklet for September, pending prices for an 8-page booklet.
• The Christmas Edition to go out end November, beginning of December
7.5 From July Meeting, Discuss & Resolve - We’ll Meet Again Museum – Donation.
• Will the Parish Council make a donation towards the cost of signage within the village?
The councillors agreed on a one-off donation of £500.00 towards the signage.
• The Parish Council will pay once their other funding has been received.
• Cllr Shaun Pearson suggested purchasing the sign directly.
7.6 Discuss & Resolve - Volunteer Day – Litter Picking
• Will the parish council have a litter picking day, & supply the refreshments as a Thank you
• Freiston Parish Council will join in with the Big Borough Clean Up, on the 29th October, 9am-12pm, meeting point to begin and end at Community Centre.
• Councillors will be making cakes for the event, and tea and coffee to be supplied by the Parish Council.
8: Finance:
8.1: Bank Account: Statement of accounts as at 17th August 2023
• Treasurers Account Balance - £8,888.68
• Business Bank Instant Balance - £72,600.71
8.2: To approve the accounts for payments
• Payments due August - £660.00
• Payments made July / Aug - £502.01
• Receipts received Aug - £-2,615.37
9: Date of next parish council meeting: Thursday 21st September 2023 at 7:30pm
10: Any other business by leave of the chairman: For September 21st 2023 Agenda.
• Cllr Roy Pearson mentioned the overhanging hedge on the footpath in Forge Close. The Clerk to write to the resident. Update at next meeting.
• Cllr Simon Pearson mentioned the horse manure along Butterwick Road, in the hedge. Cllr Bridgett Posey will have a word with the owner of the field. Update at next meeting.
