FREISTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON Thursday 20th April at 7.30pm
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)

PRESENT

Councillors: Nigel Marshall (Chairman), Cllr Bridgett Posey (Vice Chair) Cllr Judith Godwin, Cllr Peter Bedford, Cllr Shaun Pearson, Cllr Amy Pearson, Cllr Roy Pearson, Cllr Amy Marshall, Cllr Simon Pearson & The Clerk Mrs V Austin.

Cllr Judy Welbourn & Cllr Paul Skinner also present. 

The meeting was called to order at 19.25pm

Public Forum:   No residents attended the meeting.

1.   Chairman to open the meeting: Welcome to all, and Thank you to Cllr Amy Pearson for your services as parish councillor.

2.   Apologies: To receive & accept apologises where valid reasons for absence have been    given to the Clerk prior to the meeting: 

•   All councillors in attendance

3.   Police Matters: Stats & incidents are available to view on the police website. Local    Crime information website www.streetcheck.co.uk    Crime data – Clerk to check the    street check website. 

•   Feb 2023 – No data available     

4.   Minutes: To approve the minutes of the Parish Council meeting held on the 16th March 2023. To resolve as a correct record & to authorise the Chairman to sign the official minutes, with no objections. All councillors agreed for the chairman Cllr Nigel Marshall to sign the minutes.

5.   Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests: None received.

6.   Planning update:  No planning matters received for April 2023

7.   Parish Matters / Matters Arising / Updates

7.1 Street Lights – Update: 

•   The clerk has received emails from Boston Borough Council with regards to the installation of the new lights, some poles are in a bad condition, & these will also have to be replaced. 
•   Ongoing 

7.2   . Speed Awareness – Update required – The clerk contacted Keith West, update to advise that due to the weather & lack of volunteers, no action has been taken. They are hoping for more volunteers & better weather to continue with the speed awareness. 

•   Ongoing

7.3   . Parish Magazine – Update: 

•   The Clerk emailed the councillors for information for the May edition magazine.
•   The clerk would like to do a feature of meet the councillors with a picture of each councillor & a short description of interest for the May newsletter.
•   The clerk took pictures of all the councillors for the feature in the May newsletter.
•   The councillors to send a short description to go with their picture.

7.4   Highway & Roads – Update: 

•   The clerk received an email from LCC with regards to the Village Gateways. The parish council to provide structure details of where the gateways are located.
•   LCC are planning on removing the smaller signs because of duplication.

7.5   Levelling up - Playing Field & Bowls Club - Update – Received an email advising that the decisions will be longer than expected due to the high demand of interest. - Ongoing

7.6   Help with Coronation: To discuss & resolve: From March meeting, can the Parish Council help with the coronation event:

•   No help required 

8   Finance:

8.1.   Bank Account: Statement of accounts as at 20th April 2023

•   Payments due April 2023 - £645.40
•   Paid in between meetings March – April - £1565.49
•   Receipts received April 2023 - £34.08

8.2   .   To approve the accounts for payments 

•   Treasurers Account balance as at 20th April 2023 - £11,564.08
•   Business Insta Account balance as at 20th April 2023 - £72,410.48

8.3   .   Freiston PC have received the 1st instalment of the precept 

•   Payment received £12,756.76 

9   Date of next parish council meeting: Thursday 18th May 2023 at 7pm 

This meeting is the Annual Meeting of the Parish Council.

An earlier start, due to the signing of Declaration of Interests for all Councillors (After the elections) 

10   Any other business by leave of the chairman: For May 23 Agenda.

•   Cllr Simon Pearson mentioned the Clock repairs at the church, requires scaffolding.  Ongoing
•   The clerk showed details of the interested person to join as a councillor at the next parish council meeting by co-option. 
•   All councillors agreed to co-op in the May meeting.
•   Cllr N Marshall gave The clerk an invoice for payment
