FREISTON PARISH COUNCIL

MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON Thursday 16th March at 7.30pm
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)

PRESENT

Councillors: Nigel Marshall (Chairman), Cllr Judith Godwin, Cllr Peter Bedford, Cllr Shaun Pearson, Cllr Amy Pearson, Cllr Roy Pearson, Cllr Amy Marshall & The Clerk Mrs V Austin.

The meeting was called to order at 19.30pm

Public Forum:   No residents attended the meeting.

1.   Chairman to open the meeting: Welcome to all.

2.   Apologies: To receive & accept apologises where valid reasons for absence have been    given to the Clerk prior to the meeting: 

•   Cllr B Posey – Due to holiday
•   Cllr Simon Pearson – No apologises sent

3.   Police Matters: Stats & incidents are available to view on the police website. Local    Crime information website www.streetcheck.co.uk    Crime data – Clerk to check the    street check website. 

i.    Jan 2023 Data -     

PE22 0LA On or Near Brand End Road – Violence & Sexual Offences – Action to be taken by another organisation.

ii.          PE22 0LA On or Near Broughton’s Lane – Violence & Sexual Offences – Awaiting Court Date

iii.          PE22 0QN On or Near Linton Close – Other Crime – Under Investigation.

iv.          PE22 0QL On or Near Saxton Gardens – Violence & Sexual Offences – Under Investigation.

v.          PE22 0QL On or Near Royal Way – Violence & Sexual Offences – Unable to prosecute suspect.
     
4.   Minutes: To approve the minutes of the Parish Council meeting held on the 16th February 2023. To resolve as a correct record & to authorise the Chairman to sign the official minutes, with no objections. All councillors agreed for the chairman Cllr Nigel Marshall to sign the minutes.

5.   Declarations of interest (if any): To receive declarations of interest under the Localism    Act 2011 – being any pecuniary interest in agenda items not previously recorded on    Members’ Register of Interests: None received.

6.   Planning update:  No planning matters received for March 2023

•   The Councillors spoke about a property in Butterwick, a neighbouring village, 

Cllr Peter Bedford to look into.

7.   Parish Matters / Matters Arising /Updates 

7.1   Street Lights – Update: 

•   The clerk has contacted Boston Borough Council again for an update to the Property Services Officer. Have not heard back, ongoing. 
•   Cllr Peter Bedford to speak to The property services officer. 
•   The clerk reported two lights out on Butterwick Road, No’s 6&7, the lights were replaced however one of the lights was replaced with orange light, The Clerk has contacted Property Services for an explanation. 
•   Cllr Peter Bedford to speak to the Property Services Officer.

7.2   Parish Magazine – Update: 

•   Details from Tucann sent to all councillors by email on 23rd February 2023. 
•   The councillors all agreed the prices for Tucann were too expensive & would not be using this company.
•   Details of one other company & prices sent with agenda. 
•   Details with a link to the online magazine sent with agenda.
•   The clerk showed the councillors a newsletter that the clerk produced; all councillors agreed to go with the Freiston Newsletter from May 2023.
•   Cllr N Marshall to speak to Freiston Village shop for advertising & donations.

7.3    Highway & Roads – Update: 

•   The Clerk advised the chairman of a complaint from Lincolnshire County Council   with regards to the Grit bin along Priory Road, the grit bin has been moved off of LCC land & will not be covered by LCC anymore.
•   Cllr N Marshall to contact T H Clements with regards to the Bin
•   To continue to report any faults / potholes to FIXMYSTREET.

7.4   Levelling up - Playing Field & Bowls Club - Update – 

•   Cllr Amy Marshall & The Clerk completed the Expression of Interest form, The clerk submitted the form to Boston Borough Council on Monday 6th March 2023 – Ongoing.
•   The clerk has received quotations from several companies.

7.5   Butterwick School Prom Email – To discuss & resolve: 

•   Email received from a parent of Butterwick School for end of year school prom, looking for donations. (Refer to email dated 24th Feb 23) 
•   All councillors resolved to decline to help on this occasion. 
•   The clerk to respond to the email received.
•   Cllr N Marshall has received a request for support for the Coronation Event being held. This item to be added to April agenda for further discussion.

8:   Finance    

8.1:    Bank Account – Statement of accounts as at 16th March 2023

•   Treasures Account -       £1,616.14
•   Business Instant Account -    £72,364.68
   
8.2:    To approve Accounts for payment 

•   Payments for March 2023 -       £1,223.33
•   Receipts received March 2023 -       £34.08

9:   Date of Next Scheduled Meeting – Thursday 20th April 2023 at 7.30pm  

•   Please note that due to the elections the May meeting might be delayed, date to be confirmed nearer the time.
