FREISTON PARISH COUNCIL
MINUTES OF THE PARISH COUNCIL MEETING HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON Thursday 19th January at 7.30pm
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)
PRESENT
Councillors: Nigel Marshall (Chairman), Cllr Bridgett Posey, Cllr Judith Godwin, Cllr Peter Bedford, Cllr Shaun Pearson, Cllr Amy Pearson, Cllr Roy Pearson, Cllr Amy Marshall, Cllr Simon Pearson & Cllr Judy Welbourn & The Clerk Mrs V Austin.
The meeting was called to order at 19.25pm
Public Forum: No residents attended the meeting.
1. Chairman to open the meeting: Welcome to all.
2. Apologies: To receive & accept apologises where valid reasons for absence have been given to the Clerk prior to the meeting:
3. Police Matters: Stats & incidents are available to view on the police website. Local Crime information website www.streetcheck.co.uk Crime data – Clerk to check the street check website. – No details on the website to update.
4. Minutes: To approve the minutes of the Parish Council meeting held on the 20th December 2022. To resolve as a correct record & to authorise the Chairman to sign the official minutes, with no objections. All councillors agreed for the chairman to sign the minutes.
5. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests: None received.
6. Planning update: No planning matters received for January 2023
• Planning application received on the 18th January 2023 – The councillors have no objections to this application.
7 Parish Matters / Matters Arising /Updates
71 – Street Lights – The clerk has sent details to Boston Borough Council, waiting to hear back from them. / The clerk has been in contact with NSC concerning the lighting
Update as soon as received.
7.2 – Parish Magazine – Update.
• The Clerk has been in contact with a company that specialise in Community Magazines, they can also supply printed copies, the company do everything, editing, printing, publishing, they can also arrange delivery, but will be cheaper if the villages could do their own delivering. They have requested further information from each of the villages, before advising a price for the magazine.
• The clerk to contact the other villages for information.
7.3 – Projector Screen – Update
• A new screen is not required at present, due to the new laptop that the clerk uses.
• Cllr S Pearson mentioned, would not take a lot to paint the wall section white for a better projection.
7.4 - Highways & Roads – Update
• Cllr N Marshall mentioned that patching had been done on a Sunday, Church Road pothole had been missed, to report any issue to FIXMYSTREET.
7.5 - Defibrillator: - Update – The clerk has been in contact with the previous owner with regards to the online registration, they mentioned that the paperwork / passwords were all with the original paperwork, which has gone missing. Once the unit has been moved, the clerk will try to register online.
What is happening with the move of the defibrillator from the Kings Head to The Castle?
• Cllr N Marshall mentioned that the move from Kings Head to The Castle will be next week.
• The Clerk to order a new battery & pads for this defibrillator.
• The Clerk to register the defibrillator at The Castle online.
7.6 – Poppies around the village – To discuss & resolve - Cllr P Bedford has received a request for poppies to be displayed around the village, in November 2023.
• After discussions all councillors resolved to purchase 10 big lamp post poppies from RBLI. Price £9.99 Each.
• All councillors resolved & agreed to purchase, The unknown soldier, material aluminium 3mm thick. Price £175.00 Each.
7.7 – Christmas in Freiston – To discuss & resolve.
• For Christmas 2023 - Christmas Tree in the village, approx. cost £60 - £100, depending on size of the tree. Lights approx. £30.00.
• Cllr P Bedford suggested speaking to Freiston Village Shop
• Cllr N Marshall, asked where would the Christmas tree be placed? To keep on next month’s agenda, for further discussions.
• Best Christmas Lights in Freiston competition?
• Cllr N Marshall, suggested putting an announcement in the Magazine, when we get one for a competition.
8: Finance
8.1: Bank Account – Statement of accounts as at 19th January 2023
• Treasures Account - £6,265.37
• Business Instant Account - £72,293.76
8.2: To approve Accounts for payment
• Payments for January 2023 - £1,196.94
• Payments made December 2022 - £1,502.50
• Receipts received Dec & Jan - £1,308.20
8.3. The clerk has requested the Precept of £32,500 from Boston Borough Council.
9: Date of Next Scheduled Meeting – Thursday 16th February 2023 at 7.30pm
Please note new meeting day.
10: Any Other Business by leave of the Chairman.
• Cllr S Pearson, mentioned where does the Litter Picker go on his route
• Cllr N Marshall, suggested asking if the Litter Picker could do a specific route.
• Cllr S Pearson, mentioned boxes on the field, Cllr P Bedford will contact the Flyswat Team at Boston Borough Council
• Several Councillors mentioned We’ll Meet Again Museum signs, which have been situated on the A52 for the past 5 years, require a letter from Freiston Parish Council to confirm the support of the signs. The clerk had issued a letter of support, & Cllr P Bedford to take to the Museum.
• Cllr Amy Pearson, mentioned the Facebook post with regards to the dog faeces in Freiston Playing Field. Cllr N Marshall, asked the clerk to contact Kingdom at Boston Borough Council to do extra patrols.
• Cllr N Marshall, Thanked all those that helped with Tree planting in December, Cllr B Posey mentioned that more will require planting in spring.
• Cllr N Marshall mentioned the play equipment at the playing field, to be added to the next agenda for further discussions, in the meantime Cllr N Marshall will get quotes for the equipment.
• Cllr N Marshall, mentioned the flagpole installation & is dealing with the installation.
With no other business, the meeting closed at 20.20 pm.
