The next meeting of Freiston Parish Council, will be held on Thursday 21st September 2023, at 7:30pm in the Danny Flear Community Centre.

There will be a 10-minute public forum if needed at 7.30pm when members of the public may make short statements to the Council:


AGENDA

1.   Chairman to open the meeting:

2.   Apologises: To receive and accept apologises where a valid reason for the absence has been given to the clerk prior to the meeting.

3.   Police Matters: Stats & incidents are available to view on the police website. 

4.   Minutes: To approve the minutes of the Parish Council meeting held on the 17th August 2023. To resolve as a correct record & to authorise the Chairman to sign the official minutes

5.   Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests

6.   Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council.

7.   Parish Matters / Matters Arising / Updates

7.1      Street Lights – Ongoing.

7.2   Highway & Roads – To Discuss & Resolve.

•   Cllr Shaun Pearson, has received a quote for £46.65 plus VAT for the sign only & £145.00 plus VAT for the sign & brackets. 
•   To discuss to where the sign should be positioned.
•   To note:  The clerk contacted Staples Vegetables & TH Clements with regards to the tractors, received a positive reply from Staples.
•   The clerk wrote to the residents of Forge Close, and this is not their responsibility, Cllr Shaun Pearson contacted Fixmystreet with pictures of the overhanging, no further action from fixmystreet. 
•   Horse manure along Butterwick Road – Update required. 

7.3   Levelling up fund - Update: The clerk has received notification from GRASSroots, stating a decision will be made by the end of October 2023. – Ongoing.

7.4   Newsletter:  Update: 

•   The price of 500, A5, 8 Page Newsletter in colour, will cost £220.00 excluding VAT.
•   The September edition has been distributed to households. 
•   The clerk has uploaded the newsletter to the website & posted the link on Facebook
•   The clerk has received an enquiry for advertising in the next newsletter. Prices to be agreed.
•   The clerk has received a poppy request donation of £30.00 
•   Disclaimer & Terms & Conditions for advertising, to be agreed.
•   December newsletter, ideas to be discussed 

7.5      Email addresses for Parish Council

•   The external auditors have advised by the year 2023-2024 all parish councils should have a gov.uk email address for the clerk & councillors. If the parish council do not comply, it will affect the annual governance part of the year end process.   
•   The cost from Cloud Next will be approx. £126 plus VAT for 2 years & for 25 email boxes £49.99 per year.
•   The cost of setting up councillors & the clerk, email addresses to their phones and or laptops will be £50.00 by a consultant that has set up other parish councils email accounts.

8.   Finance:

8.1   Bank Account: Statement of accounts as at 21st September 2023

8.2   To approve the accounts for payments

8.3   To Note: The AGAR, The External Audit report for the year 2022 – 2023, has been approved, stating in accordance with proper practices and no other matters being of concern, and with the correct legislation and regulations requirements have approved the external audit for the year.
