You are summoned to attend the meeting of Freiston Parish Council, including the Annual meeting of the council, (AMC) which will be held on Tuesday 17th May 2022, at 7 pm in the Danny Flear Community Centre.

AGENDA 

1.   To elect a Chairman for the ensuring year 2022/2023

2.   Signing of the Declaration of Acceptance of Office by the Chairman to be witnessed by the Proper Officer

3.   To elect a Vice-Chairman for the ensuring year 2022/2023 

4   Signing of the Declaration of Acceptance of Office by the Vice- Chairman to be witnessed by the Proper Officer

5.   To appoint representatives for committees, for the ensuring year 2022/2023

i.   Appointment of representative for Highway Matters

ii.   Appointment of representative for the Danny Flear Community Centre

6.   Co-opting

i.   To consider the applications for the casual vacancies on the council & co-opt a new councillor

ii.   To receive the signed acceptance of office from the newly co-opt councillor.

7.   Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council

9.   Apologies for absence: To receive and accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting
   
10.   Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests

11.  Minutes of the Parish Council meeting held on Tuesday 12th April 2022- To resolve as a correct record and to authorise the Chairman to sign the official minutes

12.   Police Matters: Stats & incidents are available to view on the police website. Local Crime information website www.streetcheck.co.uk Crime data – Clerk to check the street check website. –  Update at meeting. 
       
13.   Planning update: 

Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council

i.   Planning Application no B/22/0195 – We’ll meet again WW2 Museum. 

Emailed details to all councillors on 8th May 2022

14.   Parish Matters / Matters Arising /Updates 

a.   Speed Indicating Devices: - Update – Information.

The clerk emailed Keith West on 22nd April 22, response below.

We had a CSW group active this afternoon on Church Road at McCartney’s. 

We recorded 131 vehicles passing us between 1500 and 1600 and of these, one vehicle was recorded travelling at an excessive speed which will be reported accordingly.   

b.   Parish Magazine:    Update required.

c.   Highways & Roads - Traffic regulations orders: No updates

d.   Defibrillator:    Update: No further update   

e.   Photographs: Update: Memory stick returned to The Chairman.   

f.   Freiston Poor Charity Notice Board: Update required

g.   Queens Jubilee – Update & Discuss:

i.   Five bar picket style entry signs, quote received 26th April 22, details sent to all councillors. Prices £1176.31 each. The clerk has been looking at other companies, has also emailed Marmax for a quote, The clerk has chased this up. More details at meeting.

ii.   Plaques for noticeboards, Update May meeting: 

commemorating the jubilee, prices for existing noticeboards are £250.00:

iii.   RBL, Update May meeting:

Veteran plaque for the jubilee. A5 = £144.99 A4 = £154.99 with stakes, without stakes £119.99 & 129.99.    

iv.   Councillor Grant Scheme – Update: The clerk has contacted BBC for guidance on having a flag pole in the village. Have received a reply but not about poles only flags. The clerk to re-contact.

h:    Flyswat Team / Wombles – Update: 

The Clerk spoke to the BBC, they are sending out details of the Litter Champions, which they run. The wombles are separate, which is a community incentive.  

i.   New Litterbin at Clampgate Bridge – Update required, Cllr P Bedford.

j.   Blue Plaque – Pishey Thompson: Update: The clerk looked into having an English Heritage plaque, unfortunately, not being in London unable to have one.

The clerk spoke to the operations manager at Fydell House, & they have asked where we would like the plaque to be situated & the plaque would state The Boston Preservation Trust, at a cost of £60.00

15.   Correspondence:  All sent to relevant councillors by email.

16.   Finance    

16.1:    Bank Account – Statement of accounts as at 17 May 2022

16.2:    To approve Accounts for payment

16.3:    To approve the 2021/2022 End of Year Accounts and the Internal Audit Report

16.4:    To approve section 1 & 2 of The Local Councils Annual Return

17.   Date of Next Scheduled Meeting – Tuesday 21st June 2022 at 7.30pm  

17.1    To discuss September meeting date. The clerk is unable to attend on the 20th September, dates available for the September meeting.
