FREISTON PARISH COUNCIL

I give notice that a meeting of the Freiston Parish Council, which will be held on Tuesday 15th February 2022, at 7.30 pm in the Danny Flear Community Centre.

AGENDA

1.   Apologies: No apologises received from Councillor M Swift, this being the sixth month of non-attendance, or received any communication.

To receive & accept apologises where valid reasons for absence have been given to the Clerk prior to the meeting: 

2.   Police Matters: Stats & incidents are available to view on the police website. Local Crime information website www.streetcheck.co.uk    Crime data – Clerk to check the street check website. Update at March meeting. – No update.

3.   Minutes: To approve the minutes of the Parish Council meeting held on the 8th February 2022.  To resolve as a correct record & to authorise the Chairman to sign the official minutes           

4   Declarations of interest - (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests

5.   Planning update: 

Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council

A:   Application No: B/22/0088  - Proposed rear extension and alterations to form kitchen, dining and living room at Holly Cottage, Church End Road, Freiston, Boston, PE22 0LQ

Councillor P Bedford, has no objections to this application (email 4th March 2022)

B:   Application No: B/22/0061 - Demolition of existing agricultural building for the erection of 1no. dwelling with detached garage and use of land from agricultural to residential Barn on the North Side of Boston Long Hedges, Freiston Ings, Boston

6.   Parish Matters / Matters Arising /Updates 

6.1   Speed Indicating Devices:

The clerk has contacted Keith West for an update, not received any information.

6.2   We’ll Meet Again Museum: Update required – To be removed from agenda?

6.3    Parish Magazine:    Update, is there an updated March 2022 edition?

6.4   Highways & Roads - Traffic regulations orders   

No further updates 

6.5   Defibrillator:    The clerk has been in contact with The Circuit, they confirmed that the unit is registered on their site, unfortunately, the clerk has not been able to speak to anyone, due to staff shortages, only access via email. The clerk has emailed on several occasions. The clerk has been in contact with Lives & they have confirmed that the batteries & pads are still in short supply but they are on order & will be delivered as soon as they arrive. 

The defibrillator is showing two lights this is ok for now, as soon as it goes down to one light, this is when it will go out of action. To monitor

6.6   Photographs: The clerk decided on photos for the website, scenic photos without people, as we would need their consent. 

6.7   Bull & Dog Parking: Update required – To monitor 

6.8   Freiston Poor Charity Notice Board: Update required

6.9   Projector for meetings:  The clerk has purchased the projector, and will bring to the meeting on 15th March 2022

7.0   Caloo – Exercise equipment – Information only - Freiston Playing Field, yearly service & maintenance, The clerk received a report from the company on the maintenance & repairs that was carried out. The clerk sent the information to all councillors.

7.1   Pole Light at Church Road Freiston – The clerk contacted Nigel Hall for a quote on the price of moving or installing a new pole light nearer the bus stop. 

The clerk emailed the quote to the councillors (7th March 2022)

7.2   Queens Jubilee – 

Five bar picket style entry signs – The clerk contacted Marmax, they advised that they would bespoke designs, not available in white.

Prices advised 

smallest ( Paulton ) is £105 , Medium ( Ampney Crucis ) £135, Large £195 ( Boreham ) Excluding VAT.   These prices do not include signage costs, waiting for these prices. Councillor P Bedford contacted Glasdon UK Ltd for prices. Email sent to councillors on 7th March 2022.

The Clerk was advised that all that would be needed was to place a photo on a map to show where you require the signage to be & email Lincolnshire County council, they should issue the approval for the work, they will then advise on who will be able to do the work.   

Councillor P Bedford, contacted Mike Gildersleeves at BBC, who advises that it would potentially be planning permission, however it could fall into Part 12 – Class A (b) - Permitted development.

lamp standards, information kiosks, passenger shelters, public shelters and seats, telephone boxes, fire alarms, public drinking fountains, horse troughs, refuse bins or baskets, barriers for the control of people waiting to enter public service vehicles, electric vehicle charging points and any associated infrastructure, and similar structures or works required in connection with the operation of any public service administered by them.
   
7.3   Flyswat Team / Wombles – Councillor J Godwin advised The Clerk via email that the dykes & the verges were in better condition from the last time & the flyswat team are not required at this time. To monitor.

7.4   Aspiration House – The clerk contacted the residents that had complaints regarding the house, and advised that the manager of the house is aware of the problems. To monitor the situation.

7.   Correspondence:  All sent to relevant councillors by email.
