MINUTES OF THE PARISH COUNCIL MEETING
HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON
Thursday 20th August 2026, at 7:30pm
Minutes taken by The Clerk: Mrs. Val Austin
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)
PRESENT: Cllr Nigel Marshall (Chair), Cllr Peter Bedford, Cllr Roy Pearson, Cllr Amy Marshall, Cllr Tony Wheeler, Cllr Judith Godwin, Cllr Shaun Pearson, Cllr Simon Pearson and the Clerk Val Austin.
The meeting was called to order at 19:28pm
1. Chairman to open the meeting: Welcome to you all.
2. Apologies: To receive and accept apologies where a valid reason for the absence has been given to the Clerk prior to the meeting.
• Cllr Bridgett Posey – Prior Commitment
3. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council.
• The Public Forum opened at 19:29pm
• Issues were raised about the speeding on Priory Road and Church Road, particularly commercial vehicles such as buses and tractors. Residents also reported skid marks on the roads and noted that passing tractors can shake nearby houses.
• Cllr Shaun Pearson noted that speeding is a common issue in many villages.
• It was mentioned that MP Richard Tice is now involved, and residents stressed the dangerous speeds being witnessed.
• Cllr Peter Bedford mentioned it is a police matter, and the parish council have done everything that they can.
• Richard Paul spoke about the cricket club, noting their gratitude to the Parish Council for the donation.
• He reported that the club has spent £53k of the £56k, with £3k remaining to cover the doors. Chairs and benches are still needed, and this remains ongoing. Toilet discussions are also ongoing.
• Cllr Peter Bedford mentioned that Borough grants are available.
• Chairman Cllr Nigel Marshall asked if there were any further questions, there were no further questions.
The public forum ended at 19:48pm – Members of the public left at 20.17pm

4. Police Matters: Stats and incidents are available to view on the police website. Local
• The website that the crime information is from, does not expand on the actual crimes.
• To leave on the agenda and minutes, but only report if something needs reporting.
• 6 Crimes reported within a one-mile radius - Violent Crime x 3 Public Order x 2 and Arson x 1 – At Old Post Office Lane, which is Butterwick, but due to the one-mile radius this shows up on the postcode.
• 3 Crimes reported within a one-mile radius - x1 Anti-social / x1 Arson / Public order x1 - This is near Jolly Farmer bank
• x2 violent crime / Anti-social behavior/ criminal damage x1 - Near Grovefield Lane
5. Minutes: To approve the minutes of the Parish Council meeting held on the 16th July 2026. To resolve as a correct record and to authorise the Chairman to sign the official minutes:
• All Councillors resolved for the chairman Cllr Nigel Marshall to sign the minutes.
6. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
• No declarations declared
7. Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council. –
To include those received between the day of posting this notice and the day of the meeting.
• None received
8. Updates / Discuss and resolve the following items
8.1. Highway and Roads – Cllr Roy Pearson
• Cllr Roy Pearson mentioned that there was nothing new to report.
• The clerk emailed LCC regarding cleaning of the road signs around the village
• The clerk advised that a reply had been received requesting photos and locations of all the signs needing cleaning. The clerk responded that all signs within the village required cleaning.
• No reply received – To chase up.
8.2. Brand End Road – Holmers Lane – To Note
• The clerk has been in contact with LCC and advised of the route for the speed changes.

8.3: Park Lane speed bumps – Update
• Prior to the meeting, The clerk sent an email advising the councillors of a TRO (Traffic Regulation Order) for the works to be carried out, to replace the bumps.
• Update when available.
8.4: Priory Road Speeding - Resident complaint
• The clerk has received a reply from LRSP (Lincolnshire Road Safety Partnership) advising they do not get involved with speed calming measures and the PC would need to contact the LCC councillor.
• Update when available.
8.5: Kings Head Radar Speed Radar Pole – To note
• Cllr Nigel Marshall advised that the radar speed camera has now been re-installed and back to working.
8.6: Newsletter
• Draft of the newsletter – This was sent to all the Cllrs before the meeting.
• Cllr Nigel Marshall asked for an article to be included in the newsletter regarding the Poor Estate.
• The clerk will amend the draft and circulate it to all councillors for review before sending it for printing.
8.7: Lincolnshire County Council Bus Shelter Grant – Cllr Peter Bedford
• Parish Councils can apply for up to £3k per shelter to install new or refurbish old ones.
• Cllr Peter Bedford mentioned that the bus stop at the Kings Head (near Millers Row) would be an ideal place for the bus stop
• Discussions on the bus stop on the A52 near the Jolly Farmer Lane
• The clerk to apply for both.

8.8: Wicksteed Equipment – Cllr Nigel Marshall
• Cllr Nigel Marshall received a brochure from Wicksteed and passed it to Cllr Judith Godwin to review, before it is circulated to the next councillor.
• Cllr Judith Godwin suggested installing a fence around the play area equipment to improve safety for the children.
8.9: Complaints re Spittal Hill Road – Hedge – Cllr Shaun Pearson
• Cllr Shaun Pearson has received complaints regarding the hedge that is overhanging the road.
• Cllr Roy Pearson will contact the owners
• Update when available
8.10 - Resident Complaint – Re Parking & Grass Verge
• The clerk received an email from a resident, with regards to parking issues and the grass verge
• Cllrs discussed the matter and requested that the clerk contact LCC to ask whether they would consider installing a pavement for Forge Close.

8.11: Community Skip – Danny Flear Community Centre Car Park – To Note
• Nothing to report
• To be removed from future agendas and minutes.
9: Finance
9.1 Bank Account: Statement of accounts as at 20th August 2026
Community Account Balance - £896.37
Instant Access Savings Account Balance - £22,509.20
Fixed Term Deposit Account - £40,000.00 – Maturity Date November 2026
9.2 To approve the accounts for payments
Payments due August 2026 - £933.03
Payments made in between meetings - £3263.02

It was resolved that the accounts be approved and signed.
9.3 AGAR Section - External Audit – To note:
Conclusion of audit – In accordance with proper practices and no matters have come to their attention.

• Cllr Nigel Marshall asked Cllr Peter Bedford to send thanks for the sorting of the fly tipping with Cllr Dale Broughton, and advised that the fly tippers had been fined.
