MINUTES OF THE PARISH COUNCIL MEETING
HELD AT THE DANNY FLEAR COMMUNITY CENTRE ON
Thursday 16th April 2026, at 7:30pm
Minutes taken by The Clerk: Mrs. Val Austin
(These minutes will be checked at the next meeting before the council amends/approves them as a correct record)
PRESENT: Cllr Nigel Marshall (Chair), Cllr Bridgett Posey (Vice Chair), Cllr Peter Bedford,
Cllr Roy Pearson, Cllr Amy Marshall, Cllr Shaun Pearson, Cllr Judith Godwin, and the
Clerk Val Austin.
Also Present: No members of the public were present
The meeting was called to order at 19:30pm
1. Chairman to open the meeting: Evening and Welcome to you all.
2. Apologies: To receive and accept apologies where a valid reason for the absence has been given to the Clerk prior to the meeting.

3. Public Forum: To resolve to suspend the meeting for a maximum of 10 minutes to allow members of the public to ask questions or make short statements to the council.
No members were present

5. Minutes: To approve the minutes of the Parish Council meeting held on the 19th March 2026. To resolve as a correct record and to authorise the Chairman to sign the official minutes:
- All Councillors resolved for the chairman Cllr Nigel Marshall to sign the minutes.
6. Declarations of interest (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests
- No declarations declared
7. Planning update: Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by Boston Borough Council. – To include those received between the day of posting this notice and the day of the meeting.
- Cllr Roy Pearson mentioned Apex Cars planning application.
8. Updates / Discuss and resolve the following items
8.1. Highway and Roads – Update
- Nothing new to report
8.2: Brand End Road – Holmers Lane – Cllr Nigel Marshall
A resident has complained regarding the speeding
- The clerk received a reply stating that Cllr Alistair Ardunell will contact LCC regarding this issue. Update when available.
- The clerk has emailed LCC directly, regarding Butterwick Road from the school to Freiston and the speed limit change.
- Update when available
8.3: Park Lane speed bumps – To Note
- The clerk has emailed Cllr Alistair Ardunell twice regarding this issue and has not received a reply. The clerk to email again.
- Update when available.
8.4: Pilgrim Fathers – Scalp Road – To Note
- Cllr Judith Godwin wrote to Cllr Dale Broughton (leader Boston Borough Council) with the concerns.
- Received a reply via email, forwarded email to all councillors on 9th April 2026.
- Update when available.
8.5: Commemorative Plaques – Cllr Bridgett Posey
- Cllr Bridgette Posey mentioned that the plaques are ready, and will give to Cllr Shaun Pearson to install.
- Cllr Shaun Pearson mentioned that the plaques should go into cages, to protect them.
- Update at next meeting.
8.6: Mowing of Churchyard – Cllr Nigel Marshall
- Cllr Nigel Marshall mentioned that the contractor was advised not to cut the square by the tower by the church warden.
- Cllr Nigel Marshall to speak to the vicar regarding the area by Cllr Bridgett Posey home.

8.7: Personalised Flag
- The clerk is having problems with finding toughen material.
- Update at next meeting
8.8: RSBP & a resident at Plumbers Mews – Security Cameras – Cllr Nigel Marshall
- Cllr Nigel Marshall showed the councillors the problem that the resident had, regarding the pole that will house CCTV. RSPB have now decided to have the CCTV mounted on the building.
- This item has now been resolved.
8.9: Kings Head Radar Speed Radar Pole – Cllr Shaun Pearson
Cllr Shaun Pearson advised that the pole is wobbly and loose.
- Cllr Peter Bedford advised that the clerk contact LRSP

9: Finance:
9.1 Bank Account: Statement of accounts as at 16th April 2026

9.2 To approve the accounts for payments

- Cllr Judith Godwin mentioned the church gates are wide open all the time, Cllrs mentioned that SJG Security have been working in the church.
- Cllr Judith Godwin mentioned having a planter, however due to the planter needing watering, it would not be feasible,
