2021 Parish Council Meeting Agendas

I give notice that a meeting of the Parish Council, which will be held on Tuesday 16th November 2021 at 7.30 pm in the Danny Flear Community Centre.

There will be a 10-minute public forum if needed at 7.30 pm when members of the public may make short statements to the Council:

1   Apologies: To receive & accept apologies where valid reasons for absence have been given to the Clerk prior to the meeting:

2   Police Matters –Stats & incidents are available to view on the police website.

Crime data missing due to IT systems change at Lincolnshire Police. They are working on it. (Dated 9th November 2021) No details available.

3   Minutes: To approve the minutes of the Parish Council meeting held on the 

19th October 21.  To resolve as a correct record & to authorise the Chairman to sign the official minutes

4   Declarations of interest - (if any): To receive declarations of interest under the Localism Act 2011 – being any pecuniary interest in agenda items not previously recorded on Members’ Register of Interests

5   Planning update: 

Town and Country Planning Act 1990 - To consider and make observations on all planning applications received and to note planning approvals, refusals, enforcement complaints and appeal decisions advised by the Borough Council –

Change of Use of greenhouse to storage and the Change of Use of poultry building to half storage half light vehicle repairs at Shore Yard, Shore Road, Freiston, Boston, PE22 0NA – N Marshall.

Reference - B/21/0486 - The Cottage, Oak House Lane, Freiston, Boston, PE22 0PJ - Application for the approval of reserved matters (Access, Appearance, Landscaping, Layout and Scale) following approval B/19/0076 (Outline application with all matters reserved for the erection of a residential dwelling.

Reference - B/21/0466 - Proposed agricultural dwelling and detached garage at Land to the North of 11 Grovefield Lane, Freiston, Boston PE22 0QL.

Councillor B Posey Comments: New Properties should have rainwater harvesting, solar panels & as many green measures as possible.

Reference - B/21/0457 - Replacement detached garage at Kingstone, Butterwick Road, Freiston, Boston PE22 0LF.

6   Parish Matters / Matters Arising /Updates 

6.1   War Memorial Site:

To discuss the War Memorial Board, the simplified version.

To discuss: Is Mrs J Barnes happy with the simplified version of the memorial board. 

Update on the memorial bench. (The bench looks good by the memorial site)

Update on Kent’s cleaning

Update on the commonwealth sign, does this require being placed on a 4ft pole.

Update on plaque, with information supplied by RAF Cranwell records.

6.2   Speed Indicating Devices:

Update from Keith West. 

6.3   We’ll Meet Again Museum:

From September 21 meeting, to discuss sponsorship of the museum.

To discuss: Information requested sent to the Chairman & Councillors.

6.4    Parish Magazine:

Update, the clerk emailed Dale at Guardian Press (twice) with regards to a link for the website, unfortunately to date no response.

6.5   Highways: 

From the September meeting, Councillor P Skinner was dealing with potholes.

Updates required.

6.6   Defibrillator:

The clerk contacted Lives to order a new battery & pads, to be advised that there is global shortage of parts, they are not expecting a delivery until after Christmas & they cannot guarantee it will be then either.

Update required on the training session for the defibrillator, Councillor J Welbourn to confirm details.

6.7   Councillor M Swift

The clerk contacted Councillor Swift to advise that they are now under the 6-month rule, which takes Councillor Swift to March 2022, then if not attended any meetings between now & then will automatically be disqualified.

To date have not heard back from Councillor Swift.

6.8   Trees

Update required from Councillor B Posey, delivery of Trees & planting dates.

6.9   Photographs 

Update required from Chairman N Marshall. Photos required for the home screen on the website of Freiston.
